SUBJECT: Art in Public Places Committee Motions – September 16, 2025
The purpose of this Letter to Commission (LTC) is to provide an update regarding motions made
during the September 16, 2025, Art in Public Places (AiPP) Committee meeting.
1. The comprehensive upgrade to the Soundscape Park sound system is in its final stages,
requiring all previous programming to be re-configured, including “Sonic Dreamscapes,”
a sound and video installation by artist Bill Fontana that is a permanent work in the City of
Miami Beach’s AiPP collection. Given the work’s customized settings, the artist will need
to be present to recalibrate configurations and ensure the work is presented appropriately.
The sound reconfiguration of the artwork requires the artist to be onsite to work with the
New World Center audio visual team. The AiPP Committee needs to provide approval to
use funds for the artist’s travel.
Motion: The Art in Public Places Committee motions to approve travel expenses for artist
Bill Fontana to be available onsite to configure his “Sonic Dreamscapes” permanent sound
and video artwork in Soundscape Park per the new park sound system installation.
Scheduling flexibility is recommended to ensure a more cost-effective travel period.
The above motion was made by Sara de los Reyes, seconded by Colette Mello, and
passed unanimously.
2. As part of the City of Miami Beach Artist Vendor program, prospective applicants must
undergo review with the AiPP Committee after presenting their work to Tourism & Culture
staff. This review is conducted to verify the artisanal nature of the items they wish to sell.
Current applicants shared a physical demonstration of the production of their works and
showed finished examples for consideration at a recorded meeting. Cultural Affairs staff
relayed this information along with images to the AiPP Committee. The Tourism and
Culture and Finance Departments are working with the City Attorney’s Office to address
future procedures following a recent revision to the Artist Vendor Program ordinance.
Motion: The Art in Public Places Committee motions to approve the following applicants
to the City of Miami Beach Artist Vendor program: Pilar Otero (BLPL#2025-09631) and
Vicente Valdes (BLPL#2025-09638).
