A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, RELATING TO THE 2026 WINTER PARTY
FESTIVAL (THE "FESTIVAL"), TAKING PLACE IN THE CITY FROM
FEBRUARY 25 THROUGH MARCH 3, 2026; WAIVING VEHICLE BEACH
ACCESS FEES, SPECIAL EVENT APPLICATION AND PERMIT FEES AND
SQUARE FOOTAGE FEES IN AN AMOUNT NOT TO EXCEED $36,564;
APPROVING THE ISSUANCE OF FORTY (40) PARKING PASSES FOR
EVENT VOLUNTEERS; AND APPROVING, PURSUANT TO SECTION 6-
3(A)(6) OF THE CITY CODE, THE EXTENSION OF ALCOHOLIC BEVERAGE
SERVICE HOURS FROM 5:00 A.M. TO 7:00 A.M. ON FEBRUARY 27,
FEBRUARY 28, AND MARCH 1, 2026, FOR ESTABLISHMENTS WITH A 5:00
A.M. LIQUOR LICENSE THAT ARE HOSTING EVENTS SPONSORED BY THE
FESTIVAL, ARE LOCATED WITHIN THE CITY, AND COMPLY WITH ALL
REQUIREMENTS SET FORTH IN SECTION 6-3(A)(6) OF THE CITY CODE.
WHEREAS, the National Gay and Lesbian Task Force, a Florida not -for -profit
corporation, will celebrate its 33rd anniversary season by presenting the 2026 Winter Party
Festival throughout the City of Miami Beach from February 25 through March 3, 2026; and
WHEREAS, the Festival is expected to attract more than 10,000 visitors from around the
world, continuing to position Miami Beach as a premier LGBTQ travel destination; and
WHEREAS, the Festival has experienced significant growth over the past 25 years and
remains a cornerstone of the City's cultural and tourism calendar; and
WHEREAS, the City Administration recommends, and the Mayor and City Commission
support, the waiver of special event fees for the 2026 Winter Party Festival, including $2,020 in
vehicle beach access fees, $33,548 in square footage fees, a $333 application fee, and a $663
permit fee, totaling an amount not to exceed $36,564; and
WHEREAS, the Festival's main event will be held at its traditional location on the
Lummus Park beachfront between 12th and 13th Streets; and
WHEREAS, festivities associated with the Festival often extend into the early morning
hours; and
WHEREAS, to accommodate such events, Section 6-3(a)(6) of the City Code authorizes
the extension of alcoholic beverage service hours from 5:00 a.m. to 7:00 a.m. during designated
major event periods, for establishments with a 5:00 a.m. liquor license, subject to compliance
with all applicable conditions; and
WHEREAS, the City's Major Events Plan and Special Event Guidelines designate the
Winter Party Festival as a "major event period," making it eligible for such extended service
hours; and
WHEREAS, the extension of alcoholic beverage service hours shall apply only to
Festival -sponsored events held within the City on February 27, February 28, and March 1, 2026;
and
WHEREAS, the Festival organizers have also requested the issuance of forty (40)
parking passes for event volunteers; and
WHEREAS, the Mayor and City Commission have consistently supported major cultural
events through similar resolutions in prior years.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the Administration to take the following actions with regard to the
2026 Winter Party Festival (the "Event") taking place in the City of Miami Beach from February
25 through March 4, 2026: (1) waive vehicle beach access fees, special event application and
permit fees and square footage associated with the Winter Party Festival in an amount not to
exceed $36,564; (2) approve the issuance of forty (40) parking passes for Event volunteers; and
(3) approve, pursuant to Section 6-3(a)(6) of the City Code, the extension of alcoholic beverage
service hours from 5:00 a.m. to 7:00 a.m. on February 27, February 28 and March 1, 2026, for
establishments with a 5:00 a.m. liquor license that are hosting events sponsored by the
producers of the festival, are located within the City of Miami Beach, and fully comply with all
requirements set forth in Section 6-3(a)(6) of the City Code.
