A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING SPECIAL EVENT FEES, tN THE TOTAL AMOUNT OF $13,480.00, FOR THE GROUNDUP MUSIC FESTIVAL TO BE HELD FEBRUARY 10-12, 2017, AT THE NORTH BEAGH BANDSHELL AND THE ADJACENT PARK. WHEREAS, The Rhythm Foundation, lnc., the applicant for the GroundUP Music Festival, is a Florida not-for-profit corporation that is celebrating its 29th Season in presenting quality community-based programs, concerts, events, and festivals that feature established and innovative artists from South Florida and around the world; and WHEREAS, from February 10-12, 2017, The Rhythm Foundation, lnc. will present the first annual GroundUP Music Festival, featuring such artists as Snarky Puppy, Esperanza Spalding, David Grosby, Emily Estefan, and many others; and WHEREAS, the GroundUP Music Festival is the grand finale of the 2017 Frost School of Music's Festival Miami and will be held at the North Beach Bandshell and the adjacent park; and WHEREAS, in excess of 700 hotel room nights are expected from attendees of the GroundUP Music Festival, with more than fifty percent of the audience coming from outside of the State of Florida, including sixteen percent coming from outside the country; WHEREAS, the City Administration recommends and the Mayor and City Commission approve the waiver of special event fees, in the total amount of $13,480.00, for the GroundUP Music Festival, which represents $9,875.00 in square footage fees, $2,055.00 in Police administrative fees, and $1,550.00 in Fire administrative fees; and WHEREAS, the application fee of $250, and the permit fee of $250, for the event may be, and have been, waived administratively pursuant to the City's Special Events Guidelines. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEAGH, FLORIDA, that the Mayor and City Commission hereby waive special event fees, in the total amount of $13,480.00, for the2017 GroundUP Music Festival. RECOMMENDATION The Administration recommends adopting the Resolution. ANALYSIS The City has a Desigr/Build contract agreement with Lanzo Construction Co. (Lanzo) for work associated with the neighborhood improvements to be completed within the Sunset Harbour Neighborhood including landscaping, lighting, water, sewer, drainage and paving, and the retrofit of the three pump stations. The Public Works Department has identified the need to improve the existing Pump Station System in the event of povrrcr failure during a storm event in the neighborhood. Any occurrence of power failure requires an immediate response from the lnfrastructure (Operations) Division to ensure that drainage system will protect the area from flooding. Also as part of the beautification of the streets, the residents have requested to include additional landscaping to enhance the cunent layout. COST AMLYSIS The landscaping work includes the installation of typical trees like Green Buttonwood, Silver Buttonwood, and Bulnesia, soil, tree protection, and ancillary work. The installation of the trees and associated landscaping work can be accomplished utiliZng existing contracts that the City PageTTO of 898 5 already has in place. Caterpillar generators are prefened as this brand of generator is in service at a majority of the City's facilities. The City has the ability to contract directly with Pantropic Power, lnc. for the supplying and installation of Caterpillar generators. This company is the sole authorized representative for Caterpillar in South Florida. The Public Works Department recommends proceeding directly with Pantropic with the required emergency generator power work. The Public Works Department has received proposals from Larwo to perform the proposed scope of work. However, the approach outlined above appears to be a better option to completing the work in a timely fashion. By taking this approach, it is believed that this should allow Lanzo to finish the uork they already have under contract while the generators and trees are waiting to be delivered. The installation can follow as soon as Lanzo vacates the urrcrk areas. This approach should also reduce the price and eliminate any cost markups associated with overhead and profit. CONCLUSION The most expeditious method to install the necessary landscaping to complete the neighborhood and provide emergency generation of power for the pump stations in Sunset Harbour is by contracting directly with a City landscaping contractor and the authorized Caterpillar dealer. The Administration recommends adopting the resolution following the recommendation of the Public Works Department.
