OCEAN DRIVE 10 PT PLAN
INTERIM SECURITY DETAIL PLAN
Many believe that the need to improve the safety of Ocean Drive is one of the most urgent issues facing
the street. Due to the immediafe need for additional security dedicated exclusively to Ocean Drive,
between now and the date (Sept 2017) that additional police officers are physically present on Ocean
Drive, the City and/or Ocean Drive businesses will pay a private security company to have 2 security
guards stationed on every other block of Ocean Drive between 5th and Lsth Streets, 4 days per week.
Once the additional police officers begin patrolling in the Fall of 2017, the City and Ocean Drive
businesses will re-evaluate whether to decrease or maintain the private security presence.
This cohesive effort would provide a visible and consistent presence on Ocean Drive instead of sporadic
activations that shift the presences of undesirables on the street. This emphasis also gives the vendors
an opportunity to pool resources for the greater good.
Per endorsement of MBPD, a combination of two police officers with ten private security officers will
provide coverage of the area with a direct line to active police to resolve critical issues as they arise. The
private security firm selected will provide the two officers with radios to ensure direct communication
with the private security staff.

The element that have been causing the issues are predators and a threat to our customers. Not only
will this project be a protection of the local environment, but it will also secure the entire area and make
it a safe place for those coming to enjoy everything that Ocean Drive has to offer.
As business owners, we are ready to band together in this effort and collaborate in this project.
The City has provided the Park Rangers and restructured the District for enhanced Police coverage.
The new fiscal year brought the ability to secure additional officers that are presently being recruited,
trained and deployed.
The following Cost Evaluation provides for a budget for consideration and approval. Projections are for
6 months to include February through September except for March when PD will have enhanced staffing
due to Spring Break. For the month of September, it is advised to move to a three-day week as this
month traditionally has fewer tourists visiting the area. The recommendation is for o totol of 5288.6A0
which includes 5184.320 for 70 private securitv ond $99.840 for 2 police officers.

RECOMMENDATION
The Administration recommends the adoption of the Resolution.
ANALYSIS
The Finance and Cityruide Projects Committee endorsed a recommendation by the
Administration to utilize the indefinite quantity contract (lOC) for construction seMces to
expedite the delivery of construction projects under $250,000 or, for emergency projects, as
approved by the City Manager. The Committee's endorsement of the IQC process for small and
emergency projects was approved by the City Commission on April 23,2014. The IQC process
is similar to the previously used process by the City but with tighter controls, including a limit on
design, additional compensation on certain items and a small project threshold that limits
exposure.
The IQC process is used extensively by the local, state and federal govemmental agencies
throughout the United States to expedite the delivery of construction projects. The City, as a
govemmental agency member, is authorized to utilize the IQC contract for construction services
competitively awarded by the National Joint Powers Alliance (NJPA) to the Gordian Group.
The Project is part of the ongoing effort the City is undertaking to perform improvements of the
existing drainage conditions cihrnruide to provide a higher level of service by reducing flooding
due to extreme high tides, increase rainfall intensity and duration. The Project is also part of the
ttivc major pump stations: one at the northeast corner of the Convention Center under
construction and the other at the 19th Street parking lot south of the Holocaust Memorial, which

construction is about to begin.
Tlme is of the essence to start the construction of this project to avoid delays to the May 2017
reopening of Miami Beach Convention Center (MBCC). The construction of this project along
Washington Avenue overlaps the construction of the MBCC Expansion Project. Since
Washington Avenue will temporarily become the main entrance to the MBCC for a year starting
May 2017, the proposed stormwater pipe will need to be installedin January 2017 to allow for
the construction of all improvements along Washington Avenue required by the MBCC
Expansion Project.
The Public Woks Department (PWD) anticipates the design and permits to be ready prior to
the construction. ln addition, PWD has coordinated with the Procurement Office to expedite the
construction of this project by using the NJPA Cooperative Contract procurement process. With
this fast track approach, PWD expects to have this project constructed and in operation by
March 2017 or earlier.
The contractor submitted for review a proposal to complete the work. lt is the City Engineer's
opinion that the probable construction cost and the NJPA Project Manager's review of the
proposal submitted by Lanzo Construction Company, lnc. that the final amount not to exceed
$2,000,000 has been considered reasonable for the scope of vrork that is included. The
following was considered with the City Engineefs recommendation to utilize Laruo Construction
Company:
(1) The ability, capacity and skill of the bidder to perform the contract.
(2) Whether the bidder can perform the contract within the time specified, without delay or
interference.
(3) The character, integrity, reputation, judgement, experience and efficiency of the bidder.
(4) The quality of performance of previous contracts
(5) The previous and existing compliance by the bidder with laws and ordinances relating to the
contract.
This project surpasses the $250,000 threshold limit approved by the City Commission for
projects through the NJPA IQC contract award. Accordingly, in order to move forward with the
completion of this project, City Commission approval is required to exceed the $250,000
project threshold limit, and approve the project proposal not to exceed $2,000,000.

STREET AND ALONG {7TH STREET FROM PENNSYLVANIA AVENUE TO
WASHTNGTON AVENUE (PROJECT), FOR AN ESTTMATED CONSTRUCTTON
COST NOT TO EXCEED $2,000,000; AND FURTHER AUTHORIZING THE
GITY MANAGER TO PROCURE THE PROJECT CONSTRUCTION SERVICES
UTILIZING THE COMPETITIVELY BID NATIONAL JOINT POWERS
ALLIANCE (NJPA) COOPERATTVE CONTRACT FOR GONSTRUGTTON
SERVICES WITH THE GORDIAN GROUP.
WHEREAS, prior to October,2012, the City acquired construction services for many
small or emergency construction projects through a Job Order Contracting process; and
WHEREAS, Job Order Contracting (JOC) is a contracting methodology that enables
facility owners to accomplish a large number of repairs, maintenance and construction projects
with a single, competitively bid contract; and
WHEREAS, since the Fall of 2012, the City has not utilized the JOC rnethodology and
therefore currently has no similar system in place for expediting construction and infrastructure
projects; and
WHEREAS, as an alternative to the JOC process, the Finance and Citywide Projects
Committee (the "Committee') endorsed a recommendation by the Administration to utilize the
indefinite quantity contract (lOC) for construction services to expedite the delivery of
construction projects under $250,000, or for emergency projects, as approved by the City
Manager; and
WHEREAS, the Committee's endorsement of the IQC process for srnall and emergency
projects was approved by the City Commission on April 23,2014; and
WHEREAS, the IQC process is used extensively by the local, state and federal
governmental agencies throughout the United States to expedite the delivery of construction
projects; and
WHEREAS, on January 15,2014, via Resolution No 2014-28462, the City Commission
authorized the Administration to utilize cooperative awards by National Joint Powers Alliance
(NJPA) pursuant to Section 2-369 of the Miami Beach City Code, which authorizes the City
Manager to make awards exceeding $50,000 when said award is resulting from cooperative
agreements; and
WHEREAS, the City, as a governmental agency member, is authorized to utilize the IQC
contract for construction services competitively awarded by NJPA to the Gordian Group; and
WHEREAS, in an effort to expedite this project, the administration recommends that
under the NJPA IQC contract awarded to the Gordian Group, that a purchase order be issued as
the construction firm responsible in constructing the storm water drainage system which will
include the trunk line plus the drainage structures with the intention of providing the first line of
defense against King tides; and
WHEREAS, the construction of a storm sewer along Washington Avenue from 17th

Street to lBth Street and along 17th Street from Pennsylvania Avenue to Washington Avenue
(project), for an estimated construction cost not to exceed $2,000,000
WHEREAS, the Project is now expected to exceed the $250,000 threshold lirnit
approved by the City Commission for projects through the NJPA IQC contract award; and
WHEREAS, the Project will impact the Convention Center, which is slated to open in
May 2017; and
WHEREAS, pursuant to section 2-369, the City has considered the following:
(1) The ability, capacity and skill of the bidder to perform the contract.
(2) Whether the bidder can perform the contract within the time specified, without delay or
interference.
(3) The character, integrity, reputation, judgement, experience and etficiency of the bidder.
(4) The quality of performance of previous contracts
(5) The previous and existing compliance by the bidder with laws and ordinances relating to
the contract; and
WHEREAS, the Gordian Group has the ability, capacity and skill to perform the contract
within the time specified and has the character, reputation and experience necessary, as the
Gordian Group has pr:ovided similar services to the City without incident; and
WHEREAS, accordingly, in order to move fonruard with this Project and in order to
provide protection against high tide flooding along lndian Creek from 26th to 41't street, approval
is required to exceed the $250,000 project threshold limit which includes 10o/o project
contingency, for a Project total not to exceed $2,000,000.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
GOMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve the construction of a storm sewer along Washington avenue from 17th
street to 18th street and along 'l7th street from Pennsylvania avenue to Washington avenue
(project), for an estimated construction cost not to exceed $2,000,000; and further authorizing
the city manager to procure the project construction services utilizing the competitively bid
national joint powers alliance (NJPA) cooperative contract for construction services with the
Gordian Group.
