SUBJECT: City Organizational Updates
The purpose of this Letter to Commission (L TC) is to advise of organizational realignments
intended to strengthen operational efficiency, improve coordination , and ensure balanced
executive oversight across departments .
As part of this reorganization, Parks and Recreation, Facilities and Fleet Management will be
combined into the newly structured Department of Parks, Facilities , Fleet and Beaches. John
Rebar will lead this department. I have full confidence in his leadership, experience, and ability
to guide this consolidated team effectively while maintaining high service levels for our residents
and visitors. The department will remain within the portfolio of Assistant City Manager Mark
Taxis, ensuring continuity, stability , and consistent executive oversight.
In addition, Assistant City Manager, Maria Hernandez will now oversee the Planning
Department within her portfolio. Aligning Planning with Building and Economic Development
reflects the natural synergy between these functions and will help streamline the permitting
process, address concerns more efficiently , and improve coordination for applicants and internal
teams .
To further balance the Assistant City Manager's portfolios , David Martinez will now oversee the
Procurement Department. This adjustment is designed to optimize resources and ensure a
more even distribution of responsibilities across the executive team .
For your reference, I have attached the updated organizational chart reflecting these changes.
These adjustments are being made with the goal of improving service delivery, operational
efficiency, and fiscal responsibility . I am confident this structure will better position the City to
meet current and future needs.
