(Dominguez) Miami Beach United Board of Directors Resolutions for City Commission meeting 11.19.2025 ORDINANCES & RESOLUTIONS UN1Wii R5E Sponsored by Suarez -9:35 AM Second Reading Public Hearing VENDOR APPOINTMENTS TO LAND USE BOARDS ORDINANCE AMENDMENT TO ADOPT RESTRICTIONS ON THE APPOINTMENT OF A CITY VENDOR, INCLUDING A PRINCIPAL OR EMPLOYEE OF A VENDOR, TO A CITY LAND USE BOARD. Miami Beach United SUPPORTS this ordinance as it seeks to prevent certain individuals from sitting on a Land Use board who may have a conflict of interest on an item heard by the board. We believe the waiver by a 5/lth Commission vote and exclusion of those with dealings of less than $10,000 per year are good safeguards to prevent an otherwise qualified candidate from not being able to serve the City on a Land Use board. We also believe the Planning Board recommendation to exclude those serving in a non-compensated, voluntary capacity for a non-profit entity should be included in the ordinance. R7H Sponsored by Bhatt and Magazine A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE CITY ADMINISTRATION TO (1) ASSERT AND MAINTAIN COMPLETE CONTROL OVER ALL ASPECTS OF CITY-SPONSORED SENIOR EVENTS INCLUDING ENFORCING ADMISSION REQUIREMENTS; (2) LIMIT ATTENDANCE TO MIAMI- BEACH RESIDENTS WHO ARE 55 YEARS OF AGE OR OLDER AND CITY EMPLOYEES {INCLUDING CITY ELECTED OFFICIALS AND OUTSIDE CONTRACTORS) NECESSARY TO STAFF AND EXECUTE THE EVENTS; AND (3) ENCOURAGE ALL ATTENDEES TO REFRAIN FROM CAMPAIGNING FOR ANY POLITICAL OFFICE OR CAUSE WHILE ATTENDING THE EVENTS. Our seniors deserve respectful, apolitical spaces where they can relax, socialize, and enjoy the community they helped build because senior events should be about people, not politics. RSI Sponsored by Bhatt 9:58 AM First Reading Public Hearing AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER 70 OF THE CITY CODE, ENTITLED "MISCELLANEOUS OFFENSES," BY AMENDING ARTICLE II, ENTITLED "PUBLIC PLACES," BY AMENDING DIVISION 2, ENTITLED "BICYCLING, SKATEBOARDING, ROLLER SKATING, IN-LINE SKATING, MOTORIZED MEANS OF TRANSPORTATION, ELECTRIC BICYCLES, MOPEDS, MOTORCYCLES, MOTORIZED BICYCLES, AND MOTORIZED SCOOTERS," BY AMENDING SECTION 70-67, ENTITLED "PROHIBITED ACTIVITIES," BY PROHIBITING THE OPERATION OF MOTORIZED MEANS OF TRANSPORTATION IN CITY PARKS. Miami Beach United SUPPORTS this ordinance amendment which expands the restriction on motorized transportation devices to include all City parks which provides a safer environment for users of the City's parks. R7O Sponsored by Fernandez A RESOLUTION ACCEPTING THE MOTION OF THE AUDIT COMMITTEE, RECOMMENDING THAT THE CITY PROVIDE ENHANCED ETHICS TRAINING FOR THE CITY'S REGULATORY EMPLOYEES AND ALLOCATE FUNDING IN THE BUDGET FOR SUCH TRAINING IF NECESSARY. One of Miami Beach United's priorities is to ensure good government by promoting transparency and ethical conduct by elected officials and City staff Thus, we are in full SUPPORT of this resolution that the City provide enhanced ethics training for the City's Regulatory Employees. R5P Sponsored by Suarez --10:45 AM Second Reading Public Hearing ORDINANCE AMENDMENT TO CLARIFY AND RESTATE THE WRITTEN DISCLOSURE REQUIREMENT FOR PERSONS EXCLUDED FROM THE DEFINITION OF LOBBYIST TO ADOPT CLARIFYING AMENDMENTS TO THE PROHIBITION ON THE GIVING OR ACCEPTANCE OF A CONTINGENCY FEE IN CONNECTION WITH APPEARANCES BEFORE THE CITY, AND FINALLY, BY AMENDING OTHER SECTIONS IN DIVISION 3 TO EFFECTUATE THE INTENT OF THIS ORDINANCE. Miami Beach United SUPPORTS the recent amendment to Chapter 2, Art. VII, Div. 3, requiring disclosure of any compensation (monetary or non-monetary) from developers or project sponsors to individuals or associations communicating with the City. However, MBU is concerned that the amendment unintentionally burdens volunteer neighborhood and community activists who advocate to the City without any compensation. Requiring these volunteers to file forms for each issue, list all contacts, and face potential enforcement by the Miami-Dade Ethics Commission is excessive, discourages civic participation, and silences voices. MBU urges the Commission to completely revise the ordinance so that uncompensated members of neighborhood, condo, HOA, and other non-profit community associations can freely advocate for community issues without any registration or filing requirements. C7 AG Sponsored by Dominguez and Meiner RESOLUTION DIRECTING THAT THE ENACTMENT OF LEGISLATION BY THE FLORIDA LEGISLATURE, WHICH WOULD PROVIDE COUNTIES AND MUNICIPALITIES WITH EXPRESS AUTHORITY TO UTILIZE NOISE CAMERAS TO ISSUE TRAFFIC CITATIONS FOR EXCESSIVE VEHICULAR MUFFLER AND EXHAUST NOISE, BE ESTABLISHED AS A LEGISLATIVE PRIORITY FOR THE 2026 LEGISLATIVE SESSION. C7F Sponsored by Magazine A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCE COMMITTEE AND APPROVING AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT WITH PLAYBOY ENTERPRISES INTERNATIONAL, INC., FOR PARTICIPATION IN THE JOB CREATION INCENTIVE PROGRAM, IN AN AMOUNT NOT TO EXCEED $200,000 PER YEAR, FOR UP TO FOUR (4) YEARS, SUBJECT TO ANNUAL FUNDING APPROPRIATION AND APPROVAL DURING THE CITY'S BUDGETARY PROCESS FOR EACH FISCAL YEAR DURING THE TERM OF THE AGREEMENT. Miami Beach United OPPOSES authorization of a JCIP grant of $200,000 a year {$800,000 over 4 years) to Playboy Enterprises International, Inc. MBU supports economic incentives to relocate jobs to Miami Beach when incentives actually benefit the existing taxpayers of Miami Beach. In this case, however, there is no assurance that the relocated jobs will go to Miami Beach residents or that relocated employees will actually live in Miami Beach, and contribute a sufficient amount to the property tax base or resort taxes to justify an expenditure of $800,000 (for example, estimated total sub-county tax revenue impact over 4 years is only $58,000).
