For the 2025-26 school year,The Children's Trust has selected Jesse Trice Communi:y Health Services as the provider for the
� Miami Beach public schools.As such,the dty�vill execute agreements with the Miami Beach Chamber Education Foundation �
and our neighboring municipalities to continue these much needed and heavily utiiized mental health services with our new
provider.Each partner municipality has agreed to a 25 percent increase annually as the program is heavily utilized by students
throughout the school year. Funding is subject to City Commission approval of item 25-7719 on their September 3, 2025
Commisision Meeting,and is also subject to City Commission approval of the annual adopted operating budget.

This Amendment No. 8 (the "AmendmenY') is made and entered into this day of
, 2025, by and among the City of Miami Beach, Florida ("CMB"), a municipal
corporation organized and existing under the laws of the State of Florida, having its principal place
of business at 1700 Convention Center Drive, Miami Beach, Florida 33139; North Bay Village
("NBV"), a municipal corporation organized and existing under the laws of the State of Florida,
having its principal place of business at 1666 John F. Kennedy Causeway, #3, North Bay Village,
Florida 33141; the Town of Bay Harbor Islands("TBHI"),a municipal corporation organized and
existing under the laws of the State of Florida, having its principal place of business at 9665 Bay
Harbor Terrace, Bay Harbor Islands, Florida 33154; the Town of Surfside ("TS"), a municipal
corporation organized and existing under the laws of the State of Florida, having its principal place
of business at 9293 Harding Avenue, Surfside, Florida 33154; Bal Harbour Village ("BHV"), a
municipal corporation organized and existing under the laws of the State of Florida, having its
principal place of business at 655 96'" Street, Bal Harbour, Florida 33154; and the Miami Beach
Chamber Education Foundation, Inc., a Florida not-for-profit corporation("MBCEF"), having its
principal place of business at 100 16'h Street, Suite 6, Miami Beach, Florida 33139 (individually
and/or collectively, the "Parties") to amend that certain Memorandum of Understanding entered
into on May 17, 2018(as amended by Amendments No. 1 through No. 7, the"MOU"), ,as follows:
RECITALS
WHEREAS, the Parties have determined that a program to provide healthcare services to
students attending underserviced public schools is in the best interests of the health and public
welfare of CMB, NBV, TBHI, TS and BHV (individually and/or collectively, the "Participating
Municipalities");
WHEREAS, following the Parties' determination that students at Miami Beach North
Beach Elementary, Treasure Island Elementary, and Ruth K. Broad Bay Harbor K-8 Center
(individually and/or collectively, the "Participating Schools") did not have full-time on-site
healthcare services and were, thus, underserved as compared to other public schools in the
feeder pattern that falls within the City of Miami Beach, the Parties entered into a Memorandum
of Understanding on August 19, 2013 for a Nurse Initiative, and another Memorandum of
Understanding on April 23, 2014, to provide healthcare services to the Participating Schools
during the 2013/2014 and the 2014/2015 School Years;
WHEREAS, due to the success of the Nurse Initiative during the 2013/2014 and
2014/2015 School Years, the Parties implemented an enhanced nurse initiative ("Nurse
Enhancement Initiative") for the 2015/2016, 2016/2017, and the 2017/2018 School Years for
the Participating Schools because the basic healthcare services previously funded in the Nurse
Initiative by the Participating Municipalities, the MBCEF, and the Children's Trust ("TCT"), were
provided by TCT via the new School Health Programs;

WHEREAS, on May 17, 2018, each of the Participating Municipalities and MBCEF
executed the MOU for the continuation of the Nurse Enhancement Initiative for the Participating
Schools for the 2018-2019 School Year;
WHEREAS, the Parties executed Amendment No. 1 to the MOU, dated December 24,
2018, adding an additional day of service at Ruth K. Broad Bay Harbor K-8 Center;
WHEREAS, on September 11, 2019, the Mayor and City Commission adopted Resolution
No. 2019-30956, approving Amendment No. 2 to the MOU and approving funding of CMB's
contribution for each subsequent School Year, on a recurring basis, subject to funding approval
during CMB's budgetary process and provided that CMB's contribution amount does not exceed
$15,400.00;
WHEREAS, the Parties have extended the Nurse Enhancement Initiative for the
Participating Schools through a series of amendments: (a) Amendment No. 2, dated as of
September 19, 2019, for the 2019-2020 School Year, (b)Amendment No. 3, dated as of August
19, 2020, for the 2020-2021 School Year, (c) Amendment No. 4, dated as of July 21, 2021, for
the 2021-2022 School Year, (d)Amendment No. 5, dated July 26, 2022,for the 2022-2023 Schooi
Year, (e) Amendment No. 6, dated July 28, 2023, for the 2023-2024 School Year, and (f)
Amendment No. 7, dated as of July 10, 2024, for the 2024-2025 School Year;
WHEREAS, due to the continued success of the Nurse Enhancement Initiative services,
the Parties wish to provide the Nurse Enhancement initiative for the 2025-2026 Schooi Year;
WHEREAS, a Nurse Enhancement Initiative should be established at the Participating
Schools for School Year 2025-2026 as herein provided and pursuant to a separate agreement
between MBCEF and TCT; and
WHEREAS, MBCEF shall provide funding ta TCT for the 2025-2026 Nurse Enhancement
Initiative in the amount of S8,750.00.
NOW, THEREFORE, in consideration of the mutual promises and conditions contained
herein, and other good and valuable consideration, the sufficiency of which is hereby
acknowledged, the Parties agree to amend the MOU as follows:
1. ABOVE RECITALS. The above recitals are true and correct and are incorporated as
part of this Amendment.
2. MODIFICATIONS. The MOU is hereby amended (deleted items s�s#�!#�fet�gb and
inserted items underlined)as follows:
(a) Paragraph 3 of the MOU is hereby amended to read as follows:
On or before C�stobe�4 October 31, 2025, the Participating Municipalities shall provide
their proportionate share of the funds for the '����2025-2026 Nurse Enhancement Initiative
to MBCEF, subject to budget approval by the Participating Municipalities, which funds MBCEF
shall hold in escrow pending the executian of its agreement with TCT, referenced in paragraph 1
of the MOU. The Participating Municipalities' proportionate share of funding for the 2-0�4-�8�5
2025-2026 School Year shall be paid by , October 31, 2025, in the following

amounts for 44 weeks, from 9stobe�-�-,-242 October 1, 2025 to June 5, 2026
and , , �Auqust 1. 2026 to September 30, 2026:
i) CMB shall provide funding in the amount of$19,250;
ii) NBV shall provide funding in the amount of$8,250;
iii) TBHI shali provide funding in the amount of $10,140 for 2 days of service at
Ruth K. Broad Bay Harbor K-8 Center;
iv) TS shall provide funding in the amount of$10,140 for 2 days of service at Ruth
K. Broad Bay Harbor K-8 Cenfer; and
v) BHV shall provide funding in the amount of $10,140 for 2 days of service at
Ruth K. Broad Bay Harbor K-8 Center.
(b) The following Paragraphs 8-11 are hereby added to the Agreement:
8. MBCEF aqrees to complv with Section 787.06 Florida Statutes as mav be amended from time
to time, and has executed the Anti-Human Traffickinq Affldavit containinq the certification of
compliance with anti-human traffickinq laws, as required bv Section 787.06(13). Florida Statutes,
a copv of which is attached hereto as Exhibit"A".
9. MBCEF warrants and re�resents that it is not currently enqaqed in, and will not enqaae in, a
boycott, as defined in Section 2-375 of the Citv Code. In accordance with Section 2-375.1(2)(a)
of the City Code, MBCEF hereby certifies that MBCEF is not currentiv enaaaed in, and for the
duration of the Aqreernent will not engaqe in a bovcott of Israel.
10. MBCEF warrants and represents that,within two(2)vears prior to the Effective Date, MBCEF
has not received compensation for services performed for a candidate for Citv elected office, as
contemplated bv the prohibitions and exceptions of Section 2-379 of the Citv Code.
For the avoidance of doubt, the restrictions on contractina with the City pursuant to Section 2-
379 of the Citv Code shall not appMy to the following;
(a) Anv individual or entitv that qrovides qoods to a candidate for office.
(b) Any ind+vidual or entitv that provides services to a candidate for office if those same
services are reAularlv performed bv the individual or entitv in the ordinary course of
business for clients or customers other than candidates for office. This includes without
limitation, banks, telephone or internet service qroviders, qrintincLcompanies, event
venues, restaurants, caterers, transportation qroviders, and office supply vendors.
(c) Anv individual or entitv which performs licensed professiona{ services (includinq for
example, leqal or accounting services).
11. MBCEF hereby aqrees to comply with Section 287.138 Florida Statutes, as mav be
amended from time to time, which states that as of January 1, 2024, a qovernmental entitv mav
not accept a bid on, a proposal for or a reply to, or enter into, a contract with an entitv which
would qrant the entitv access to an individual's personal identifvinq information (Pfl), unless the
entity provides the qovernmenta!entitv with an affidavit siqned bv an officer or representative of
the entity under penaltv of periury attestinq that the entitv does not meet any of the criteria in
Paraqraphs 2(a)-(c1 of Section 287.138, Florida Statutes: (a) the entitv is owned by a
government of a foreiqn country of concern; !b)the qovernment of a foreiqn country of concern
has a controllinp interest in the entitv: or{c) the entitv is orqanized under the laws of or has its

3. RATIFICATION. Except as amended herein, all other terms and conditions of the

govern.

Education Compact with the Miami-Dade County Public Schools("MDCPS")to enhance learning

support excellence in the City's public schools and enhance the health and well-being of the City's
youth; and
WHEREAS, in the 2012-2013 school year, five of the eight schools in the City's
educational feeder pattern had Nealth Connect in Our Schools ("HCIOS") suites which were
supported by The Children's Trust("The TrusY')and which provided a full-time Medical Assistant
and a shared Registered Nurse on campus; and
WHEREAS, for students who do not require routine medications, the HCIOS suites were
used for nursing assessments, administration of first aid, and other purposes such as consulting
with parents and caregivers; and
WHEREAS, the City, North Bay Village, the Town of Bay Harbor Islands, the Town of
Surfside, and Bal Harbour Village (collectively, together with the City, the "Participating
Municipalities") determined that a program to provide healthcare services to students attending
underserviced public schools is in the best interests of the health and public welfare of the
Participating Municipalities; and
WHEREAS, following the Participating Municipalities'determination that students at North
Beach Elementary, Treasure Island Elementary, and Ruth K. Broad Bay Harbor K-8 Center(the
"Participating Schools") did not have full-time on-site healthcare services and were, thus,
underserved as compared to other public schools in the feeder pattern that falls within the City,
the Participating Municipalities and Miami Beach Chamber Education Foundation, Inc. ("MBCEF"
together with the Participating Municipalities, the"Parties")entered into the following agreements:

(i)an MOU on August 19, 2013 for a Nurse Initiative, and(ii)an MOU on April 23, 2014, to provide
healthcare services to the Participating Schools during the 2013-2014 and the 2014-2015 school
years; and
WHEREAS, the Parties implemented an enhanced Nurse Initiative (the "Nurse
Enhancement Initiative") for the Participating Schools because the basic healthcare services
previously funded in the Nurse Initiative by the Parties were provided by The Trust via the new
School Health Programs; and
WHEREAS, Resolution No. 2016-29345 authorized the appropriation of$15,400.00 (the
"City Contribution")for the Nurse Enhancement Initiative for the 2016-2017 school year from the
Miami Beach Education Compact Fund; and
WHEREAS, Resolution No. 2016-29468 approved a new Memorandum of Understanding
for the implementation of the Nurse Enhancement Initiative during the 2016-2017 school year;
and
WHEREAS, Resolution No. 2017-29806 approved a new Memorandum of Understanding
for the implementation of the Nurse Enhancement Initiative during the 2017-2018 school year;
and
WHEREAS, on May 17, 2018, the Parties entered into a new Memorandum of
Understanding(as amended by Amendment No. 1 through Amendment No. 7, the"MOU")for the
implementation of the Nurse Enhancement Initiative for the 2018-2019 school year; and
WHEREAS, Resolution No. 2019-30956 approved a City Contribution in an amount not to
exceed $13,887.00 for the Nurse Enhancement Initiative for the 2019-2020 school year and a
City Contribution in an amount not to exceed $15,400.00, for each subsequent school year, on a
recuRing basis, subject to funding approval during the City's budgetary process; and
WHEREAS, the Participating Municipalities executed Amendment No. 1 through
Amendment No. 7 to the MOU to continue funding the Nurse Enhancement Initiative at the
Participating Schools for subsequent school years; and
WHEREAS, the benefits of this program have expanded to include comprehensive mental
and behavioral health services, which have proven to be a critical component of student well-
being and academic success; and
WHEREAS, based on the success of the program and the increased demand for mental
health support, it has become necessary to increase the funding to maintain and enhance these
critical services; and
WHEREAS, accordingly, the City Manager requests that the Mayor and City Commission
do the following: (i) approve an increase in the City Contribution for the Nurse Enhancement
Initiative from an amount not to exceed $15,400.00, as set forth in Resolution No. 2019-30956, to
an amount not to exceed $19,250.00; (ii) approve an increase of the City Contribution to an
amount not to exceed $19,250.00 for each subsequent school year, on a recurring basis, subject
to funding approval during the City's budgetary process: (iii) approve, in substantial form,
Amendment No. 8 to the MOU, attached to the City Commission Memorandum accompanying
this Resolution, for the provision of the Nurse Enhancement Initiative for FY 2026 in an amount

not to exceed $19,250.00; and (iv)authorize the City Manager and City Clerk to execute any and
all required agreements and documents to implement the program, including said Amendment
No. 8.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby(i)approve an increase in the City Contribution for the Nurse Enhancement Initiative from
an amount not to exceed $15,400.00, as set forth in Resolution No. 2019-30956, to an amount
not to exceed $19,250.00: (ii) approve an increase of the City Contribution for the Nurse

RECOMMENDATION
The Administration recommends approving Amendment No. 8 to the Memorandum of
Understanding (MOU) between the City of Miami Beach, North Bay Village. The Town of Bay
Harbor Islands, The Town of Surfside, Bal Harbor Village, and The Miami Beach Chamber
Education Foundation to implement a Nurse Enhancement Initiative. This amendment revises the
Ciry's contribution to an amount not to exceed $19,250 for the Fiscal Year 2026.
The Administration also recommends approving this same contribution on a recurring basis for
subsequent years, with the amount not to exceed $19,250 per year, subject to funding approval
in each fiscal year's budget.
BACKGROUND/HISTORY
In January 2008, the City of Miam� Beach ("the City")entered into an Education Compact with the
Miami-Dade County Public Schools ("MDCPS"). This compact was created to enhance learning
opportunities for youth and reflected the Miami Beach cummunity's desire to support excellence
m its pubtic schools and the health and well-being of its youth.
Ounng the 2012-2013 School Year,five of the eight schools m the educat�onal feeder pattern had
Health Connect in Our Schools("FlCIOS")suites. These suites were supported by The Children's
Trust ("The Trust")and provided a full-time Medical Assistant and a shared Registered Nurse on
campus. For students who did not requi�e routine med�cations, the NCIOS suites were used for
nursing assessments, first aid, and consultat►ons with parents and caregivers.

The C�ty of Miami Beach, North Bay Vifiage, the Town of 8ay Harbor fslands, the Town of
Surfside, and Bal Harbour Village ("Participating Municipalities") determined that a program to
provide healthcare services to students attending underserved public schools was �n the best
interests of the health and public welfare of the Participating Municipalities. They realized that
students at North Beach Elementary,Treasure Island Elementary,and Ruth K. Broad Bay Harbor
K-8 Center did not have full-time on-site heatthcare services and were, therefore, underserved
compared to other public schools in the feeder paltern.
To address this, the parties entered into a Memorandum of Understanding (MOU�on August 19,
2013, for a Nurse Initiative, and a second MOU on April 23. 2014, to provide heatthcare services
to these schools dunng the 2013-2014 and 2014-2015 School Years.
Following that initial determination, the parties implemented an enhanced Nurse Initiative to
provide the basic healthcare services previously funded by the Participating Municipalities, the
Miami Beach Chamber Education Fou�dation, Inc., and The Trust, were now being provided by
The Trust via the new School Health Programs.
Resolution 2016-29345 (Attachment A) authori2ed an appropriation of $15.400 from the Miami
Beach Education Compact Fund for the City's proportionate share of funding for the Nurse
Initiative. A new MOU for the 2016-2017 School Year was then approved by Resolution 2016- •
29468 (Attachment B), and another new MOU for the 20t7-2018 School Year was approved by
Resolution 2017-29806(Attachment C).On May 17,2018,the Participating Municipalities entered
into a new MOU for the 2018-2019 through the 2024-25 School Years per Resolution 2019-30956
(Attachment D).
The Participating Municipalities executed amendments 1 through 7 (Attachment E) to the MOU
to continue funding menta)and behavioral heatth services far students in the pa�ticipating schools.
The benefits of this program have expanded to include comprehensive mental and behavioral
health services,which have proven to be a critical component of student well-being and academic
success.
ANALYSIS
Mental health support was sustained �n 2025 with 252 youth receiving a totat of 1,370 sessions,
up from 131 youths and 779 sessions in the previous year Several schools received telehealth
services through a partnership with Hazel Health. The table below indicates the number of
sessions provided to youth at on-site at select Miamf Beach feeder schools receiving services
dunng the 2024-2025 school year through a pa�tnership with neighbonng municipalities,
Bo�inquen Medical Centers, The Ch�ldren's Trust and the Miami Beach Chamber Education

For the 2025-26 school year, The Children's Trust has selected Jesse Tnce Community Health
Services as the provider for the Miami Beach public schools. As such, the city wifl execute
agreements with the Miami Beach Chamber Educat�on Foundation and our neighboring
municipalities to continue these much needed and heavily utilized mental health services with our
new provider. Each partner municipality has agreed to a 25 percent increase annually as the
program is heavily utilized by students throughout the school year.

WHEREAS, in the 2013-2014 School Year, a municipai Nurse initiative was
implemented pursuant to a Memorandum of Understanding between the Participating
Municipalities to provide a HCIOS team of professionals, including a shared Registered
Nurse, a full-time Medical Assistant, and a social worker which was funded by Miami-
Dade County Public Schools; and
WHEREAS, the benefits of HCIOS health teams include: a coordinated level of
school-based healthcare, expanded health screenings, and assessments with access to
follow-up care, mental and behavioral health services to identify and solve student health
and educational issues, nutrition and health counseling, heath services fo� uninsured
students with no other option for access to health care, emergency first aid/CPR, and
chronic disease management; and
WHEREAS, utilization of the HCIOS remained high throughout the 2014-2015
School Year, with 52 percent of the 3,044 unduplicated students utilizing the services
from August 2014 through February 2015, an average of efeven visits per day per school
resulting in 3,836 visits; and
WHEREAS, by approval of Resolution 2015-42 on February 9, 2015, The Trust's
Board of Directors approved the release of RFP 2015-17: School Health Programs to
fund improved access to quality health care through providers delivering comprehensive
services in the public schools to 145 pre-selected schools for School Years 2015-2016,
2016-2017, and 2017- 2018; the programs which are the subject of the RFP include all
three (3) Miami Beach schools in the City's original Nurse Initiative; and
WHEREAS, due to the success of the Nurse Initiative during the 2013-2014 and
2014-2015 School Years, the Parties implemented an enhanced Nurse Initiative ("Nurse
Enhancement Initiative") for 2015-2016 and the 2016-2017 School Years for the
Participating Schools because the basic heafthcare services previously funded in the
Nurse Initiative by the Participating Municipalities, the Miami Beach Chamber Education
Foundation, Inc., and The Trust, were provided by The Trust via the new School Health
Programs; and
WHEREAS, the Nurse Enhancement Initiative established at the Participating
Schools for School Years 2015-2016 and 2016-2017 was a success and the Parties
provided for an enhanced nu�se initiative for the 2017-2018 School Year, and
WHEREAS, the City's proportionate share for the Nurse Enhancement Initiative
was approximately$15,400 for the 2017-2018 School Year: and
WHEREAS, The Trust thereafter committed to fund the School Health Programs
at all Miami Beach feeder schools through the end of the 2017-2018 School Year; and

WHEREAS,the funding provided by the Participating Municipalities enhanced The

services such as behavioral health each week during the 2017-2018 School Year at each
of the Schools; and

funding for the Nurse Enhancement Initiative for the 2017-2018 School Year, as follows:

Amendment No. 2 ("AmendmenY') is made and entered into this day of
, 2019, by and between the City of Miami Beach, Fiorida, a municipal
corporation organized and existing under the laws of the State of Florida, having its
principal place of business at 1700 Convention Center Drive, Miami Beach, Florida
33139 (`"CITY"), North Bay Viitage ("NBV"), the Town 'of Bay Harbor fslands
{"TBHI"), the Town of Surfside ("TS"), Ba{ Harbour Vitlage ("BHV"), and the Miami
Beach Chambar Education Faundation, lnc. ("MBCEF") (collectively, the "Parties")
to amend the Memorandum of Unde�standing entered into on May 17, 2018 ("MOU"j,
as amended by Amendment No. 1 to the MOU, dated December 24, 2018 (collectively,
the"MOU"}, as follows:
RECITALS
WHEREAS, the Parties have determined that a program to provide healthcare
services to students attending underserviced public schools is in the best interests of
the health and public welfare of the City of Miarni Beach, North Bay Vllage, the Town of
Bay Harbor Islands, the Town of Surfside, and Bal Harbour Vlfage (the "Participating
Municipalities"); and
WIiEREAS, following the Parties' determination that students at North Reach
Elementary, Treasure lsland Elementary, and Ruth K. Broad Bay Harbor K-8 Center
(the "Participating Schoots"} did not have ful(-time on-site healthcare services and
were, thus, undersenred as compared to other public schools in the feeder pattern that
falls within the City of Miami Beach, the Parties entered into a Memorandum of
Understanding on August 19, 2013 for a Nurse Initiative, and another Memorandum of
Understanding on Aprit 23, 2014, to provide healthcare services to the Participating
Schools during the 2013/2014 and the 2014/2015 School Years; and
WHEREAS, due to the success of Nurse Initiative during the 2013/2014 and
2014/2015 School Years, the Parties implemented an enhanced nurse initiative ("Nurse
Enhancement Initiative") for the 2015/2016, 2016/2017, and the 2017l2018 School
Years for the Participating Schools because the basic healthcare services previously
funded in the Nurse Initiative by the Participating Municipalities, the MBCEF, and the
Children's Trust, were provided by the Children's Trust via the new School Health
Programs; and
WHEREAS, the Parties executed Amendment No. 1 to the MOU, dated
December 24, 2018, extending the Nurse Enhancement Initiative for the Parficipating

Schools for the 2018-2019 School Year and adding an additional day of service at Ruth
K Broad Bay Harbor K-8 Center, and
WHEREAS, the Nurse Enhancement Initiative estabiished at the Participating
Schools for the previous School Years was a success and the Parties wish to continue
the Nurse Enhancement Initiative for the 2019/2020 School Year, and
WHEREAS, at the end of the 2018-2019 School Year, the Participating
Municipalities unused program funds had the following:
i) TBHI $5,473.05
ii) TS $5,473.02
' iii) BHV$5,473.02 '
iv) NBV$2,002.72
v) CMB $4,673.00; and
WHEREAS, the Participating Municipalities hereby agree to apply said unused
funds for use from August 5"', 2019 to September 30�', 2019 for 9 weeks of service at
each Participating School in the following amounts:
i) TBHI $1,659.27
ii) TS$1,659.27
iii} BHV$1,659.27
iv) NBV$1,350.00
v) CMB $3,160.00
a. $900.00 for Treasure Island
b. $2,250.Q0 for North Beach Elementary; and
WHEREAS, pursuant to paragraph 7 of the MOU, unused funds shall be used to
offset the contribution of the Parties for the 2019-2020 Schoof Year in the following
amounts:
i) TBHI $3,813.78
ii) TS $3,813.78
iii) BHV$3,813.78
iv) NBV$652.72
v) CMB $1,523.00; and
WHEREAS, MBCEF shall provide funding to TCT for the 2019-2020 Nurse
Enhancement Initiative in the amount of$7,000.00; and
WHEREAS, the Parties w(sh to amend the Agreement by extending the term to
include the months of August and September, 2020; and

WHEREAS, a Nurse Enhancement lnitiative should be established at the
Participating Schools for School Year 2019/2020 as herein provided and pursuant to a
separate agreement to be entered into between MBCEF and TCT.
NOW, THEREFORE, in consideration of the mutuai conditions and promises
contained herein, the Parties agree to amend the MOU as follows:
1. ABOVE RECITALS.
The above recitals are true and correct and are incorporated as part of this
Amendment.

Paragraph 3 of the MOU is hereby deleted in its entirety and replaced with the
following:
3. On or before October 31, 2019 the Participatin�t Municipalities shall provide
their proportionate share of funds for the 2019/2020 Nurse Enhanceme�
Initiative to MBCEF, subject to budqet aoqroval bv the Particivatin�
Municipalities, which funds MBCEF shall hold in escrow pendinq the
execution of its agreement with TCT referenced in paragraph 1. The
Participatins� Municipalities proportiona2e remaininq share of funding for the
2019/2020 School Year shall be paid b}LOctober 31, 2019 in the followinq
amounts for 44 weeks frorn October 1't, 2019 to June 5� . 2020, and August
1 St 2020 to September 30 , 2020:
) CMB shall provide funding in the amount of$13.887.00:
ii) NBV shall provide funding in the amount of$5,947.28:
iii) TBHI shall orovide funding in the amount of $4y298.22 for 2 days of
service at Ruth K. Broad BaY Harbor K-8 Center;
iv) TS shall provide fundinq in the amount of �4.29822 for 2 days of
service at Ruth K. Broad Bay Harbor K-8 Center: and
v) BHV shall arovide funding in the amount of $4,298.22 for 2 days of
service at Ruth K. Broad Bay Harbor K-8 Center.
4. RATlFICATION.
Except as amended herein, all other terms and conditions of the MOU sha(I
remain in full force and effect. In the event there is a conflict between the
provisions of this Amendment and the M�U, the provisions of this Amendment
shall govem.

ANALYSIS
The Nurse Enhancement Initia6ve for Behavioral Health is a partnership beiwsen the City of Miami Beach,
Miami Beach Chamber of Comnercz, NoRh Bay�illage, The Tawn of Surfside, The Town of Bay Harbor
Islands,and Bai Fiarbour Vfflage, that provides much needed rrentai health senrices for youth at three(3)
ptablic schools. For the 2016-17 schooi years, the irtitiat�ve was enhanced to indude behavioral health
services(mental health services)to ttuee(3)schools in the feeder pattem and was further e�anded in the
2017-18 school year to an additional five (5) Miami Beach public schools. For the 2�18-19 school year
behavioral health/merrtal health youth support senric�s were provided from August 2018 through June
2019 for North Beach Elementary, South Pointe �lementary. Fienberg Fisher K-8 Cerrter, Biscayne
Eiementary, Treasure Island Elementary, Ruth K. 8road Bay Hart�or K-8 Center, Nautilus Middle SchooJ,
'and Miami Beach Senior High School.
Overall, 2,145 youlh received support senrices in the 2d1&19 sc�oot year from the Licensed Ctinical
