HomeMy WebLinkAboutResolution 2025-34001RESOLUTION NO. 2025-34001 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING ADDITIONAL ENGINEERING AND CONSULTING SERVICES RELATED TO THE SANITARY SEWER PUMP STATION NO. 29 REHABILITATION RESILIENCY IMPROVEMENT PROJECT, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2022- 122-ND FOR ENGINEERING SERVICES FOR WATER AND WASTEWATER SYSTEM PROJECTS BETWEEN THE CITY AND CHA CONSULTING, INC. (FORMERLY KNOWN AS A&P CONSULTING TRANSPORTATION ENGINEERS CORP.); AND FURTHER, AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 1 FOR THE PROVISION OF SAID ADDITIONAL SERVICES, INCLUDING COMPLETION OF YARD PIPING DESIGN FOR SEWER PUMP STATION NO. 29, LOCATED AT THE NORTH WEST CORNER OF THE INTERSECTION BETWEEN INDIAN CREEK DRIVE AND WEST 63RD STREET, AND THE REPLACEMENT OF AGING INFRASTRUCTURE, DESIGNED IN A MANNER COMPATIBLE WITH A FUTURE PARALLEL SEWER FORCE MAIN PROJECT, SUCH THAT EITHER PROJECT CAN BE CONSTRUCTED FIRST, IN THE NOT TO EXCEED AMOUNT OF $17,811.10, INCREASING THE TOTAL PROJECT COST FROM $568,475.51 TO $586,286.61. WHEREAS, on June 22, 2022, the Mayor and City Commission authorized the Administration to enter into negotiations with Hazen and Sawyer, P.C. ("Hazen') and A&P Consulting Transportation Engineers Corp. ("A&P") pursuant to Request for Proposals (RFQ) No. 2022-122-ND for Engineering Services for Water and Wastewater Projects; and WHEREAS, on February 8, 2023, the City and A&P entered into an agreement (the "Agreement") having an initial term of three (3) years, with two (2) one-year renewal terms; and WHEREAS, on April 28, 2023, the City Commission approved a request for approval of routine renewals, service orders, change orders, or contract amendments for City -awarded contracts, including the assignment of the Agreement from A&P to CHA Consulting, Inc. ("CHA'), following acquisition of A&P by CHA in February 2021, thereby assigning the rights, titles, interests, and obligations ofA&P pursuant to the Agreement to CHA; and WHEREAS, the service order for Change Order No. 1 entails the design services necessary for compatibility between the designed rehabilitation and resiliency upgrades of Sanitary Sewer Pump Station No. 29 ("SSPS 29"), including the rehabilitation of the pipes and valves in the yard area of SSPS 29, with a future force main project connecting to the station; and WHEREAS, the SSPS 29 Rehabilitation and Resiliency Improvement Project (the "Project") is considered a priority wastewater project for North Beach and the satellite cities; and WHEREAS, the Project seeks to rehabilitate the critical sewer station by replacing mechanical, electrical and structural components that are the end of their useful life; and WHEREAS, improvements to SSPS 29 were among the recommendations in the City of Miami Beach Sewer System Master Plan; and WHEREAS, the original design scope of work for the rehabilitation of SSPS 29 was limited to the above -mentioned components, however, upon further review it has been determined that it is in the City's best interest to incorporate the yard piping in the immediate vicinity of SSPS 29 to the scope; and WHEREAS, the proposed yard piping will connect to a new force main on the discharge end of SSPS 29, designed under a separate service order; and WHEREAS, this will ensure that no old infrastructure remains in place between the rehabilitated SSPS 29 and the new discharge force main, avoiding potential weak points within the sewer system; and WHEREAS, the additional scope of work includes all required design, permits and development of construction specifications for the yard piping; and WHEREAS, this pump station is one of the largest in the City and is responsible for boosting sewer flows from all north beach, including satellite cities, to the south for further conveyance to Miami -Dade County's Central District Wastewater Treatment Plant; and WHEREAS, CHA provided a proposal, attached to the City Commission Memorandum accompanying this Resolution, to conduct data gathering, preparation of design drawings, development of specifications, permitting, and post -design support services to be completed under Agreement 2022-122-ND for Engineering Services for Water and Wastewater System Projects; and WHEREAS, once completed, the Project will ensure reliable service to northern portions of the City and to satellite cities; and WHEREAS, accordingly, the Administration recommends that the Mayor and City Commission authorize Change Order No. 1, providing for the completion of yard piping design and the replacement of aging infrastructure for SSPS 29 by CHA, in the not to exceed amount of $17,811.10, increasing the total Project cost from $568,475.51 to $686,286.61. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby, approve additional engineering and consulting services related to the Sanitary Sewer Pump Station No. 29 Rehabilitation Resiliency Improvement Project, pursuant to Request for Qualifications (RFQ) 2022-122-ND for Engineering Services for Water and Wastewater System Projects between the City and CHA Consulting, Inc. (formerly known as A&P Consulting Transportation Engineers Corp.); and further, authorize the City Manager to execute Change Order No. 1 for the provision of said additional services, including completion of yard piping design for Sewer Pump Station No. 29, located attire north west comer of the intersection between Indian Creek Drive and West 63" Street, and the replacement of aging infrastructure, designed in a manner compatible with a future parallel sewer force main project, such that either project can be constructed first, in the not -to -exceed amount of $17,811.10, increasing the total project cost from $568,475.51 to $586,286.61. RECOMMENDATION The Administration recommends approving the Resolution On June 22, 2022, the Mayor and City Commission (City Commission) authorized the Administration to enter into negotiations with Hazen and Sawyer, P.C. (Hazen), the top -ranked proposer and A&P Consulting Transportation Engineers, Corp. (A&P), for Engineering Services for Water and Wastewater Projects (RFQ) No. 2022-122-ND. On February 8, 2023, the City and A&P entered into an engineering Agreement having an initial term of three (3) years, with two (2) one-year renewal terms. On April 28, 2023, the City Commission approved a request for routine renewals, task orders, change orders, or contract amendments for City -awarded contracts, including the assignment of the agreement from A&P to CHA Consulting Inc. (CHA), which had acquired A&P in February 2021. This assignment transferred all rights, titles, interests, and obligations of the agreement from A&P to CHA. On July 26, 2023, the City Commission approved the Sanitary Sewer Pump Station No. 29 Rehabilitation Resiliency Improvement Project, Pursuant to the Agreement RFQ 2022-122-ND via Resolution No. 2023-32698. The Service Order for Change Order No. 1 entails the design services necessary for compatibility between the designed rehabilitation and resiliency upgrades of Sanitary Sewer Pump Station No. 1678 of 3458 29 (SSPS 29). located Northwest of the intersection between Indian Creek Drive and West 63rd Street, with a future force main project connecting to the station. This refers to rehabilitating the pipes and valves in the yard area of SSPS 29. ANALYSIS The SSPS 29 Rehabilitation and Resiliency Improvement Project is considered a priority wastewater project for North Beach and the Satellite Cities. The Administration, pursuant to RFQ 2022-122-ND for Engineering Services for Water and Wastewater System Projects between the City and CHA, requests that the Mayor and City Commission authorize Change Order No. 1, to complete the yard piping design for SSPS 29; and the replacement of aging infrastructure, in the not to exceed amount of $17,811.10, increasing the total project cost from $568,475.51 to $586,286.61, work to be performed by CHA. Public Works has reviewed the scope of work provided by CHA and finds it fair and reasonable. Once completed the project will ensure reliable service to northern portions of the City and to Satellite Cities. FISCAL IMPACT STATEMENT The current total project budget for design services is $568,478.51. The additional project cost is $17,811.10, increasing the total project budget cost for design services to $586,286.61. This proposal is based on the meeting held on 12/9/24 and several discussions held with the City's Engineering and Operations staff. During the planning of the 30" parallel force main replacement project, it was determined that it would be in the City's best interest for all the yard piping of PS 29 to be replaced so as to not have a section of aged pipe within an otherwise new system. Additionally, the yard piping at PS 29 will be designed to be compatible with the new alignment, regardless of what project is constructed first. We trust this proposal meets with your satisfaction.
