LTC 471-2025 FDOT Indian Creek Drive Dual Right Turn Lane Project Final OFFICE OF THE CITY MANAGER LTC # LETTER TO COMMISSION TO: Honorable Mayor Steven Meiner and Members of the City Commission FROM: Eric Carpenter, City Manager DATE: October 27, 2025 SUBJECT: FLORIDA DEPARTMENT OF TRANSPORTATION PROJECT ON STATE ROAD A1A/COLLINS AVENUE FROM 44 STREET TO 4700 BLOCK; INDIAN CREEK DRIVE FROM 41 STREET TO 44 STREET; AND STATE ROAD 112/W 41 STREET OVER THE INDIAN CREEK WATERWAY BRIDGE The purpose of this Letter to Commission (LTC) is to inform the Mayor and City Commission of a Florida Department of Transportation (“FDOT”) construction project on State Road (“SR”) A1A/Collins Avenue from 44 Street to 4700 Block; Indian Creek Drive from 41 Street to 44 Street; and SR 112/W 41 Street over the Indian Creek Waterway Bridge (“Project”), located in the City of Miami Beach (“City”). FDOT commenced construction of the Project on Tuesday, August 5, 2025 and anticipates completing the Project in Fall 2026. The scope of the Project consists of 1) construction of dual right turn lanes at southbound Indian Creek Drive to westbound SR 112/W 41 Street; 2) removal of 15 parking spaces and maintaining the four (4) taxi parking spaces to accommodate shifting the median to the east along SR A1A/Indian Creek Drive between W 41 Street and W 44 Street to allow for the addition of a second right turn lane from southbound Indian Creek Drive to westbound SR 112/W 41 Street; 3) installation of new signalization at SR A1A/Indian Creek Drive for the new dual right turn lanes to westbound SR 112/W 41 Street; 4) installation of a new northbound bicycle lane along the east side of SR A1A/Collins Avenue between 4441 Entrance and 4700 Block; 5) reconstruction of sidewalk, ramps and curb and gutter; 6) repairing the SR 112/W 41 Street bridge deck and structural steel and rehabilitation of the bridge elements and deck expansion joints; 7) installation of a new pedestrian crosswalk at the intersection of SR A1A/Collins Avenue and 4441 Entrance; 8) implementation of drainage improvements; 9) repaving and restriping the roadways with upgraded signing and pavement markings including crosswalks, pedestrian signage, and pedestrian push-buttons; 10) replacing existing street lighting with Light Emitting Diode (“LED”) fixtures; and 12) relocating and trimming existing landscape. The estimated construction cost of the Project is $9.1 million, and all Project costs will be the responsibility of FDOT. Temporary lane closures are anticipated during construction. However, lane closures will only occur during non-peak hours and non-event days, nights and weekends. All lane closures will be coordinated with the City, and FDOT will notify the City in advance of any anticipated lane closures. FDOT and the City will disseminate the information regarding lane closures to the community in a timely manner. FDOT has designated a Community Outreach Specialist - Melissa J. Rodriguez- to be the point of contact for the community throughout the duration of the Project.
