97-22513 RESO RESOLUTION NO. 97-22513 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A GRANT APPLICATION FOR A $100,000 GRANT FROM THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, DIVISION OF RECREATION AND PARKS, FOR THE PURPOSE OF RENOVATING THE COMMUNITY CENTER AND AMPHITHEATER AT NORTH SHORE PARK, TO BE MATCHED WITH $100,000 OF CITY FUNDING, AS RECOMMENDED IN THE APPROVED $15 MILLION GENERAL OBLIGATION BOND PROGRAM TO RENOVATE, AND REBUILD PARKS AND RECREATION FACILITIES WITHIN THE PARK SYSTEM IN MIAMI BEACH; APPROPRIATING THE GRANT, IF APPROVED AND ACCEPTED BY THE CITY, IN THE WORK ORDER FOR THE NORTH SHORE PARK GENERAL OBLIGATION BOND PROGRAM RENOVATION PROJECT; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS APPLICATION. WlIEREAS, a Florida Recreation Development Assistance Program (FRDAP) Grant is available through the Florida Department of Environmental Protection, Division of Recreation and Parks, for the purpose of assisting local governmental agencies to acquire or develop land for outdoor recreational purposes; and WHEREAS, the City has made a commitment to renovate and rebuild its Park and Recreation system as demonstrated by the approval of the $15 million General Obligation Bond Program; and WHEREAS, the renovation of the community center and the amphitheater at North Shore Park are projects included in the $15 million General Obligation Bond Program, at an estimated cost of $200,000; and WHEREAS, the FRDAP grant program will fund fifty percent (50%) of the project cost up to $100,000, for projects costing over $150,000, and the cost of the proposed North Shore Park Project is an acceptable match the meet this requirement; and WHEREAS, as this grant application was received by the Recreation, Culture and Parks Department after the July 17, 1997, City commission meeting and was due to the State of Florida no later than August 31, 1997, after t.he fact authorization is necessary. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the City Manager, or his designee is retroactively authorized to submit a grant application to the Florida Department of Environmental Protection , under the Florida Recreation Development Assistance Program in the amount of $100,000, for the purpose of renovating the community center and the amphitheater at North Shore Park; the amount of $100,000 from the approved $15 million General Obligation Bond program, is approved as the matching fund for North Shore Park, and if the grant is approved and accepted by the City, the above amount is appropriated into the Work Order for the North Shore Park General Obligation Bond Program Renovation Project; and the Mayor and City Clerk are authorized to execute a necessary uments related to this application. ADMINISTRATION RECOMMENDATION: Approve the Resolution. BACKGROUND: The State of Florida allocates funding annually to the Florida Department of Environmental Protection, Division of Recreation and Parks, for the purpose of assisting local governmental entities to acquire or develop land for outdoor recreation purposes. These funds are made available to eligible governmental applicants through the Florida Recreation Development Assistance Program (FRDAP). Examples of eligible projects include, but are not limited to, recreation facilities, bicycle trails, fishing piers, and boardwalks. In the past two years the State of Florida, under the Florida Recreation Development Assistance Program (FRDAP), has funded two projects in the City of Miami Beach. The first application funded $100,000 for the Boardwalk, and the second funded $100,000 for improvements to Lummus Park. The application for this particular grant was received by the Recreation, Culture and Parks Department after the July 17, 1997, Commission meeting and was due back to the State of Florida no later than August 31, 1997, therefore this after-the- fact authorization is necessary. AGENDA ITEM c..1S q -lD-91 DATE COMMISSION MEMO FLORIDA DEPT OF ENVIRONMENTAL PROTECTION GRANT 9/10/97 PAGE 2 ANALYSIS: On June 19, 1996 the City Commission approved the General Obligation Bond Parks Master Plan for the restoration of the City's park system. Included in this plan are enhancements for North Shore Park. These improvements include a new recreation center, renovations to the community center and amphitheater, ballfields, playground equipment, landscaping and irrigation. The total recommended improvements are $2,401,846.00. The renovations to the community center and amphitheater are eligible costs to be funded by this grant source and, if approved, will contribute significantly to the North Shore Park project. CONCLUSION: The Administration recommends that the City Commission adopt the attached Resolution retroactively authorizing the submission of a grant application to the Florida Department of Environmental Protection, Division of Recreation and Parks, for the purpose of funding renovations to the community center and amphitheater at North Shore Park; authorizing a match of $100,000, as recommended in the approved $15 Million General Obligation Bond Program to renovate, and rebuild Parks and Recreation Facilities within the Park System in Miami Beach; and appropriating this grant, if approved and accepted by the City, in the work order for the North Shore Park General Obligation Bond Program Renovation Project.
