Dopico, City Attorne y® DATE: December 18, 2025 SUBJECT: Court Victory in Arcadia Reyes v. State of Florida (City of Miami Beach) This purpose of this L TC is to inform you of the City's appellate victory in a challenge to certain City parking ordinances. The appellant, Arcadia Reyes, appearing on his own behalf (prose), appealed a decision by the Miami-Dade County Parking Violations Bureau after being cited and adjudged guilty for parking in a residential zone without the required permit. On appeal, the appellant claimed that the City's policies of requiring residential-parking permits in certain designated parking zones and its voluntary parking registration program for disabled persons allegedly "restricts access to residential zones for unregistered disabled visitors" in violation of state and federal law. The Circuit Court of the Eleventh Judicial Circuit - Appellate Division issued a per curiam opinion affirming the violation.
