A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, HONORING THE LIFE AND LEGACY OF CHARLIE KIRK,
DEFENDER OF FREE SPEECH, CHAMPION OF CIVIL DISCOURSE, AND
INSPIRATION FOR YOUTH CIVIC ENGAGEMENT, AND DECLARING POLITICAL
VIOLENCE WHOLLY INCOMPATIBLE WITH THE CITY'S VALUES AND AFFIRMING
THE CITY'S COMMITMENT TO PROTECTING THE CONSTITUTIONAL RIGHTS AND
INDIVIDUAL LIBERTIES OF ALL AMERICANS.
WHEREAS, Charlie Kirk founded Turning Point USA (TPUSA) in 2012 at the age of 18 after
recognizing a lack of conservative representation on college campuses, with the vision of creating a
grassroots movement to engage students in the "marketplace of ideas" and promote the values of
freedom, free markets, limited government, and individual liberty, inspiring a generation of young
Americans to participate in civic life and embrace diverse viewpoints; and
WHEREAS, despite facing harassment, intimidation, and attempts to silence his voice—including
bomb threats, death threats, pulled fire alarms, and physical and verbal disruptions—Charlie Kirk
remained steadfast in his commitment to honest dialogue and civil debate, even establishing a rule that
those who disagree speak first; and
WHEREAS, individual rights—including the right to speak one's political convictions without fear
of retaliation—are the foundation of a free society, and as Ayn Rand wisely noted, "Those who deny
individual rights, cannot claim to be defenders of minorities"; and
WHEREAS, political violence, which has occurred on all sides of the ideological spectrum in
recent years, is antithetical to our nation's founding principles and has no place in a free society; and
WHEREAS, all public employees in the State of Florida are sworn by oath to uphold and defend
the Constitution of the United States—including its First Amendment protections of free speech—and the
City of Miami Beach Human Rights Ordinance further protects political affiliation, affirming that no
individual should be discriminated against, silenced, or"cancelled" because of their political beliefs.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that Mayor and City Commission hereby honor the life and
legacy of Charlie Kirk, defender of free speech, champion of civil discourse and inspiration for youth civic
engagement, declare political violence wholly incompatible with the City's values and affirm the City's
commitment to protecting the constitutional rights and individual liberties of all Americans.
