RECOMMENDATION
The Administration recomrnends that the Mayor and City Conrnission approve the City Manager's recomnendation pertaining to
the bid received, pursuant to ITB 2017-106-ZD, Safe Routes to School Construction at Biscayne Elenrentary School, Nautilus
Middle School, North Beach Elerrrentary School, and Feinberg-Fisher K-8 Center. Approval is contingent upon concurrence by
FDOT, the funding agency, and the budget for the project.
ANALYSIS
The purpose of the Federal Safe Routes to School (SRTS) Program is to address cunent decline in walking and bicycling to
school annngst students. The decline has shown an adverse effect on traffic congestion and air quality around schools, as well
as pedestrian and bicycle safety. Safety issues are a big concern for parents, who consistently cite traffic danger as a reason why
their children are unable to bicycle or walk to school. The SRTS Program empowers conmunities to rmke walking and bicycling
to school a safe and routine activity once again. The program targets children in grades K-12 and was developed to nreet the
following objectives:
1. To enable and encourage children, including those with disabilities, to walk and bicycle to school.
2. To make bicycling and walking to school a safer and rnore appealing transportation alternative, thereby encouraging a
healthy and active lifestyle from an early age, and
3. To facilitate the planning, developnent, and implementation of projects and activities that will improve safety and reduce
traffic congestion, fuel consumption, and air pollution in the vicinity of schools.
Florida's SRTS program is managed through the Florida Departnent of Transportation (FDOT). The FDOT awards projects for
SRTS funding following a district-wide competitive application process.
ln 2012 and 2013, the City of Miani Beach prepared reports for Biscayne Elenrentary (800 77th Street, Miani Beach, FL 33141),
North Beach Elenentary (4100 Prairie Avenue, Mian$ Beach, FL 33140), Nautilus Middle School (4301 N Michigan Ave, Mian{
Beach, FL33140), and Feinberg-Fisher K-8 Center(1420 WashingtonAve, MiamiBeach, Florida 33139). The reports included
various pedestrian and bicycle deficiencies that needed to be addressed as part of the design of this project. The project design
follows FDOT standards and all construction shall follow Local Agency Project (LAP) reporting standards and all applicable
FDOT construction standards.
The project consists in the installation and upgrade of pavernent narkings and signage in the vicinity of Biscayne Elenentary
Nautilus Middle School, North Beach Elernentary, and Feinberg Fisher K-8 Center. Non-Cornplaint or not visible pavenent
nnrkings and signage will be upgraded in accordance to the nnst updated standards and design plans. ln addition, new signs
and pavernent markings will be added as called for in the approved design plans. The project also includes the installation of
rapid rectangular flashing beacons and solar school zone flashers in the area surrounding Biscayne Elenrentary School and as
detailed in the design plans. The project also includes the reconstruction of various ADA ramps in accordance to the approved
design plans.
ITB PROCESS
ITB No. 2017-106-ZD, was issued on June 14,2017, with a bid openinq date of July 14, 2017. One (1) addendumwas issued.

The Procurenent Departnent issued bid notices to 224mnrpanlei utililng www.publicpurchase.com website and 482
companies via enail notification. Twenty eight (28) prospective bidders accessed the advertised solicitation. The notices
resulted in the receipt of one ('l ) response from: AUM Construction, lnc.
ln its due diligence, the Procurernent Departnent verified that the sole responsive bid submitted by AUM Construction, lnc. net
the requirements of the lTB, including:
1. Licensing Requirements: Bidders shall be state certified and licensed General Contractor in the State of Florida to be
considered for award.
AUM Construction is State certified as a General Contractor. State license number is: CGC1521373 and expires on
August 31,2018.
2. Previous Experience: Bidders shall subnit at least three (3) individual references exemplifying their experience in
projects similar in scope and volurne involving traffic control signal installation, pavenent rnarking and signalization, ADA
ramps, sidewalk construction, rapid rectangular flashing beacons, and school flashing beacons installation. References
must be projects completed or in progress within the last five (5) years.
AUM Construction submitted a total of four (4) projects sintlar in scope and volune of work detailed within the contract
docurnents and these ernphasized their experience with the services required for the Safe Routes to School Program for all
of the schools.
3. Bidder must have the capability to provide a perfornnnce and paynent bond for the project. The City reserves the right to
require perforrnance and payrnent bonds from the successful bidder. Bidders shall submit a Letter from an A-rated
Financial Class V Surety Company, indicating the company's bonding capacitlr, in the amount not less than one
hundred percent of the total base bid amount.
The bid response fromAUM Construction was accompanied by a bonding capacity letter from Contractors Bonding and
lnsurance Company (CBIC) dated July 13,2017. The capacity letter indicated that AUM Construction has been extended
a bonding facility, which will support projects up to $ 10 million. CB lC is rated A + by A.M. Best.
4. Financial Stability and Strength: The Bidder must be able to demonstrate a good record of perfornnnce and have
sufficient financial resources to ensure that they can satisfactorily provide the goods and/or services required herein.
AUM Construction's latest Supplier Qualifier Report from Dun & Bradstreet indicates that they have a Supplier Evaluation
Risk (SER) rating of 7.
AUM Construction has been deened the lowest responsive and responsible bidder rneeting all terns, conditions, and
specifications of the lTB. As a requirernent of this federally funded project, FDOT has to concur with the City's determination
that AUM Construction has nret all of the terns, conditions, and specifications of the lTB. Therefore, award of this project is
contingent upon FDOT's concurrence of award. Below is a brief sumnnry of the firm.
According to the information provided by the firm, AUM Construction has been in business since 2006, and currently serves both
Miami-Dade and Broward County. The firm's employees have extensive experience in traffic signals and signs. Currently, AUM
Construction is working alongside Miami-Dade County on several projects that entail similar scope and requirernents.
Additionally, it has worked along with the City of Miami Beach's Transportation and CIP Departnrents to provide labor and
equipnent for an energency repair of an electronic traffic control device at Alton Road/4th Street, traffic signals inprovenrents
pursuant to Miami-Dade County's Traffic Control Equipnent Standards and Specifications for Section 654, and audible
pedestrian countdown signals of Lincoln Road and West Avenue.
CONCLUSION
After considering the bid received and the evaluation of staff, pursuant to ITB 2017-106-ZD, I recomrnend that the Mayor and
City Conrnission of the City of Miani Beach, Florida, approve the award of a contract toAUM Construction, lnc., the sole
responsive, responsible bidder to the ITB; and further authorize the Mayor and City Clerk to execute a contract, which shall be
contingent upon FDOT's concurence of award.

The funding for the construction of the SRTS projects is subject to funds availability approved through the City's budgeting
process. This project will be partly grant funded through the Florida Departnent of Transportation's Local Agency Program
(LAP). The bid recomrnended for award is approxinntely $95,680 higher than the FDOT grant funds awarded. This anrount will
be funded from Fund Balance available in the Transportation Fund and appropriated as part of Agenda ltem R7B, Adopting the

ANALYSIS
Please place a referral to the Sustainability and Resiliency Committee to offer Miani Beach as a pilot City for the Massachusetts
lnstitute of Technology's ROBOAT project, which seeks to design and deploy a fleet of autononpus boats for the transportation
of goods and people, the creation of temporary infrastructures, and environnental testing.
A new collaboration between researchers from M lT and partner institutions in the Netherlands seeks to design and deploy a fleet
of autonornous boats on the canals of Amsterdam. Called ROBOAT, the project will investigate how urban waterways can be
used to improve the city's function and quality of life. "This project irnagines a fleet of autonomous boats for the transportation of
goods and people that can also cooperate to produce temporary floating infrastructure, such as on-denund bridges or stages
that can be assembled or disassenbled in a rnatter of hours," says Carlo Ratti, professor of the practice of urban technologies in
the MIT Departnent of Urban Studies and Planning (DUSP). ln addition to infrastructure and transport, ROBOAT will also
deploy environnental sensing to nnnitor water quality and offer data for assessing and predicting issues related to public health,
pollution, and the environment.
As an island City, Miami Beach is an ideal place for the developing ROBOAT, in an effort to solve current issues with
transportation, rnobility and water quality.

MIT has signed an agreement to engage in research collaborations with the Amsterdam HOBOAT
lnstitute 1or Advanced Metropolitan Solutions (AMSi in ihe Netherlands. The collaboration's
ftagship proiect, led by researchers from rnultiple departments at MlT, will be to deveiop a

Based in Amsterdam, the AMS lnstilute brings together a consortium of public and private
partners to tackle complex urban challenges such as water, energy, waste, food, data, and
mobility. MIT joins with lwo research institutions in the Netherlands - the Dellt University of
Technology and Wageningen University and Research Center - as the core academic
partners who will use the city as a living laboratory and lest bed.
An interdisciplinary team from MIT has assembled to lead the collaboration's first project:
ROBOAT, an effort to develop a fleet of autonomous boats, or 'roboats," to tnvestigate how
urban waterways can be used to improve the city's funclion and quality of life.
The HOBOAT proiect wi{l develop a logistics platform lor people and goods, superimposing a

that can be assembled or disassembled in a matter of hours," says Carlo Ratti, professor ol

ln addition lo infrastructure and transport, ROBOAT will also deploy environmental sensing to
monitor water quality and offet data for assessing and predicting issues related to public
health, pollution, and the environment. 'Water is the bearer of life. Byfocusing on the water
system of ihe city, BOBOAT can create opportunities lor new environmental sensing methods
and climate adaptation. This will help secure the city's quality of liie and lasting functionality,"
says Arjan van Timmeren, professor and scientific director at AMS, who also envisions a
multitude of possibilities for a network ol roboats, from real-time sensing similar to the MIT
Underworlds project to retrieving the 12,000 bicycles or cleaning up lhe floating waste that
ends up in the Dutch city's canals each year.
Joining Ratti lrom MIT as coprincipal investigalors are Daniela Rus, professor of electrical
engineering and computer science and director of the MIT Computer Science and Artilicial
Intelligence Laboratory (CSAIL); Andrew Whittle, the Edmund K. Turner Professor in Civil
Engineering in the Department of Civil and Environmental Engineering; and Dennis
Frenchman, the Class ol 1922 Protessor oi Urban Design and Planning and director of the
DesignX program in the MIT School of Architeclure and planning.
Ai AMS, Van Timmeren and Stephan van Ddk, research program manager, will coordinate the
involvement of another 12 groups of researchers from TU Delfl and wageningen uR. Along
with lhe City of Amslerdam, Waternet, the public water utility ot Amsterdam and surrounding
areas, will participate in the research.
The first prototypes of autonomous boats, or "roboats," are expecled to be tested in
Amsterdarn in 2017. The project's initial phase will last for five years.
With nearly one-guarter of the city covered by water, Amsterdam is an ideal place for
developing RoBoAT, according to the researchers. The canal sysrem was once the key
lunctional urban inlrastructure of the city and today still plays a major role in recreation and
lourism. Amsterdam's waters, including bridges, canals, and the IJ river and its docks, ofier
plenty of opportunity to help solve current issues with transportalion, mobility, and water
quality.
With B0 percent of global economic outpul generated around coasts, riverbanks, and deltas
and 60 percent ol the world population living in these areas, researchers anticipate that
outcomes from the HOBOAT projects could become a reierence {or other urban areas
around the world and a source of International entrepreneurial initiatives and start-ups in
r,vhich autonorny enters the marine world.

ANALYSIS
Atthe March 22,2017, City Commission neeting, the Commission referred an itemto the Neighborhoods/CommunityAffairs
Committee (NCAC), to hold a discussion regarding a temporary art installation, "Art in Motion" by lighting designer Jim Morrison.
At the April 21,2A17 NCAC neeting, a motion was rnade by Commissioner Alernan to put a resolution together pending FDOT's
approval and pending a discussion with Art Basel.
The Art in Motion temporary project proposal is subject to approval from FDOT, which includes, but is not limited to FDOT
approval of proposed irnagery, site location and traffic safety concerns. Since the original request for a resolution in support of
this project, APP staff imnediately contacted Mr. Morrison and FDOT. A pre-application meeting for a General Use permit is
scheduled with FDOT on August 2,2017 to review the proposed Art in Motion project.
As per the attached proposal submitted by Jim Morrison to the Neighborhoods/Community Affairs Committee, "Art in Motion" is a
community oriented project whose sole purpose is to prornrte the artwork of Miami Beach Senior High School students. The
installation is proposed to be in place during Art Basel 2017, and through the holidays.
The Art in Motion installation is a high-definition screen placed on the nedian of the MacMhur Causeway. The dimensions of
the full color display screen is 10' in width and 7' in height; and the total dinrensions of the installation, including the "Welcome to
Miami Beach" lettering, is 14'in width and 12'8" in height. As stated in the proposal, Jim Morrison Productions has secured 100
still innges from Miami Beach Senior High students to be displayed during the nrcnth long installation. The still innges will
include full color and black and white.
Jim Morrison Productions and Art in Motion Group would assurre all financial costs associated with the project. This would
include, but is not limited to, costs associated with transportation of the display sign, signed and sealed engineering drawings
and architectural requirenents, electrical requirenents, securing the display sign with proper footings, hiring a general contractor,
necessary lane closures during installation/de-installation, special event permit, building and right of way permit, cost of digitilng
irnages, and curatorial selection process costs, as applicable.
To date, staff has not received a corplete proJect budget that includes identified funding sources, a fully developed project
budget and the images of proposed student artwork.
Although the MacMhur Causeway is not located in the official "Art Basel Zane", it does serve as the gateway to the City of
Miami Beach. NCAC recommended that should the proposal nrcve fonvard, it is done so with the approval and collaboration of
Art Basel to ensure the work is in line with the artistic nerit of other public art installations produced during that tine, including
the large scale temporary sculpture e:<fribit, Public in Collins Park and the Art Basel Film and Sound Program in Soundscape.
Staff is pending a discussion with Art Basel and will schedule once a complete proposal and inrages are submitted by Jim
Morrison.
Should FDOT approve the proposal, per Sec. 82-562 (6)of the Art in Public Places Ordinance, the temporary project will be
reviewed and a recomnendation will be made by the Art in Public Places Committee. ln closing, the City of Miami Beach must
submit the General Use Permit to FDOT, as FDOT does not accept permits from individuals

The Administration recomnpnds approving the resolution encouraging FDOT approval.

"Art ln Motion"
"Art in Motion" is a community oriented project whose sole purpose is to promote local
student artists of varying disciplines. The installation is planned to be in place during the 2017
Holiday Season, allowing for international exposure of the area's emerging talent.
The key feature of the installation, will be in the form of a high definition display placed on the
MacArthur Causeway. The unit includes a full color display, roughly 10' x 7' and "Welcome to
Miami Beach" lettering. Discussions with FDOT indicate the temporary installation would be
considered, provided allvisual content is previewed as part of their approval process. With
that in mind, Art ln Motion, with regional School Board support, has secured 100 still images
from Miami Beach Senior High students to be displayed during the month long installation.
ln cooperation with the City of Miami Beach, The Art ln Motion Group willwork with Miami
Beach Senior High, as a primary source of content for the project. Visual artwork will include
full color and black & white still images. Unless otherwise instructed by City officials, one
hundred percent of the curated content will be created by student artists. Should the City
decide that the display should also include sanctioned content, Art ln Motion shall to the best
of its ability, encourage such content be created by Beach High students; thus introducing
students to potential market forces while maintaining their unique creative abilities.
The Art ln Motion Group, in cooperation with the City of Miami Beach, will assume allfinancial
costs associated with the project.
We look forward to discussing further this exciting project, it's unique qualities, flexibility, and
potential.

COURTS DURING THE INTERNATIONAL TENNIS FEDERATION
TOURNAMENTS SCHEDULED FOR OCTOBER.NOVEMBER 2017
ANALYSIS
On September 2, 2015, Commissioner Steinberg sponsored a discussion regarding a
potential tennis event in North Beach. The intention was to create a calendar of premium
tennis events in Miami Beach which would help to establish the City as a tennis and sporting
capital in South Florida.
On March 9, 2016, the Commission passed a motion endorsing the concept of an
agreement with Creative Artists Management (CAA), partnered with Florida Tennis
Promotions (FTP), and the lnternational Tennis Federation (lTF) whereby the City would
commit $100,000 toward production of the event.
On September 14, 2016, the Commission adopted a Resolution approving an agreement
between the City and Florida Tennis Promotions to secure, host, and produce a series of
lnternational Tennis Federation events in 2017, 2018, and 2019, with the agreement
commencing upon execution, and authorizing annual funding in the amount of $100,000
subject to budget appropriation.
The initially discussed scope of the lnternational Tennis Foundation (lTF) activations in
Miami Beach was limited to the North Shore Tennis Courts (NSPYC)to be supplemented by
public City courts in North Beach as well as neighboring municipalities. lnitial conversations
with the NSPYC Contractor indicated that the City would negotiate some manner of
compensation for lost revenue.
The City contract with our Contractor responsible for managing both North Shore Park and
Youth Center Tennis Courts and Flamingo Park tennis courts provides that the City may, if
deemed that it would be in the best interest of the City, reserve the right to utilize the Center
for City produced tennis related special events and/or other City-produced special event
productions. ln such cases, the City will coordinate with the Contractor, and would need to
consider the impact of lost revenue on the Contractor.
The loss of revenue associated with use of all NSPYC courts for the duration of two weeks
is $30,283.71.
As part of the Agreement between the City of Miami Beach and Florida Tennis Promotions,
the City shall provide to FTP with free or discounted venue for the Event. As part of the
ongoing discussions with FTP, the City has agreed that the associated costs with the use of

NSPYC courts will be waived for the duration of the tournament.
The event producer has confirmed that in addition to the courts being used at NSPYC, the
use of the courts at the Flamingo Courts will also be required.
The loss of revenue associated with use of the Flamingo Courts is as follows:
13 courts for 12 hours and 4 remaining courts strictly for instruction; over the course of two
weeks: $18,081
13 courts for 12 hours and 4 remaining courts with no instruction; over the course of two
weeks: $33,763
Staff has also raised the option of relocating some of the contractor's programming and
private lessons to allow the contractor to utilize some of the City of Miami Beach
neighborhood courts.
After further discussion with the event producer, the organization is willing to pay $4,250.00
toward the court costs associated with the use of 13 courts at Flamingo Courts for the 11
days of the tournament.
CONCLUSION
Administration seeks direction on the scope of potential use of Flamingo Courts for ITF
tournaments; potential displacement of regular community use of the Flamingo Courts; and
potential revenue rental loss for Flamingo Court Management.
