A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CIry OF MIAMI BEACH, FLORIDA, URGING MIAMI.DADE COUNry TO DISCONTINUE THE USE OF NALED, AN INSECTICIDE USED PRIMARILY FOR CONTROLLING ADULT MOSQUITOS, WITHIN THE BOUNDRIES OF THE CITY OF MtAMt BEACH (C!TY), AND AUTHORTZTNG THE CITY ATTORNEY TO PURSUE ANY AND ALL AVAILABLE LEGAL REMEDIES IF THE USE OF NALED IS NOT DISCONTINUED WITHIN THE CIry. WHEREAS, Naled is an insecticide that is used primarily for controlling adult mosquitos and which is, according to the American Council on Science and Health, more toxic than other mosquito sprays; and WHEREAS, according to the Pesticide Information Project of Cooperative Extension Offices of Cornell University, Michigan State University, Oregon State University, and the University of California at Davis, published in 1993 (Pesticide lnformation Project), Naled is one of a class of insecticides referred to as organophosphates which are chemicals that act by interfering with an enzyme that is essential for the proper working of the nervous systems of both humans and insects; and WHEREAS, a 2014 study by scientists at the University of California at Davis, entitled "Neurodevelopment Disorders and Prenatal Residential Proximity to Agricultural Pesticides: The CHARGE Study," found that residential proximity to agricultural pesticides, particularly organophosphates, has been associated with developmental delay and autism in children of mothers who were exposed to organophosphate pesticides during pregnancy; and WHEREAS, Naled is a highly toxic pesticide that presents the most danger to pregnant women and which is, according to Jennifer Sass, a senior scientist with the Natural Resources Defense Council, a neurotoxin that is "definitely not safe during early brain development"; and WHEREAS, as stated in the Pesticide lnformation Project report, Naled is moderately to highly toxic by ingestion, inhalation, and dermal adsorption. Vapors or fumes of Naled are corrosive to the mucous membranes lining the mouth, throat, and lungs, and inhalation may cause severe irritation. A sensation of tightness in the chestand coughing are commonly experienced after inhalation. As with all organophosphates, Naled is readily absorbed through the skin. Skin which has come in contact with this material should be washed immediately with soap and water and all contaminated clothing should be removed. Persons with respiratory ailments, recent exposure to cholinesterase inhibitors, impaired cholinesterase production, or with liver malfunction may be at increased risk from exposure to Naled. High environmental temperatures or exposure of Naled to visible or UV light may enhance its toxicity; and 3 WHEREAS, Naled is highly to moderately toxic to birds and to most types of aquatic life, is highly toxic to bees, and has shown lung damage in rats; and WHEREAS, according to the University of Florida's McGuire Center for Lepidoptera and Biodiversity, when surveys were conducted on areas sprayed with pesticides, including Dibrom (a trade name for Naled), and were compared with non- sprayed areas in the Florida Keys, state health records showed that Monroe County had the highest rate of neuromuscular disorders and multiple sclerosis in the U.S.; and WHEREAS, using Naled too freely can also lead to insect resistance to the chemical, which would be detrimental in the long run in the fight against Zikq and WHEREAS, the concern with the toxicity of Naled led Mayor Carmen Yulin Cruz- Soto of San Juan, Puerto Rico, to file a lawsuit on behalf of the municipality to stop the U.S. Centers for Disease Control and Prevention (CDC) from spraying Naled, and Governor Alejandro Garcia Padilla of Puerto Rico also refused the spraying of Naled on the island due to widespread opposition to the use of the pesticide; and WHEREAS, the Mayor and City Commission of the City of Miami Beach oppose the use of Naled in the City of Miami Beach due to the health and environmental risks associated therewith and urge Miami-Dade County to discontinue the use of Naled within the City's boundaries. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE Clry OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby urge Miami-Dade County to discontinue the use of Naled within the boundaries of the City of Miami Beach, and authorize the City Attorney to pursue any and all available legal remedies if the use of Naled is not discontinued within the City.
