A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, PURSUANT TO SECTION 82-411 OF THE CODE OF ORDINANCES OF THE CITY OF MIAMI BEACH, TWO APPLICATIONS SUBMITTED BY THE ORANGE BOWL HOST COMMITTEE TO INSTALL LIGHT POLE BANNERS ALONG PUBLIC RIGHTS -OF -WAY FOR THE CAPITAL ONE ORANGE BOWL PLAYOFF QUARTERFINAL GAME TAKING PLACE ON JANUARY 1, 2026, AND THE CAPITAL ONE ORANGE BOWL COLLEGE FOOTBALL PLAYOFF NATIONAL CHAMPIONSHIP GAME TAKING PLACE ON JANUARY 19, 2026, BOTH AT THE HARD ROCK STADIUM, LOCATED IN THE CITY OF MIAMI GARDENS, FLORIDA. WHEREAS, the Orange Bowl Host Committee ("Host Committee" or "Applicant") was created in 1935 with the mission of generating tourism for South Florida through an annual football game and supporting events; and WHEREAS, the Capital One Orange Bowl Playoff Quarterfinal Game (the "Quarterfinal Game") is taking place on January 1, 2026, and the College Football Playoff National Championship Game (the "Championship Game") is taking place on January 19, 2026, both at the Hard Rock Stadium, located in the City of Miami Gardens, Florida; and WHEREAS, in 2025, the Championship Game attracted 77,000 attendees in Atlanta, a slight increase from 72,000 in 2024 in Houston, and the Host Committee would like to foster similar fan turnout in 2026; and WHEREAS, although the Quarterfinal Game and Championship Game are scheduled to take place in a different municipality, it is expected that many attendees will stay in City of Miami Beach ("City") hotels and patronize the businesses within the City; and WHEREAS, the Host Committee will produce activations in the City associated with the Quarterfinal Game, including its annual AvMed Orange Bowl Beach Run on December 14, 2025, and a possible activation on Ocean Drive featuring the marching bands of the two competing schools on New Year's Eve; and WHEREAS, the Host Committee is scheduled to host two (2) concerts on the Lummus Park Beachfront on January 17-18, 2026, as well as a Fan Fast inside the Miami Beach Convention Center, associated with the Championship Game; and WHEREAS, the Host Committee has submitted two light pole banner applications for approval to install banners throughout the City to promote both the Semifinal Game and Championship Game; and WHEREAS, pursuant to Chapter 82 of the City Code, Article ll, Section 82-411 thereof, entitled "Prohibited signs generally; exemptions; banners; removal," because the events are taking place outside of the City, the City Commission is required to review and approve a request to install banners affixed to light poles or similar structures on public rights -of -way; and WHEREAS, Applicant will require the approval of the Florida Department of Transportation to install banners affixed to light poles located along any state right-of-way; and WHEREAS, pursuant to that certain application dated October 20, 2025, attached hereto and incorporated by reference ("Application 1"), the Host Committee is requesting installation of 88 banners from December 9, 2025, to January 2, 2026, for the Quarterfinal Game in the following locations through the City of Miami Beach: • Al (McArthur Causeway) from Fountain to Terminal Isle — 10 banners • 5th Street from Alton Road to Ocean Drive — 4 banners • Washington Avenue from South Point Drive to 5th Street — 10 banners • 17th Street from Collins Avenue to Alton Road (westbound) — 6 banners • Alton Road from Chase Avenue to Dade Boulevard — 10 banners • Collins Avenue from 5th Street to 23rd Street — 10 banners • Collins Avenue between 23rd to 41 st Street —10 banners • Collins Avenue from 41 st Street to 44th Street-10 banners • Collins Avenue from 44th Street to 47th Street —10 banners • On Lincoln Road from Collins Avenue to Washington Avenue — 4 banners • On Meridian Avenue from 16th Street to Lincoln Road North — 4 banners; and WHEREAS, pursuant to that certain application dated November 25, 2025, attached hereto and incorporated by reference ("Application 2"), the Host Committee is requesting installation of 220 banners from January 5, 2026, to January 20, 2026, for the Championship Game in the following locations in the City of Miami Beach: • A1A (McArthur Causeway) from Fountain to Terminal Isle — 20 banners • 5th Street from Alton Road to Ocean Drive — 10 banners • Washington Ave from South Point Drive to 5th Street — 10 banners • 17th Street from Collins Ave to Alton Road (South side of street) — 12 banners • Alton Road from Chase Ave to Dade Boulevard — 10 banners • 41 st Street from Alton Road to Pine Tree Drive — 10 banners • Collins from 5th Street to 23rd Street— 20 banners • Collins between 23rd Street to 41 st Street-20 banners • Collins from 41 st Street to 44th Street — 20 banners • Collins Ave from 44th Street to 47th Street — 10 banners • Collins from 60th Street to 82nd Street — 20 banners • Normandy Drive between Drive and Biarritz —10 banners • 71st Street between Biarritz and Collins Avenue — 20 banners • On Lincoln Road from Collins Avenue to Washington Avenue — 4 banners • On Meridian Avenue from 16th Street to Lincoln Road North — 4 banners • Ocean Drive between 5th to 15th Street-20 banners; and WHEREAS, Application 2 was submitted with placeholder images for the two competing schools, as the remaining playoff games must be completed before determining which teams will compete in the Championship Game. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve that certain application dated October 20, 2025, attached hereto and incorporated by reference as Exhibit 1 ("Application 1"), and that certain application dated November 25, 2025, attached hereto and incorporated by reference as Exhibit 2 ("Application 2"), submitted by the Orange Bowl Host Committee (the "Host Committee" or the "Applicant") to install light pole banners along public rights -of -way for the Capital One Orange Bowl Playoff Quarterfinal Game taking place on January 1, 2026, and the College Football Playoff National Championship Game taking place on January 19, 2026, with both events taking place at the Hard Rock Stadium, located in the City of Miami Gardens, Florida. The Administration recommends the Mayor and City Commission adopt the Resolution to approve the light pole banner applications submitted by the Orange Bowl Host Committee for the Capital One Orange Bowl Playoff Semifinal game and the College Football Playoff National Championship Game. The Orange Bowl Host Committee ('Host Committee') was created in 1935 with the mission of generating tourism for South Florida through an annual football game and supporting events. The Host Committee, as in previous years, has submitted a light pole banner application for approval to install 88 banners throughout the City of Miami Beach to promote the Capital One Orange Bowl Playoff Semifinal Game taking place on January 1, 2026, at the Hard Rock Stadium, located in the City of Miami Gardens, Florida. Simultaneously, the Host Committee has also submitted a light pole banner application for approval to install 220 banners to promote the College Football Playoff National Championship Game taking place on January 19, 2026. also at the Hard Rock Stadium. The City Code provides parameters for the installation of banners for both events taking place in Miami Beach, and outside City boundaries. According to City Code Sec. 82-411. - Prohibited signs generally; exemptions; banners; removal - light pole banners affixed to light poles or other similar structures on the public right-of-way shall be subject to the following regulations: (1) The right to install, as well as the number, location and method of installation of banners shall be subject to the design review process and approved by the city manager, or his/her designee for special events taking place in the city, and by the city commission for special events held outside of the city. In considering whether to approve light pole banners for events held outside of the city, the city commission may, among other factors, consider whether the municipality or other governmental entity hosting that special event would reciprocate such action within its own jurisdiction for special events taking place in the city. Considering the event is taking place outside of the city, the City Commission is requested to review and approve the application. Additionally, since some of the locations are on state roads, the applicant will require approval by the Florida Department of Transportation. 1909 of 3458 ANALYSIS Capital One Orange Bowl Playoff Quarter Final The Capital One Orange Bowl is scheduled to take place at the Hard Rock Stadium in Miami Gardens on January 1, 2026.
