Chapter 2, Article Vll, Division 3 of the City Code of Miami Beach entitled "Lobbyists" requires the
registration of all lobbyists with the City CIerk prior to engaging in any lobbying activity with the City
Gommission, any City Board or Committee, or any pensonnel as defined in the subject Code
sections. Copies of the City Code sections on lobbyists laws are available in the City Clerk's office.
Questions regarding the provisions of the Ordinance should be directed to the Office of the City
Attorney.

RESOLUTION NO.
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, REAFFIRMING RESOLUTION NO. 2016.29608,
WHICH ADOPTED THE NORTH BEACH MASTER PLAN AS DRAFTED BY
DOVER, KOHL & PARTNERS AND COMMITTING TO THE
IMPLEMENTATION OF THE ENTIRETY OF THE PLAN.
WHEREAS, the North Beach area, excluding those portions on Allison and La Gorce
lslands, is defined as that portion of the City of Miami Beach north of 63rd Street and is in
need of redevelopment and revitalization; and
WHEREAS, the City desires to enhance North Beach to enhance its appeal to
residents, property owners, business owners, and visitors to the City of Miami Beach; and
WHEREAS, the City has actively engaged the North Beach community, including
residents, property owners, and business owners, in a process of public input to determine
the needs and desires of the North Beach area; and
WHEREAS, the Mayor's North Beach Master Plan Steering Committee, consisting of
a diverse group of residents appointed by the Mayor to advise the City's planning consultant,
Dover, Kohl and Partners, played an active role in determining the final vision for the Plan
NoBe - North Beach Master Plan (the Plan); and
WHEREAS, the public has indicated a desire to create a town center, preserve
certain historic resources, improve traffic congestion and flow, activate public spaces, and
move fonruard with responsible development of the City-owned West Lots; and
WHEREAS, the Mayor's North Beach Master Plan Steering Committee recommended
the City adopt the Plan NoBe - North Beach Master Plan as presented; and
WHEREAS, the Plan NoBe - North Beach Master Plan presents a vision for the
community that should be a consideration when planning and implementing projects,
programs and new and modified regulations to be lmplemented by the City in North Beach.
WHEREAS, after many meetings and public outreach a consensus was reached and the
Mayor and City Commission accepted the North Beach Master Plan, which proposed two
historic local districts and a conservation district; and
WHEREAS, five (5) big consensus ideas to revitalize the North Beach community
emerged as part of the public process: (1) to make a town center; (2) to provide more mobility
options; (3) to protect and enhance neighborhoods; (4) to better utilize public lands; and (5) to
build to last; and
WHEREAS, on October 19, 2016, the Mayor and City Commission adopted Resolution
No. 2016-29608, adopting the North Beach Master Plan; and

WHEREAS, as part of the Town Center concept, the City has already adopted one
portion of the Plan by increasing height to 125 feet within the Town Center district; and
WHEREAS, the North Beach Master Plan recommends changing the restrictions to
enable larger buildings in the Town Center; and
WHEREAS, the PIan recommends considering increasing FAR for TC-1 , TC-2 and TC-
3, to combine the three districts into one "Town Center" (TC) district with a proposed uniform
Floor Area Ration (FAR) of 3.5 that will be being voted upon during the November 7, 2017
Special Election; and
WHEREAS, at the July 13, 2016 City Commission meeting, the Mayor and City
Commission discussed the possibility of creating local historic districts within the boundaries of
the North Shore and Normandy lsles National Register Districts and directed the Administration
to begin the local designation process for the boundaries recommended in the Plan; and
WHEREAS, on October 11,2016, the Historic Preservation Board reviewed a
Preliminary Evaluation and Recommendation Report relative to the possible designation of the
North Shore Historic District and directed staff to prepare a Formal Designation Report for the
North Shore and Normandy lsles Local Historic Districts, with boundaries as recommended in
the Plan; and
WHEREAS, pursuant to Section 118-591 of the City Code, the City Commission was
advised of the action of the Historic Preservation Board via LTC and, as part of a progress
report on the demolition moratorium, the Historic Preservation recommendation on the Plan was
presented at the October 19, 2016 City Commission meeting; and
WHEREAS, on December 5, 2016, the Mayor and City Commission modified the
boundaries for the proposed North Shore Historic District by removing the portion of the district
along Tatum Watenruay Drive and Crespi Boulevard, no action was taken with regard to the
Normandy lsles Historic District Boundaries; and
WHEREAS, when deciding to create the two new local historic districts (North Shore and
Normandy lsle), the City Commission decided to exclude the properties fronting Tatum
Watenruay from the North Shore Local Historic District due to sea level rise, flooding and
elevation of the properties in the area, which is approximately 4 -7 feet below Base Flood
Elevation (BFE); and
WHEREAS, this excluded area consists of properties fronting on Tatum Watenvay and
located on the west side of Tatum Watenruay Drive and Byron Avenue, from 77th Street to 87th
Street, properties located on the east side of Hawthorne Avenue, from 77th Street to Crespi
Boulevard; properties located on the east side of Crespi Boulevard, from Hawthorne Avenue to
85th Street; and properties located on the north side of 85th Street, between Crespi Boulevard
and Byron Avenue; and
WHEREAS, consistent with the Plan, the Mayor and City Commission now feels that it
would be in the City's best interest and desires to include the Tatum Watenrvay area into the
North Shore Local Historic District, and continue to create development regulations for the
districts that reflect the character of these neighborhoods, while taking into consideration
resiliency and sea level rise.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEAGH that the Mayor and Commission reaffirm
Resolution No. 2016-29608, which Resolution adopted the North Beach Master Plan as drafted
by Dover, Kohl & Partners and commits to the implementation of the entirety of the Plan.
PASSED and ADOPTED this day of 2017.
