SUBJECT: Sustainable Event Advice (SEA) Guide for Special Events
The purpose of this Letter to Commission is to announce the release of the newly developed
Sustainable Event Advice (SEA) Guide created by the Environment and Sustainability
Department. This resource aims to increase the sustainability of special events, offering a
framework for planning and executing environmentally
friendly events, ranging from smaller events to multi-day
festivals. These recommendations complement city
ordinances and additional Environment and Sustainability
requirements already outlined in the Special Event
Guidelines compiled by the Tourism and Culture
Department. The SEA Guide will be updated as needed. ,
The City of Miami Beach is committed to a clean and
healthy environment by addressing the challenges of
plastic pollution, promoting sustainability and preserving
our environmental resources. This guide aligns with the
goals of the city by encouraging the reduction, recycling,
and repurposing of materials, which in turn helps
decrease landfill waste, harmful emissions, and protect
delicate ecosystems like Biscayne Bay. In addition, it
promotes energy-efficient practices, responsible water

usage and the sourcing of local and sustainable products to minimize environmental impact. By
advocating for better transportation options that also reduce congestion and inclusive community
engagement, the guide further supports a holistic approach to sustainability.
The SEA Guide presents a wide range of event planning strategies that are relevant to a diverse
range of events of various sizes and formats, including:
•Early Leadership Planning: Stresses the importance of weaving sustainability into the
early stages of planning, ensuring that all stakeholders, staff, and vendors are on the same
page regarding the event's sustainability goals.
•Food and Beverage:Highlights the need to source sustainable food and beverage
options while minimizing waste.
•Decoration and Materials:Encourages and details ordinances and recommendations for
the use of reusable,recyclable,and sustainable materials for event decorations,aiming
to reduce dependence on single-use items and promote eco-friendly alternatives.
•Waste Reduction:Advocates for zero-waste initiatives,recycling,composting,and
appropriate disposal methods to lessen the event's waste footprint and litter.
•Transportation and Accommodation:Promotes the use of public transit,carpooling,
and eco-friendly lodging options for attendees,helping to lower the overall carbon footprint
of travel and reduce congestion.
To further sustainability in special events,the City of Miami Beach awarded Debris Free Oceans
(DFO)and Ascendance Sustainable Events (ASE)a grant of $17,000 through its 2024 Miami
Beach Rising Above Grant Program.This funding has helped to support eight (8)events or
venues by providing customized short-and long-term sustainability plans,along with education
on effective implementation.As a result of this program,the eight events and venues successfully
implemented 37 new initiatives across five critical areas:pollution prevention,nature preservation,
waste reduction,community engagement,and climate action.This accounts for an estimated
increase of 58%in sustainable initiatives across program events and venues.Additionally,this
project has provided City staff with data to help further tailor the advice in the SEA Guide to meet
specific event needs and replicate successful practices.ASE and DFO have also provided
collaborative feedback for the SEA Guide.
The SEA Guide is available online at https://www.miamibeachfl.gov/wp-
content/uploads/2025/11/SustainableEventGuidelines 11.6.25.pdf and shared directly with event
producers.The city is proud to offer this tool to enhance sustainability for events and venues.The
guide will be updated as needed to contain the most current information and meet the needs of
event producers.

Introduction
Thank you for Hosting Your Event in the City of Miami Beach
Miami Beach is a global tourist destination,with visitors
coming to enjoy beautiful beaches and unique architecture.
Nestled between Biscayne Bay,our aquatic preserve,and
the Atlantic Ocean,Miami Beach is also home to incredible
environmental resources that deserve protection,care and
the best in sustainability.
Special events,such as conferences,concerts and races,
present opportunities to highlight sustainability goals.These
events can demonstrate methods to gather and celebrate
while minimizing the impact on the community and
environment.Miami Beach has implemented ordinances,
education,and guidance for event producers and attendees.
Ordinances intentionally prohibit materials that contribute tor..
litter and harm waterways and endangered species.
Prohibited items for events include plastic straws and stirrers,
balloons,metallic plastic decorations and confetti,and
cigarettes.The Sea Turtle Ordinance aims to protect
endangered sea turtles nesting on beaches from lighting
disorientation.Fortunately,there are many alternatives.
The City of Miami Beach is proud of its plans and projects for sustainability and resilience.Ranging from
the Sea level Rise Adaptation Plan,the Stormwater Modeling and Master Plan,and the Urban Forestry
Master Plan,planning and action is comprehensive.Miami Beach's Resilience Code,including the Green
Building Ordinance,helps to guide future development.Additionally,innovative programs like Plastic Free
Miami Beach and Fight the Flood:Private Property Adaptation Program showcase our commitment to
creative solutions for lasting impact.Neighborhood and park projects like Sunset Harbour,Maurice Gibb
Park,and Brittany Bay feature innovative design like elevated roads and seawalls,living shorelines,and

This document provides a framework for event organizers
to plan and execute sustainable events that minimize
environmental impact.The guidelines and
recommendations presented here cover all event types,
ranging from small receptions to multi-day gatherings.
Planning a sustainable event doesn't necessarily have to be
more expensive.Many environmental initiatives can
reduce costs and uncover efficiencies if done right.
Sustainable events aim to minimize the negative impacts of
energy consumption,food and water usage,decorations,
transportation,and waste.The goal is to balance the triple
bottom line by maximizing the positive environmental,
economic,and social impacts.By being mindful of these
factors,any event can be planned and managed
sustainably.
Sustainable practices can help reduce energy and water
use,plastic pollution from single-use containers and items,
food and other waste,traffic congestion,elevated
greenhouse gas emissions,and ecosystem damage.We

City Permit Requirements &Guidelines
The City of Miami Beach supports and encourages sustainable practices at all events to foster community
sustainability and environmental stewardship.To achieve this goal,any event seeking a Special Event
Permit must follow the below guidelines.For more information and additional requirements,please visit

CR.O1.The use of any expanded polystyrene (commonly referred to as "Styrofoam"),glass
containers and plastic straw and stirrer materials are prohibited by City Code.
CR.O2.The applicant shall not vend or offer glass containers,plastic lids,plastic straws,
plastic beverage stirrers,plastic sandwich containers,packaged condiments,and/or
packaged seasonings.
CR.OJ.The applicant is encouraged to not use or provide any type of straws.If the use of
straws is requested,please use paper,bamboo,stainless steel or copper reusable straws or
other kinds of reusable materials.The use of plastic straws is prohibited by City Code.
CR.O4.No plastic bags should be distributed during special events.The applicant should use
paper or reusable bags (materials can vary,such as calico,cotton,recycled PET,hemp,jute
and others).
CR.O5.The applicant shall pursue the use of service material,including cups and napkins,
made of biodegradable or recycled material.All serving dishes/containers,food,beverages,
condiments necessary to include biodegradable tableware;plates,bowls,hot and cold cups,
flatware,wooden coffee stirrers,etc.,when reusable food ware or food services articles are
not feasible.
CR.O6.The applicant is encouraged to use unbleached,non-coated,recycled-content,paper
food service articles and other fiber-based food service articles as the most environmentally
preferable alternatives when the use of reusable food ware is not feasible.
CR.O7.The applicant shall consider greenhouse gas emissions when deploying generators for
power and use an alternative fuel or solar powered generator or equipment.
CR.O8.The applicant is encouraged to use composting toilets and low-flow toilets that
conserve water.
CR.O9.The applicant is encouraged to provide amenities for bicyclists by including any one of
the following:bike racks,bike valet services or a designated secure area for bicycle parking.

CR.10.The applicant shall promote carpooling,bicycling,walking and usage of public
transit,within their event broadcasts.
CR.11.The applicant shall clean up all zip ties and screws at the time of installation/clipping.
CR.12.The applicant is encourage to procure local food sources and vendors.
CR.13.The applicant is encouraged to procure food with biodegradable,recyclable and/or
minimum packaging.
CR.14.The applicant is encouraged to reduce the amount of packaging in general and use
either recycled packaging materials or packaging that does not contain packaging inks,dyes,
pigments,adhesives,stabilizers,and additives with levels of lead,cadmium,mercury or
hexavalent chromium in packaging inks,dyes,pigments,adhesives,stabilizers and additives
equal to or greater than 100 parts per million.
CR.15.The applicant shall not intentionally release or organize the release of any number of
balloons or sky lanterns.The release of these items into the atmosphere poses a danger and
nuisance to the environment,particularly to wildlife and marine animals.Balloon releases are
also prohibited per Florida Statute 379.233.Balloons are also prohibited at public marinas,
marine facilities,parks and beaches per Ordinance 2025-4755.
CR.16.Storm drains and connections to open bodies of water shall be protected if a special
event is discharging any material that may impact Biscayne Bay (glitter,disposable cups,
confetti,etc.).
CR.17.The applicant shall not use plastic and metallic decorations at city parks,public
marinas,marine facilities and along city beaches per Ordinance 2025-4774.
As part of the event's Sanitation Plan:
CR.18.The applicant shall submit a recycling/waste plan for review and approval.The waste plan
must address the following:number of receptacles,planned bins location (recycling and waste bins
should be paired),items to be recycled and outreach methods to reduce recycling contamination.
CR.19.Bin designs should meet the recommended designs for permanent bins within the
recycling assessment including:specialized lids clear and visible messaging on all recycling
bins.At a minimum,"cans and bottles"should be listed.
CR.20.Trash and recycling bins are required in areas where bottled or canned beverages are
served (i.e.bars or similar beverage stands).
CR.21.The applicant shall be responsible for removing all litter and shall be responsible for
removing all refuse and waste generated by their operation.All litter,refuse and waste shall
be removed from City property for proper disposal at their expense.The City shall charge for
the costs of special cleanup necessary should the applicant fail to reasonably perform.
Applicants applying tor an event on the beach will be required to secure sand sifting services to be performed before and alter load out.The
CiNy may provide sand silting services tor citysponsored events,at a cost determined by the CiNy.All other events will need to hire a private
vendor.Proof of sand sifting confirmation must be submitted to the Special Events Office at least two [Z)weeks prior to the event.

Beyond City Requirements
Early Leadership Planning
Planning early is essential for creating a sustainable event as it helps define and prioritize environmental,
social,and economic goals.Identify and secure resources,partnerships,and a budget to ensure success
in meeting sustainability goals.

EP.01.Establish clear sustainability objectives,such as reducing waste,conserving resources
and minimizing carbon emissions.Define measurable performance indicators to track
progress,identify areas for improvement and showcase commitment to sustainable practices.
EP.02.Make the event planning team and staff aware of City sustainability event requirements.
Confirm that they have a clear sustainability plan,strategy,and support staff in place to ensure
compliance.
EP.03.Choose a venue for the event that is outdoors,in a LEED-certified building,or in a venue
with sustainable features.Review additional resources at the end of this document.

EP.04.Include sustainability in evaluation criteria for selecting partners,contractors and vendors
and for reviewing performance after the event.Select contractors and vendors that commit to
sustainable practices.Reference the resources at the end of this document.
EP.05.Choose partners,contractors,vendors and presenters from the local community.
EP.06.Communicate sustainability objectives and requirements with suppliers and vendors.
EP.07.Identify if the event can provide volunteer opportunities.For example,providing
experience to local students or community organizations.
EP.08.Publicize and celebrate your commitments and efforts to create a sustainable event.
EP.09.Assess,reduce,and then offset your carbon emissions by allocating a portion of event
profits to an accredited carbon offset program.

Food &Beverage
Integrating sustainable practices into your event's food and beverage offerings can significantly
contribute to climate action.Please reference the City requirements for a list of allowed service ware.□□□□□□□□□□□□□□
FB.01.Offer food options that do not require utensils.
FB.02.Purchase in bulk whenever possible and avoid individually wrapped food,condiments
and cutlery to cut down on packaging.
FB.03.Use reusable dishware,cups and cutlery whenever possible.Communicate with
caterers and vendors that single-serve containers and single-use items are to be avoided.
FB.04.Provide beverage dispensers for attendees to refill reusable beverage containers.
FB.05.Promote attendees bringing their own bottle or cup.
FB.06.Implement a reusables return program with an incentive for event participants to return
the reusable item.
FB.07.Source food and utensils with paper-based,recyclable and/or minimal packaging.
FB.08.Use paper and other fiber-based food service articles that are unbleached,non-coated
and made of recycled content as the most environmentally preferable alternatives when the
use of reusable food ware is not feasible.
FB.09.Serve cold food options to reduce the energy needed to cook or heat.
FB.10.Increase vegetarian and vegan food items to reduce the event's carbon footprint.
Consider partnering with local restaurants,caterers and food trucks that provide vegan,
vegetarian and/or sustainable options.
FB.11.Procure local food in order to reduce greenhouse gas emissions from travel.Promoting
local food is a great way to support the local economy.
FB.12.Serve food buffet style and provide smaller plates to keep guests from taking more
food than they will eat.
FB.13.Choose food that is third-party certified such as Fair Trade,Certified Humane or Food
Alliance Certification.
FB.14.Provide animal products that are sustainably farmed,organic and cruelty-free.Avoid
red meat when possible.

Decorations &Materials
Sustainable decorating involves choosing environmentally friendly materials and practices when
designing and furnishing a space.By adopting sustainable decorating practices,you can create a
stylish and functional space while also minimizing your impact on the environment.

DM.01.Use LED or other energy-efficient lighting.
DM.02.Consider renting the decorations from a local business.
DM.03.Explore the use of generators that are solar-powered,battery-powered,or powered
by alternative fuels instead of gas-powered generators.
DM.04.Choose decorations that can be stored and reused for future events.
DM.05.Consider donating decorations and materials to local organizations or schools.
DM.06.Choose mindful floral decorations and consider buying seasonal arrangements from
local flower shops.Alternatively,use potted plants that can be replanted or reused.Consider
sourcing natural materials that would otherwise be discarded.

DM.08.Avoid using plastic balloons.Alternatives include paper ribbons or streamers,tissue
paper pompoms,plastic-free pinwheels or kites and reusable flags.Balloons are also
prohibited at public marinas,marine facilities,parks and beaches per Ordinance 2025-4755
and balloon releases are prohibited per Florida Statute 379.233.
DM.09.Be mindful with prizes and promotional items,and prioritize experiences over
physical objects.Consider using sustainably sourced promotional items or give digital swag
such as discount codes,e-tickets or online courses.
DM.10.Avoid using dates or branding on printed materials and plan to securely store for
reuse at future events as opposed to reprinting.Reuse existing signs,scrim,banners or other
decorations when possible.Recycle banners at the end of their life,if possible.
DM.11.Check with your recycling and compost partners to see what decor materials are
accepted.Avoid sending event decorations to the landfill,but if needed,always properly
dispose the waste.
Waste Reduction
Events generate a lot of waste,often ending up in landfills and contributing to environmental
degradation.Implementing proactive waste management systems at events can divert waste and
support a circular economy where resources are kept in use for as long as possible.

WR.01.Prioritize donating usable construction materials to local nonprofits or community
projects in need.Consider donating,repurposing,or recycling for all construction-related
materials generated from the event setup.Arrange with local construction recycling services to
ensure materials such as wood,metal,and plastic are properly processed.
WR.02.Partner with local food banks,shelters,or nonprofits for donation of leftover food.
Ensure that food donation complies with local health regulations and safety standards.
WR.O3.Provide training for all event staff and vendors to ensure they are up to date with
proper waste management practices.
WR.04.Provide clear,custom instructions and signage reflecting the recycling and/or
composting guidelines of your waste hauler.
WR.05.Work with a local organization to collect compostable material and provide bins for
disposing of all compostable material with appropriate signage.
WR.06.Reduce the amount of packaging in general and use either recycled packaging
materials when possible.
WR.07.Use reusable name tags and lanyards and provide a drop-off point for the items to
ensure proper retrieval for future reuse.Consider using stamps at event check in,or if
disposables are necessary,use paper wristbands that can be composted or recycled.
WR.O8.Reduce the impact of promotional flyers and handouts by opting for a larger digital
campaign and printing on recycled paper when necessary.
WR.09.Reduce litter sources by encouraging vendors,staff and attendees to take proactive
responsibility for their litter by properly disposing of it.Instruct cleaning crews to carefully
collect all litter,including smaller items like zip-ties,small construction materials,etc.
WR.10.Conduct waste audits before and after the event to identify major sources of waste
and opportunities for reduction in future events.

Transportation &Accommodations
Sustainable transportation encourages the use of multiple modes of transport,such as walking,biking,
and public transit,to create a more balanced and efficient urban mobility system.There are many
benefits to seeking transportation alternatives including increased cost savings on fuel and reduced
traffic,carbon emissions and air pollution.□□□

TA.01.Consider selecting a venue with sustainable elements such as proximity to public transit
and availability of electric vehicle charging stations or bike racks.
TA.02.Have event staff and volunteers carpool or rideshare to the event.
TA.03.Encourage alternative forms of transportation such as biking,walking and carpooling
through external communications.Consider adding an incentive programs like ticket discounts
or a free drink with proof of public transportation.
TA.04.Provide public transportation information to attendees and staff prior to the event such
as bus routes and times.Did you know that the City of Miami Beach has a free trolley service?

TA.05.Provide amenities for bicyclists by including any one of the following:bike racks,bike

Miami Beach Convention Center
The Miami Beach Convention Center (MBCC)stands as a
shining example of sustainability,having achieved significant
milestones in promoting eco-conscious practices.Notably,the
MBCC has earned valuable recognitions such as the LEED
Silver certification and the Foundations Certificate for
Sustainability and Social Impact from the Events Industry
Council,underscoring its unwavering commitment to
environmental responsibility.
The green building design incorporates innovative features
like exterior architectural "fins,"which not only provide sun-
shading to reduce heat inside the facility but also exemplify
the dedication to energy efficiency.Inside,reduced-flow water
fixtures and high-efficiency LED lighting in ballrooms and
meeting rooms conserve resources and minimize the
building's environmental footprint.Furthermore,the MBCC's
dedication to corporate social responsibility is evident through initiatives like the Conventions C.A.R.E
donation program,benefiting local non-profit organizations with leftover items from events.The MBCC
actively promotes recycling through single-stream and aluminum recycling programs and supports the City
of Miami Beach's plastic-free campaigns by replacing plastic water bottles with aluminum cans.
In terms of food waste reduction,the MBCC's exclusive food
and beverage provider ensures sustainable practices such as
composting organic waste and donating surplus food to local
charities.Through its collaboration with Compost for Life,the
MBCC has diverted over 500,000 pounds of food waste
within the last year,enriching local soil and supporting

Plastic comprises up to 80%of marine debris,and its dominance in the environment is
explained by its abundance and nearly endless lifecycle.Over 14 million metric tons of plastic
are found in our oceans every year,impacting our marine wildlife,fisheries and tourism,and
costing roughly $13 billion yearly,according to the United Nations.
#PlasticFreeMB aims to showcase businesses that have taken action to reduce plastics from
their establishment and to help organizations learn and implement best practices in the area of
environmental stewardship.The program has been designed with a cumulative 3-level system
in which participating businesses can choose the most suitable level for their current plastic
reduction practices.The more single-use plastic items a business eliminates,the higher the level
they can obtain.
