In Section 12-7 of the City Code sponsorship requests are generally to be reviewed well in
advance of the date of each event, either as part of the City Commission's annual budget
process, or through applications to the VCA or CAC. Any sponsorship request that falls
outside of the standard review process is subject to Finance and Economic Resiliency
Committee("FERC")advisory review. as well as a heightened 5/7ths approval requirement by
the City Commission
The Special Event Sponsorship Process addresses these elements and provides a platform
for event organizers to apply for city sponsorship in advance and allows the Administration
time to do proper due diligence and budget planning for the fiscal year, while also allowing for
opportunities to curate a fiscal year of engaging, unique, entertaining, educational, and fun
community events to benefit Miami Beach residents, businesses, visitors and culture
ANALYSIS
Since its inception, the Administration has witnessed an increased interest in the Program,
both from producers of large-scale events and community event organizers To date, the
Tourism and Culture Department(TCD) has managed four cycles of the Program At the July 26,
2023, City Commission meeting the Mayor and City Commissioners voted to approve the
revisions to the Special Event Guidelines v'a Resolution No. 2023-32701 The approved revisions
included the bifurcation of the Special Event Sponsorship Program, to allow the Program to be
independent from the guidelines
At the September 12, 2023 City Commission meeting, the Mayor and City Commission
voted via Resolution No. 2023-32745 to amend and restate the City's Special Event
Sponsorship Program requirements by (1) creating two distinct event sponsorship
categories, including minimum requirements and evaluation criteria, for "Major Special
Events" and "Community Engagement events," and an evaluation process to review

and score sponsorship requests based upon weighted criteria, and (2) establishing
maximum sponsorship funding amounts per event
The Program reviews non-profit status, length of event. history of event, hotel room block. number
of attendees. resident/community benefit, marketing, and public relations exposure, and more.
Applicants are required to have a mandatory dollar for dollar (S1 to S1) match and demonstrate
this match through cash, other matching sponsorships, and/or in-kind contributions.
Accordingly, in its fourth year, the program applications opened on January 1, 2025, and
closed February 28, 2025. The program is hosted at:
MBEventSponsorship.gosmart.org. For each cycle, applicants who meet the requirements
are scored by a review panel and subsequently approved by the Mayor and City Commission.
For the category of Major Special Event, thirteen (13) event organizers opened the
application, nine (9) event organizers completed the application. For the category of
Community Engagement Event, ten (10) event organizers opened the application, and six (6)
event organizers completed the application and qualified for review. During the months of
February and March the fifteen (15) applicants who met all requirements, including
deadlines, were reviewed, and scored by a panel consisting of City staff, and members
of the Greater Miami Convention and Visitors Bureau and the Miami Beach Visitor and
Convention Authority. Incomplete applications were disqualified, and applicants were
invited to apply during the next session, which launches on January 1. 2026. and will
close on February 28. 2026.
Application review included an extensive review process that reviewed non-profit status,
length of event, history of event, hotel room block (when applicable), whether attendees
are regional, national and/or international, resident/community benefit, marketing, and
public relations exposure, utilization of local venues, tax documentation, and more.
Applicants were required to have a mandatory dollar for dollar ($1 to $1) match and
demonstrate this match through cash, other matching sponsorships, and/or in-kind
contributions.
According to the Special Events Sponsorship Program, an application must score at
least 65% on the Sponsorship Score Card for the administration to recommend that the

Who are"We"?
I am Paul Lehr,3'd generation Miami Beach resident and native, musician since the age of
six, former CEO of the National Foundation for Advancement in the Arts/YoungArts,and co-
founder and CEO of the 501 c3 GroundUP Music Foundation which has produced the
annual GroundUP Music Festival at the Miami Beach Bandshell since 2017. My co-founder
and Artistic Director is Michael League, who is the bandleader of the 5 Time Grammy Award
Winning music collective Snarky Puppy, acclaimed by Rolling Stone Magazine as"one of
the most versatile bands on the planet,"and has been featured on the covers of Jazz
Times and The New York Times Sunday Arts Section and has a chapter dedicated to him by
the Random House release"the New Face of Jazz."
GroundUP brings Artists from all over the world, and a worldwide(and local)audience,to
Miami Beach/North Beach:
With diversity at its heart,GroundUP began presenting its annual GroundUP Music Festival
in Miami Beach in February,2017. Since 2017,approximately 70%of the 20,000+festival
attendees have travelled to Miami Beach/North Beach for GroundUP from outside the state
of Florida, from all other 49 US States and 55+countries. The Rhythm Foundation founders
have repeatedly credited GroundUP with being the most important cultural tourism event
in North Beach and at the Bandshell, and the impact of this cultural tourism has played a
major role in the re-vitalization of the Miami Beach Bandshell,a cultural focal point of the
neighborhood.
GroundUP has also supported thousands of music students and pre-professionals from all
across South Florida including from partner schools/programs: Miami Beach High and
other Miami-Dade County public schools,Young Musicians Unite,Live Modern School of
Music,Guitars Over Guns, Miami Music Project, New World School of the Arts,University of
Miami Frost School of Music,etc.
GroundUP's inclusion of world artists from more than 40 countries to date, and the diverse
audience from all over the world mixed with the residents of Miami Beach and other South
Floridians, fosters a dialogue encouraging mutual respect for the diverse values and
musical traditions of all people and broadens our understanding of ourselves in the context
of our larger society.

Reputation for Excellence.Major Media Coverage:
GroundUP Music Festival Miami Beach has developed the reputation as one of the best
and most unique music festivals in the country, and its reputation for excellence has
garnered significant media attention attesting to its significant worldwide, national, and
local draw. Indeed,as part of its decade-in-review on the most important and impactful
events in the Arts, The New York Times named GroundUP as one of the"Top 10 Definitive
Moments of the Decade"in music.GroundUP was the only South Florida event to receive
recognition on any of The New York Times"best-of decade-in-review lists." Additionally,
NPR's nationally syndicated show Jazz Night in America with Christian McBride(WGBO/
Lincoln Center)aired a special segment dedicated to GroundUP,SiriusXM's stations
regularly feature GroundUP's annual festival music sets, and each year,NPR's Global
Village show, which is syndicated on more than 480 NPR stations around the country, airs
sets throughout the year from prior Miami Beach GroundUP Music Festivals, with
attribution to both GroundUP and Miami Beach in every segment.
GroundUP also regularly receives significant local media attention, and has been
repeatedly named by the Miami New Times as"one of the 10 best music events,"and
prominently featured each year in The Miami Herald. In the most recent Muck Rack
Report from 2024,GroundUP Miami Beach generated in excess of 500 Million media
impressions, all focused on GroundUP and its'spectacular Miami Beach location and
further establishing Miami Beach as a center of cultural excellence and diversity.
Just Some of Our Artists(spanning multiple music ge_nres.from Jazz to Rock to Hip-Hop,to
Rap,to Blues,to Classical,to Fusion,to World,and so much more):
Rather than artist selection being driven by social media numbers or statistics on number
of tickets sold or name recognition/draw or fitting within a particular genre, artists are
curated by Artistic Director Michael League based only on their musical diversity and
universal excellence in their craft. As described by The Miami Herald cover article,
GroundUP regularly features"a wildly eclectic range of stellar and hard to define
artists."In addition to the annual hosting and attendance of 5 time Grammy Award
Winning Artist Snarky Puppy, previous artists include:guitar legends John Scofield and Bill
Frisell and Eric Gales, Rock legends Living Colour(2x Grammy Winners and frequent tour
openers for the Rolling Stones),Jeff Tweedy(Wilco), Nai Palm(Hiatus Kaiyote),Madison
Cunningham,Jacob Collier, Louis Cato(Musical Director of Late Show with Stephen

Said the late two-time Rock&Roll Hall of Fame legend and GroundUP artist David Crosby,
"you'll meet and interact with artists and fans from all over the world. I don't think you'll get
a better shot at hearing real music than at this festival. It will knock your socks off."
Unique International Appeal.Setting&Guiding Principles:
The Festival was founded on the principle of curating an enriching experience for the
artists, residents, students, and audience, GroundUP shatters the barriers between artists
and audience/students. In a typical festival, artists remain in their trailer until showtime
and then depart after their show, practically inaccessible to the students and attendees. At
GroundUP,artists remain for the entire festival and hang-out with the audience to
experience the other performing artists and to participate in intimate masterclasses and
other uniquely persona(interactions with the audience. Moreover, many artists arrive
before the festival and offer mentorship experiences at partner venues for underserved
students/aspiring musicians and others with traditionally limited exposure to the arts.
GroundUP provides hundreds of free and heavily discounted tickets to Miami Beach
seniors and students as well to students and others throughout Miami-Dade County.
GroundUP's Major Economic&Cultural Annual Impact since 2017):
According to the latest GMVCB Report from GroundUP Music Festival Miami Beach 2024,
GroundUP's annual economic and cultural impact on Miami Beach/North Beach includes:
• $4 Million-local economic impact
• 4,200-hotel room nights
• 1,070-Supported Local Jobs
• 500 Million - Media Impressions including major national coverage bringing attention to
the North Beach neighborhood and Miami Beach as a center of cultural and artistic
excellence
• Tourists from all 50 US States and from 55 countries from around the world
• Renowned Programming by artists available at steeply discounted prices for the local
residents for which people travel from all over the world, literally,to experience.
With Appreciation:
As CEO and co-founder of GroundUP Music Foundation and GroundUP Music Festival
Miami Beach, and as a native and resident of Miami Beach, Miami Beach is in my view the
ideal location for these programs and attracting a local, national, and international
audience, and it is my hope and intention to keep GroundUP Festival in Miami Beach as a
major annual cultural event and draw for the City that is so rich with and ripe for cultural
excellence. i appreciate all you do for our City and our arts and culture, and I give you my
sincere thanks for all of your past and continued support.

HOW The Juneteenth Experience 2026
Letter of Intent
To the City of Miami Beach Commission•
This letter is to express our intent to create a new, annual tradition within the City of
Miami Beach-The Juneteenth Experience 2026. First launched rr 2021 The
Juneteenth Experence is a multidisciplinary celebration of our country s second
independence day.Juneteenth.and has been steadily growing into one of the most
anticipated Juneteenth events in Miami-Dade County and it has been an noror to have
it produced with the beautiful city of Miami Beach.
Juneteenth-also known as Freedom Day-celebrates the emancipation of those who
were enslaves in the United States.Budding on three sold-out Juneteenth Experience
performances from 2021 to 2024,Hued Songs is crystallizing a strong Juneteerth
tradition across Miami-Dade with a multidisciplinary Juneteenth performance/
celebration 2025 will mark the fifth annual Juneteenth Experience, produced in
partnership with Miami New Drama&the City of Miami Beach at the Colony Theatre.
While certainly the performance honors an important day in our history, it champions
tenets of equity across a multitude of issue areas Access to the arts is an equity issue.
Despite 1/4 of South Florida's population identifying as Black, only a handful of
Black-led and centered arts organizations means they're insuflcrendy represented
Hued Songs centers local Black and Brown artists and otters Miami's highly-diverse
Black Communities spaces to feel culturally affirmed, celebrate their community and gain
more representation in the arts-while ensunng all audiences know they are welcome,
even if they don't share that lived experience
Our goal is tc grow this performarce and expenence:nto a city-wide artistic celebration
of this important and grounding holiday With your support we can get there
Thank you in advance for your consideration

and innovative family-friendly event that aims to transform an entire city block on Ocean Drive into a
magical holiday experience of interactive projection displays, live musical performances, and a holiday
village.
From December 10-14,2025, MMF will present three performances each day, featuring MMF's talented
vocal and instrumental performers alongside beloved holiday characters, including Santa Claus, The
Grinch, and Elsa. The live musical performances span a diverse range of genres and honor worldwide
holiday traditions, allowing attendees to revel in the joyous sounds of the season.MMF's projections will
create an audiovisual narrative where cues from live singers trigger the holiday-themed video projections
on the buildings behind them.
The Miami Beach Holiday Festival of Lights uses state-of-the-art projection mapping, a technological
innovation that overlaps video onto all surfaces, turning ordinary objects - such as buildings - into
interactive displays. Every surface becomes a canvas, with graphic projections that play off the unique
architectural features of S consecutive buildings to create a delightful light and music experience. Similar
to the Lyon Festival of Lights, a moveable image such as Santa Claus and their reindeer can fly from one
building to the next.

Previous Experience
Since its 2013 inception, the Miami Beach Classical Music Festival (MMF) has been proud to establish
Miami as a premier destination for elite young classical musicians to train and perform at a fraction of the
cost of professional companies while maintaining professional-level performances.

In twelve years, MMF has established itself as one of the fastest growing and most important classical
music festivals in the country, presenting 30+ public events each year, including fully staged operas,
symphonic concerts, chamber music recitals, and masterclasses where our highly talented students are
front and center.
In June 2022,MMF presented the world's first fully irnmersive opera production in a theater setting using
state-of-the-art projection mapping technology, immersing the audience within the scenes of the opera.
This production of Das Rheingold marked the first time projection mapping was used for live opera, a
significant achievement for the industry. MMF has delved into the technology's possibilities, creating
audiovisual concerts in different venues which have garnered immense praise and have sparked a strong
desire for more projection activations in the community.
In May 2023, MMF secured the G.O. Bond for the purchase of cutting-edge projection mapping
equipment. The acquisition of top-of-the-line projection mapping equipment allowed MMF to create awe-
inspiring and immersive events at a fraction of the usual expense.Traditionally, the costs associated with
renting such advanced equipment limit the accessibility of these extraordinary experiences. However,
with the support of the GO bond, MMF was able to bring these extravagant events to the City of Miami
Beach at a much more affordable price.
During MMF's 2023 and 2024 Seasons in July, MMF presented an inspiring trifecta of immersive
performances each year: two full operas and one symphony. The response from attendees was
overwhelming, leading to sold-out venues and a palpable buzz that extended far beyond the confines of
the performance spaces.Social media platforms were ablaze with excitement as attendees shared their
exhilarating experiences, spreading the word like wildfire.
In February 2023,?AMC presented its first outdoor projection mapping concert at The Betsy Hotel, where
MMF designed Valentine-themed graphics to accentuate the building's architectural features, turning a
static structure into a dynamic canvas for visual art and storytelling. The protections were combined with
live MMF singers helping the building come alive with images that shift and change in time with the music.
After the immense success of this event,MMF presented the first Miami Beach Holiday Festival of Lights
in December 2023.The performances took place throughout three weekends in three different locations:
Lincoln Road's Euclid Oval,The Gabriel South Beach Hotel, and The Betsy Hotel(and 4 adjacent buildings).
Each event drew over 3,000 attendees and solidified MMF's reputation as a driving force in redefining the
boundaries of live performance, leaving audiences eagerly anticipating the next groundbreaking
endeavor,In December 2024,the festival returned with even more excitement, adding a charming holiday
village complete with vendors,a 20-foot Christmas tree,and a 12-foot Menorah,further enhancing the
festive atmosphere and drawing an even larger crowd to celebrate the season in Miami Beach.
