HomeMy WebLinkAboutResolution 2025-33983RESOLUTION NO. 2025-33983 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE FAVORABLE RECOMMENDATION OF THE LAND USE AND SUSTAINABILITY COMMITTEE AT ITS OCTOBER 14, 2024 MEETING; AND ACCEPTING THE FAVORABLE RECOMMENDATION OF THE FINANCE AND ECONOMIC RESILIENCY COMMITTEE AT ITS OCTOBER 15, 2025 MEETING FOR THE CREATION OF A GREEN ROOF PROJECT IN THE AMOUNT OF $600,000, TO BE CONSIDERED AS PART OF THE 2027 CAPITAL BUDGET PROCESS. WHEREAS, on May 15, 2024, the Mayor and City Commission adopted a dual referral pursuant to Resolution No. 2024-33064, sponsored by Commissioner Joseph Magazine, to the Finance and Economic Resiliency Committee ("FERC") and the Land Use and Sustainability Committee ("LUSC") to discuss creating and expanding green roofs, greenery and landscaping on City buildings; and WHEREAS, the item was discussed at the July 9, 2024 LUSC meeting, where it was recommended that the Facilities Management Division collaborate with the Environment and Sustainability, Department to research all -in costs for implementation of green roof systems; and WHEREAS, the Facilities and Fleet Management Department presented preliminary cost data for a green roof pilot program at the October 14, 2024 LUSC meeting, and the item was moved with a favorable recommendation; and WHEREAS, the Facilities Management Division identified the facility located at 1833 Bay Road in the Sunset Harbor neighborhood as a prime location in which to pilot a green roof installation, given its available roof area on a single -plane, high parapet wall, generous roof pitch and robust drainage infrastructure; and WHEREAS, to further explore a potential green roof pilot program at this location, the Facilities Management Division enlisted the assistance of Tremco's Roofing and Building Maintenance Division (the "Consultant"), whose services are available to the City through a Sourcewell Cooperative Purchasing Agreement; and WHEREAS, the Consultant provided a preliminary Opinion of Probable Cost (OPC) of $400,000 for the materials and installation of the green roof system; and WHEREAS, the required preparation of the facility's existing roofing membrane would come at an estimated cost of $170,000.00, and the cost associated with a manufacturer - recommended 20-year warranty and monthly maintenance plan would be $30,000.00, bringing the total project cost to $600,000.00; and WHEREAS, on June 11, 2025, the FERC discussed this item along with companion item NB 14 (discussing the possibility of implementing a green roof at City Hall); and WHEREAS, FERC asked the Administration to explore lower -impact and smaller -scale versions of green roofs on City buildings; and WHEREAS, FERC ultimately encouraged the Administration to explore different types of plant material with less stringent watering requirements and recommended spending the original budget request across three buildings as opposed to spending the entire allocation in one building and risking that the pilot program is unsuccessful; and WHEREAS, implementation of different types of green roofs would allow City staff to determine what types of green roof installations, growth mediums and plant materials thrive and allow staff to expand on successful models for future projects; and WHEREAS, the item was again discussed at the October 15, 2025 meeting of the FERC, wherein FERC directed the Administration to return to the Mayor and City Commission with a favorable recommendation for the creation of a green roof project, to be considered as part of the 2027 capital budget process. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the favorable recommendation of the Land Use and Sustainability Committee at its October 14, 2024 meeting; and accept the favorable recommendation of the Finance and Economic Resiliency Committee, at its October 15, 2025 meeting, for the creation of a green roof project in the amount of $600,000, to be considered as part of the 2027 capital budget process. The Administration recommends approving the Resolution, accepting the recommendation of the Finance and Economic Resiliency Committee at its October 15, 2025, meeting for the creation of a green roof project to be considered as part of the FY2027 capital budget process. On May 15, 2024, the Mayor and City Commission (the City Commission) adopted a dual referral pursuant to Resolution No. 2024-33064, sponsored by Commissioner Joseph Magazine (item C7 BH) to the Finance and Economic Resiliency Committee (FERC) and the Land Use and Sustainability, Committee (LUSC) to discuss creating and expanding green roofs, greenery and landscaping on City buildings. The item was subsequently discussed at the July 9, 2024, and October 14, 2024, meetings of the LUSC. The item was also discussed the June 11, 2025, and October 15, 2025, meetings of the FERC. ANALYSIS On June 11, 2025, the FERC heard Item NB 14 (Discuss the Feasibility of Implementing a Green Roof at City Hall), along with companion item NB 4 (Explore Feasible Strategies for Creating and Expanding "Green Roofs" on City Buildings). The Committee asked Administration to explore lower impact and smaller scale versions of green roofs on City buildings. Additionally, the Committee Chair directed the Facilities Management Division to collaborate with the City's Environment & Sustainability and Grants Departments to identify potential green infrastructure grant opportunities in support of this project.
