A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER, PURSUANT TO INVITATION TO BID (ITB) 2026-112-JP, TO
ESTABLISH AND MAINTAIN A POOL OF PREQUALIFIED CONTRACTORS
FOR ARTWORK CONSERVATION SERVICES, APPROVING THE
FOLLOWING PREQUALIFIED CONTRACTORS: DAEDALUS, INC., RLA
CONSERVATION, LLC, AND VAS ART PRODUCTIONS LLC; AUTHORIZING
THE CITY MANAGER TO KEEP THE ITB OPEN FOR THE PURPOSE OF
PREQUALIFYING ADDITIONAL CONTRACTORS; AND DELEGATING TO THE
CITY MANAGER THE AUTHORITY TO ADD CONTRACTORS TO THE POOL,
PROVIDED SUCH CONTRACTORS MEET THE REQUIREMENTS OF THE ITB,
AND TO REMOVE CONTRACTORS FROM THE POOL, AS DEEMED
APPROPRIATE; PROVIDED, HOWEVER, THAT ANY PURCHASE IN EXCESS
OF $100,000 SHALL BE SUBJECT TO THE PRIOR APPROVAL OF THE CITY
COMMISSION.
WHEREAS, the City of Miami Beach Tourism and Culture Department oversees the Art
in Public Places (AIPP) program, which manages a diverse collection of artworks displayed and
installed throughout public spaces, including parks, civic buildings, and waterfront areas; and
WHEREAS, these artworks represent significant cultural, historical, and aesthetic value
to residents and visitors, reflecting Miami Beach's identity as a global arts destination; and
WHEREAS, the City is seeking artists, artisans, fabricators, specialty contractors, art
installers, creative trades specialists, cultural fabrication vendors, technical artists, art production
technicians, or tradesmen with experience in the restoration, conservation, preservation,
maintenance, and repair of artwork, including metalwork, welding, application of paint, coatings
or protective materials, mosaic components, and concrete or cementitious materials work; and
WHEREAS, conservation projects may include, but are not limited to, the restoration,
conservation, preservation, treatment, and maintenance of sculptures (freestanding or
integrated), murals (painted or applied), mosaics (tile, glass, or stone), sound or mixed -media
installations (including non-traditional or site -specific works), architectural art elements, historic
plaques or commemorative markers, functional art (artist -designed benches, railings, or bike
racks), textile or fabric -based works (banners, flags, or fiber art displayed), environmental or
landscape integrated art; and
WHEREAS, additional specifications and instructions shall be provided in each individual
project's quote request, which includes insurance requirements; and
WHEREAS, exposure to subtropical environmental conditions —such as high humidity,
salt air, UV radiation, and hurricane events —creates an ongoing need for professional
conservation and preservation; and
WHEREAS, the purpose of this solicitation is to secure a network of qualified artists,
artisans, fabricators, specialty contractors, art installers, creative trades specialists, cultural
fabrication vendors, technical artists, art production technicians, or tradesmen to provide artwork
conservation services to ensure the long-term care, safety, and integrity of the City's public art
collection; and
WHEREAS, this initiative supports the City's commitment to cultural stewardship, public
engagement, and resiliency by maintaining artworks that contribute to civic identity, tourism, and
community pride; and
WHEREAS, Invitation to Bid No. 2026-112-JP (the "ITB") was issued on November 26,
2025; and
WHEREAS, the Procurement Department issued bid notices to companies through email
and the e-procurement system, with 41 prospective bidders accessing the advertised solicitation;
and
WHEREAS, responses were due and received on December 5, 2025; and
WHEREAS, the City received applications from the following five (5) contractors: Artcare
Exec Mia, LLC, Daedalus, Inc., Picture Perfect Art & Frames, Inc., RLA Conservation, LLC, and
Vas Art Productions LLC; and
WHEREAS, Artcare Exec Mia, LLC and Picture Perfect Art & Frames, Inc. failed to
produce evidence of meeting the minimum requirements of this solicitation, therefore, the
applications cannot be considered for award with the initial pool of contractors; and
WHEREAS, Artcare Exec Mia, LLC and Picture Perfect Art & Frames, Inc. were advised
that they may resubmit their applications at a later date to be considered in a subsequent addition
of contractors to the pool; and
WHEREAS, the ITB stated that following the review of applications, the responsive and
responsible bidder(s) meeting all the terms and conditions of this ITB would be recommended for
award; and
WHEREAS, the ITB stipulated a contract term of five (5) years; and
WHEREAS, in its due diligence, the Procurement Department and Tourism and Culture
Department found that the following three (3) contractors are responsive, responsible bidders
meeting all terms and conditions of the ITS and are recommended for the prequalification award:
Daedalus, Inc., RLA Conservation, LLC, and Vas Art Productions LLC; and
WHEREAS, the City Manager recommends that the Mayor and City Commission of the
City of Miami Beach, Florida (i) establish and maintain a pool of prequalified contractors for
artwork conservation services, (ii) approve the following prequalified contractors: Daedalus, Inc.,
RLA Conservation, LLC, and Vas Art Productions LLC, (iii) authorize the City Manager to keep
the ITB open for the purpose of prequalifying additional contractors, and (iv) delegate to the City
Manager the authority to add contractors to the pool, provided such contractors meet the
requirements of the ITB, and to remove contractors from the pool as deemed appropriate; and
WHEREAS, any purchase in excess of $100,000 shall be subject to the prior approval of
the City Commission.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Invitation to Bid
(ITB) 2026-112-JP, to establish and maintain a pool of prequalified contractors for artwork
conservation services; approve the following prequalified contractors: Daedalus, Inc., RLA
Conservation, LLC, And Vas Art Productions LLC; authorize the City Manager to keep the ITB
open for the purpose of prequalifying additional contractors; and delegate to the City Manager the
authority to add contractors to the pool, provided such contractors meet the requirements of the
ITB, and to remove contractors from the pool, as deemed appropriate; provided, however, that
any purchase in excess of $100,000 shall be subject to the prior approval of the City Commission.

The City Administration ("Administration") recommends that the Mayor and City Commission
("City Commission") approve the Resolution.
This solicitation is currently under the cone of silence.
The City of Miami Beach Tourism and Culture Department oversees the Art in Public Places
(AiPP) program, which manages a diverse collection of artworks displayed and installed
throughout public spaces, including parks, civic buildings, and waterfront areas. These artworks
represent significant cultural, historical, and aesthetic value to residents and visitors, reflecting
Miami Beach's identity as a global arts destination.
The City is seeking artists, artisans, fabricators, specialty contractors, art installers, creative
trades specialists, cultural fabrication vendors, technical artists, art production technicians, or
tradesmen with experience in the restoration, conservation, preservation, maintenance, and
repair of artwork, including metalwork, welding, application of paint, coatings or protective
materials, mosaic components, and concrete or cementitious materials work. Conservation
projects may include, but are not limited to, the restoration, conservation, preservation, treatment,
and maintenance of:
• Sculptures (freestanding or integrated)
• Murals (painted or applied)
• Mosaics (tile, glass, or stone)
• Sound or Mixed -media installations (including non-traditional or site -specific works)
• Architectural Art Elements

Therefore, the Administration developed Invitation to Bid (ITB) 2026-112JP for Artwork
Conservation Services. The purpose of this ITB is to establish a contract by means of sealed
applications, with qualified contractors for the establishment of a prequalified pool of contractors
for artwork conservation services. The prequalified pool established shall effectively create a
source of viable contracts from which the City may issue Invitation to Quotes ("ITQs") for various
artwork conservation services during the term of the contract.
Further, at any time, the City, through the approval of the City Manager, may accept applications
and add additional or remove contractors from the list of prequalified contractors during the term
of the contract.
ANALYSIS
Based on the foregoing, on November 26, 2025, the Procurement Department issued Invitation
to Bid 2026-112-jJP for Artwork Conservation Services. The Procurement Department issued bid
notices to companies through email and the e-procurement system, with 41 prospective bidders
accessing the advertised solicitation. Responses were due and received on December 05, 2025.
The City received applications from the following five (5) contractors: Artcare Exec Mia, LLC,
Daedalus, Inc., Picture Perfect Art & Frames, Inc., RLA Conservation, LLC, and Vas Art
Productions, LLC.
The following have failed to produce evidence of meeting the minimum requirements of this
solicitation. Therefore, the applications cannot be considered for the award with the initial pool of
contractors, however, the contractors were advised that they may resubmit their applications at a
later date to be considered in a subsequent addition of contractors to the pool.
• Artcare Exec Mia, LLC
• Picture Perfect Art & Frames, Inc.
The ITB stated that following the review of applications, the responsive and responsible bidder(s)
meeting all the terms and conditions of this ITB would be recommended for award. The ITB
stipulated a contract tern of five (5) years.
In its due diligence, the Procurement and Tourism and Culture Department found that the
following three (3) contractors are responsive, responsible bidders meeting all terms and
conditions of the ITS and are recommended for the prequalification award:

As mentioned above, it is important to note that this prequalification pool will remain open. During
this time, the City, with the approval of the City Manager, may continue to accept applications and
add additional or remove contractors from the list of prequalified contractors during the term of
the contract, five (5) years.
Below is a brief description of the three (3) contractors recommended for award:
Daedalus, Inc. ('Daedalus") is a Boston based firm specializing in the conservation aad
restoration of sculpture, monuments, architectural ornament, modem art, decorative objects,
historic fountains, and museum collections. The company was founded in 1989 and serves a wide
range of clients including museums, municipalities, private collectors, and government agencies
across the United Stales. The Daedalus team brings together skilled conservators, technicians,
and project managers who approach each project with a blend of technical expertise and cultural
sensitivity. Daedalus has provided services to the City of Boston, the U.S. Capitol, and the Miami -
Dade County Library, all of which have provided positive feedback.
RLA Conservation, LLC ('RLA") is a professional art conservation firth with studios in Los Angeles
and Miami, offering specialized services in the conservation of sculpture, historic architecture,
public art, and cultural artifacts. The firm operates both in -studio and on -site across the United
States, Latin America, Canada, and the Caribbean. Founded by Rosa Lowinger, a seasoned
conservator with over 30 years of experience, RLA is a woman -founded and led company that
emphasizes collaboration, technical excellence, and cultural sensitivity. RLA is an incumbent
providing artwork conservation services to the City, and the City has been satisfied with its work
and offered positive feedback.
Vas Art Productions, LLC (VAS Art) is a fine art studio specializing in the preservation, restoration,
and creation of mosaic artworks. With over 25 years of experience, the studio is led by a master
in Byzantine mosaic art and is dedicated to maintaining the integrity of traditional techniques while
adapting them to meet contemporary artistic and conservation needs. The company offers a
range of services, including the conservation of historic mosaics, custom mosaic fabrication, and
the installation of large-scale public and private art projects. VAS Art Productions is known for its
meticulous craftsmanship, cultural sensitivity, and commitment to preserving artistic heritage
through hands-on expertise and collaborative project management. VAS Art is an incumbent that
provides artwork conservation services to the City, and the City has been satisfied with its work,
offering positive feedback.
FISCAL IMPACT STATEMENT
There is no fiscal impact at this time as this item only establishes a pool of prequalified contractors
for future use.

FINANCIAL INFORMATION
When services are needed, staff will seek quotes from the pool of prequalified contractors. All
expenditures pursuant to this contract will be based on approved funding appropriated to the
respective department's budget. Grant funds are not anticipated to be utilized for these services.

CONCLUSION
Proactively prequalifying contractors that can be contacted for proposals for future work will
expedite the City's response to future needs for artwork conservation services. Otherwise, waiting
to issue a solicitation when the need arises would significantly delay acquiring services when
needed.
It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida,
accept the recommendation of the City Manager, pursuant to the Invitation to Bid 2026-112-JP
for Artwork Conservation Services; and approving the initial pool of prequalified contractors:
Daedalus, Inc., RLA Conservation, LLC, and Vas Art Productions, LLC; further authorizing the
City Manager to keep the ITB open for the purpose of prequalifying additional contractors; and
delegating to the City Manager the authority to add contractors to the pool, provided such
contractors meet the requirements of the ITS, and to remove contractors from the pool as deemed
appropriate; and further, providing that any purchase in excess of $100,000 shall be subject to
the prior approval of the City Commission.
