Resolution 2025-33941 RESOLUTION NO. 2025-33941 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NOS. 2025-33678 AND 2025-33848 TO EXTEND THE PARKING HOLIDAY PROGRAM THROUGH OCTOBER 31, 2025; AND WAIVING, BY 5/7TH VOTE, THE REQUIREMENT IN SECTION 2-14 OF THE CITY CODE TO REFER ANY AGENDA ITEMS IN EXCESS OF $75,000 TO THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE. WHEREAS, on May 21, 2025 the Mayor and City Commission adopted Resolution No. 2025-33678, directing the City to implement a "Parking Holiday" during the slower months of the year, traditionally July and August, by providing immediate promotional codes through existing mobile applications, and designed to stimulate local economic activity while complying with bond covenants; and WHEREAS, on July 23, 2025, the Mayor and City Commission adopted Resolution No. 2025-33848 directing the administration to extend the "Parking Holiday" through September 30, 2025; and WHEREAS, the Mayor and City Commission wish to extend the Parking Holiday into October to further support commerce during a traditionally slower period; and WHEREAS, the City Commission finds that extending the promotional-code program through October 31, 2025 will continue to incentivize visits to Miami Beach businesses without impairing the City's fiscal obligations; and WHEREAS, last year, July and August months generated approximately 700,000 paid parking sessions and $2.8 million in revenue, and with the "Parking Holiday" initiative, the City Administration determined the anticipated revenue impact based on a participation rate ranging from 10% to 50%, and based on a 50% discount from the Parking Holiday—to be ranging from $140,000 to $1.4 million; and WHEREAS, it is estimated that the additional revenue impact from extending the Parking Holiday initiative through October 2025 is approximately $105,000, which brings the total estimated revenue loss to $405,000, which remains within the original projected range; and WHEREAS, as follows, the Mayor and City Commission wish to amend Resolution No. 2025-33678 to extend the Parking Holiday through September 2025, and waive, by 5/7th vote, the requirement in section 2-14 of the City Code to refer any agenda items in excess of $75,000 to the Finance and Economic Resiliency Committee. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby amend Resolution Nos. 2025-33678 and 2025-33848 to extend the Parking Holiday Program through October 31, 2025; and waive, by 5/7th vote, the requirement in Section 2-14 of the City Code to refer any agenda items in excess of $75,000 to the Finance and Economic Resiliency Committee.
