SUBJECT:Motion from the Animal Welfare Committee
The purpose of this Letter to Commission is to notify you of the motion made at the Animal Welfare
Committee meeting held on November 18,2025.
Motion:Add the following language to the CMB code:It shall be unlawful for any person to interfere with
trap-neuter-vaccination-return (TNVR) activities during,but not limited to the following:
I.Feeding Interference:providing food to community cats during a posted trapping period or
placing food in a manner the disrupts or undermines active trapping efforts.
II.Tampering Interference:Removing,damaging,or disturbing humane traps used for TNVR
activities,relocating,transporting,abandoning community cats managed under the TNVR
program or intended for TNVR services.
Ill.Harassment Interference:Threatening,intimidating,hindering,or otherwise obstructing
caretakers or volunteers engaged in lawful TNVR work.
The Animal Welfare Committee urges the Mayor and Commission to support the above request.
