(the "Contractor")for Underwriter Services(Prequalification Pool),pursuant[o RFQ No.2017-163-WG("the Agreement"). On June 16,2025,the Contractor formally notified the City of its merger into TRB Capital Markets,LLC d/b/a Estrada Hinojosa,resulting in a proposed Assignment of the Agreement. Maintaining the existing Agreement under RFQ No. 2017-163-WG is essential for the Finance �epartment to continue supporting the City and its financial advisor with critical financiai processes,induding the development of financing plans,preparation of official statements,bond resolutions,pricing,marketinp„underwriting,and the sale of bonds to investors.These services are vital to the City's ability to execute timely and cost-effective bond transactions. Section 35,"Assignment"of the RFQ requires written approval from thc City Commission for any transfer of thc Agreement to another party. City staff reviewed all necessary documentation from the new company and confirmed that TRB Capital Markets,LLC d/b/a Estrada Hinojosa, met all original bid requirements.As a result,the City Commission approved the assignment at its meeting on September 3,2025. Following the City Commission's approval,and in accordance with Administrative Order 03.02 (64),the City Manager is authorized to sign the Consent of Assignment(see Attachment B),which formally transfers the Agreement from Estrada Hinojosa&Company,Inc.("Assignor") to TRB Capital Markets,LLC d/b/a Estrada Hinojosa("Assignee"�.
