A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, EXPRESSING THE CITY'S
APPRECIATION TO FLORIDA GOVERNOR RON DESANTIS AND THE
FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION
("FDEP") FOR THE AWARD OF GRANT FUNDING IN THE AMOUNT
OF $426,750 TO THE CITY OF MIAMI BEACH FOR THE PARK VIEW
ISLAND WATER QUALITY IMPROVEMENT PROJECT, AS PART OF
$20 MILLION IN GRANTS AWARDED FOR THE FISCAL YEAR 2025-26
BISCAYNE BAY WATER QUALITY IMPROVEMENT GRANT
PROGRAM.
WHEREAS, Biscayne Bay is a critical and irreplaceable component of the environment,
culture, and economy of the City of Miami Beach (the "City"), Miami -Dade County (the "County"),
and the State of Florida; and
WHEREAS, several events in recent years, including but not limited to seagrass die -offs,
fish kills, and coral bleaching, have indicated that Biscayne Bays health is in a precarious state
and that urgent action must be taken to protect Biscayne Bay; and
WHEREAS, the Park View Canal, a critical waterway within the North Beach area of the
City that ultimately discharges into Biscayne Bay, has historically suffered from poor water quality
due to untreated stormwater runoff entering through multiple outfalls; and
WHEREAS, the City has consistently taken action to protect Park View Canal, other
waterways in Miami Beach, and Biscayne Bay; and
WHEREAS, Governor DeSantis and the Florida Legislature have undertaken efforts to
protect Biscayne Bay by, among other things, establishing the Biscayne Bay Commission and
appropriating funding for protection efforts through the Florida Department of Environmental
Protection's ("FDEP") Biscayne Bay Water Quality Improvement Grant Program; and
WHEREAS, the Water Quality Improvement Grant Program, which was established by
the Florida Legislature and codified at Section 403.0673, Florida Statutes (the "Grant Program"),
is administered by FDEP to address wastewater, stormwater, and agricultural sources of nutrient
loading to surface water or groundwater, and
WHEREAS, on December 9, 2025, Governor Ron DeSantis and FDEP announced the
award of $20 million for Biscayne Bay Water Quality Improvement Grant Program projects for
Fiscal Year 2025-2026, including $426,750 to the City to support the Park View Island Water
Quality Improvement Project (the "Project"); and
WHEREAS, the Project will fund the procurement, installation, and initial inspection of
seven advanced stormwater treatment systems at or near stormwater outfalls impacting the Park
View Canal, along with associated site preparation and integration into the City's existing
stormwater network; and
WHEREAS, these systems are designed to intercept and treat stormwater runoff before it
enters the canal by using hydrodynamic vortex separation to capture and retain sediments,
floatable debris, and sediment -bound pollutants such as nutrients, hydrocarbons, and bacteria;
and
WHEREAS, by isolating pollution storage zones and preventing washout during high -flow
events, the systems will ensure consistent pollutant removal across a wide range of storm
conditions.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA hereby express the City's
appreciation to Florida Governor Ron DeSantis and the Florida Department of Environmental
Protection ("FDEP") for the award of grant funding in the amount of $426,750 to the City of Miami
Beach for the Park View Island Water Quality Improvement Project, as part of $20 million in grants
awarded for the Fiscal Year 2025-26 Biscayne Bay Water Quality Improvement Grant Program
