BACKGROUND:
The State of Florida allocates funding annually to the Florida Department of
Environmental Protection, Division of Recreation and Parks, for the purpose of
assisting local governmental entities to acquire or develop land for outdoor
recreation purposes. These funds are made available to eligible governmental
applicants through the Florida Recreation Development Assistance Program (FRDAP).
Examples of eligible projects include, but are not limited to, recreation
facilities, bicycle trails, fishing piers, and boardwalks.
In the past two years the State of Florida, under the Florida Recreation
Development Assistance Program (FRDAP), has funded two projects in the City of
Miami Beach. The first application funded $100,000 for the Boardwalk, and the
second funded $100,000 for improvements to Lummus Park.
The application for this particular grant was received by the Recreation, Culture
and Parks Department after the July 17, 1997, Commission meeting and was due back
to the State of Florida no later than August 31, 1997, therefore this after-the-

if approved, will contribute significantly to the North Shore Park project.

The Administration recommends that the City Commission adopt the attached
Resolution retroactively authorizing the submission of a grant application to the
Florida Department of Environmental Protection, Division of Recreation and
Parks, for the purpose of funding renovations to the community center and
