L TC #524-2025 LETTER TO COMMISSION
TO: Honorable Mayor Steven Meiner and Members of the c·ty Commission
FROM: Eric Carpenter, City Manager U.,,.1.
DATE: December 12, 2025
SUBJECT: UPDATE #1: MARCH 2026 PLANNING
The Administration continues advancing planning efforts for Spring Break 2026. Building
on the continued success of previous years, the City is refining an approach that prioritizes public safety while fostering an environment that supports residents, stakeholders and the
business community throughout the month of March.
Pursuant to the direction outlined in the Spring Break 2026 Comprehensive Strategy and Action Plan, departments are meeting regularly to coordinate preparations. Operational improvements implemented over the last two years have contributed to reductions in disruptive behavior and enhanced conditions citywide. For 2026, the Administration will continue applying lessons learned to further support local businesses while maintaining a strong emphasis on public safety.
As part of this year's planning, staff is coordinating with organizers of fitness and wellness events anticipated for March 2026. These activations are under review to ensure alignment
with the City's broader goals for March programming and to complement ongoing wellness-focused initiatives.
Based on historical trends and academic calendars, the weekends of March 14-15 and
March 21-22 are expected to draw the highest influx of visitors. The City is reviewing
additional staffing needs, traffic management tools and operational measures for potential
deployment during these weekends and, when appropriate, across the broader month of March. The Miami Beach Police Department is actively engaged in planning and intends
to continue a high-visibility presence throughout the month. Staffing plans, deployment strategies and interagency coordination are being finalized.
The Office of Marketing & Communications, in close partnership with the Greater Miami Convention & Visitors Bureau and their agency of record, VML, is actively developing the March 2026 campaign. The upcoming campaign will emphasize the need for adhering to the rules while positioning the City as a premier health and wellness destination.
Additionally, the City will relaunch resident and visitor messaging through familiar channels
including digital platforms, informational webpages, business advisories and the "Take Care of Our City" campaign. Updated materials are being prepared to reflect this year's
operational priorities and expanded wellness-oriented programming.
The Administration remains committed to delivering a safe and well-managed March 2026.
Building on the positive outcomes of the past two years, the City is evaluating a range of
strategies designed to promote orderly activity, maintain essential services and support
an enhanced experience for residents and businesses. Planning efforts will continue to
evolve as coordination advances. The Administration will provide ongoing updates to
the Mayor and City Commission through Letters to Commission or, as appropriate, through
a City Commission agenda item should Commission action be required.
