RECOMMENDATION
Accept the recommendation of the Finance and Citywide Projects Committee at its June 5, 2017 Special
Meeting approving the insourcing of North Shore Park Tennis Center using Option 1 as presented by
Administration, directing the Office of Budget and Performance lmprorement to make necessary allocations
for he remaining months of the FY 2016117 and to include Option 1 in the Current Service Lewl Budget for
FY 2017118, as well as amend and renegotiate the existing Tennis Management Agreement with Miami Beach
Tennis Management to exclude North Shore Park Tennis Center from the scope.
ANALYSIS
Background
On April 26, 2017, City Commission refened this item regarding insourcing of North Shore Tennis to the
Neighborhoods and Community Affairs Committee ('NCAC), in light of several emails that Administration and
Commission received regarding the teaching professionals at North Shore Tennis Center ('lhe Center").
Atthe May 19,2A17 NCAC meeting, the Committee moved to referthis item to the Finance and Citywide Projects

Commiftee ('FCWPC"), and directed staff to identify potential operating models, outlining their financial implications
for consideration as part of the bdgeting process.
ln the essence of tirne, with the start of sumrner programming less than two weeks away, a special
FCWPC n€eting was noticed for June 5,2017. Following direction from NCAC, Staff identified the
outsourcing of programming and instruction and the insourcing of the Center's operations as a
potential operating rnodel.
Modelto lnsource North Shore Park Tennis Genter
Following direction from NCAC, Staff identified the outsourcing of programming and instruction and
the insourcing of the Center's operations as a potential operating npdel.
ln this model, the Center's hours of operation would be 7:30 a.m. to 9:30 p.m., 7 days a week. The City would be
responsible for the ftont desk, reservation and softryare system, money collection, maintenance of courts and overall
facilityand othertasks orduties as needed.
Additionally, all membership and court fees would stay with City. Programmirg instnrction would be contracted out
through either Professional Service Agreements or lndependent ContractorAgreements.
Using this model, the financial implications of three options, based on three sample staffing schedules are shown in
E*ribits A, B and C ard estimated revenue numbers based on Miami Beach Tennis Management's reported
revenue.

lf the ultimate direction of the City Commission is to proceed with this model, it is important to note that additional
City staff would need to be hired before implementation. Option 1 would have an impact of two full-time employees
and five part{ime employees. Option 2 would have an impact of one full-time employee and six part-timers. Option 3
would have an impact of three full-time employees.
It is also important to note tlet while Option 3 minors Miami Beach Tennis Management's cunent staffng schedule,
this option is rpt feasible for the City becarce this scheduling is in violation of our collective bargaining agreement.
lf direction is given, the appropriate funding and positions would need to be allocated to the Parks and Recreation
budget immediately, and integrated as part of the Department's current seMce levelfor FY 17118 and fr-rture.
June 5.2017 FGWPC SpecialMeeting
At the June 5, 2017 FCWPC Special Meeting, Administration presented the insourcirg model with 3 stafiirg
options. Commissioner John Elizabeth Aleman motioned to recommerd Option 1 and Commission RickyAniola
seconded the motion. A second motion was made by Commissioner John Elizabeth Aleman to amend and
renegotiate the existirg Tennis Management Agreement with Miami Beach Tennis Management to exclude North
Shore Park Tennis Center from their scope and was secorded by Commissioner Joy Malakoff.
FINANCIAL INFORMATION
This Resolution is directing the Office of Budget and Perforrnance lmproverrent to nnke necessary
allocations for the rernaining rnonths of FY 2016117 and to include Option I (Estirnated Revenue:
$440,813 and Estimated Erpenses: $il5,560) in the Current Service Level budget for FY 2017118.
