A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY MANAGER
TO REQUIRE THAT ALL CITY EMPLOYEES SUCCESSFULLY
COMPLETE AN ANTI-SEMITISM SENSITIVITY AND DISCRIMINATION
TRAINING, OF AT LEAST ONE HOUR IN DURATION, EACH YEAR
BEGINNING IN 2025, WHICH TRAINING MAY BE INCORPORATED
INTO A BROADER ANTI -DISCRIMINATION OR DIVERSITY TRAINING
PROGRAM; AND DIRECTING THE CITY ADMINISTRATION TO
ENSURE THAT THE TRAINING SESSIONS ARE APPROPRIATELY
TAILORED TO THE ROLES AND RESPONSIBILITIES OF CITY
EMPLOYEES AND REPORT COMPLIANCE WITH THIS REQUIREMENT
TO THE CITY COMMISSION ON AN ANNUAL BASIS.
WHEREAS, the City of Miami Beach ("City") is home to a large and vibrant Jewish
community that has historically played a central role in the City's social, cultural, civic,
and economic life; and
WHEREAS, in recent years has been a troubling and continuing rise in anti-Semitic
incidents across the United States, in South Florida, and in the City, including hate
speech, vandalism, and acts of violence targeting Jewish individuals and institutions; and
WHEREAS, it is incumbent upon the City, as an employer and public institution, to
actively combat discrimination and ensure a workplace that reflects the values of
inclusivity, respect, and understanding; and
WHEREAS, training City employees to recognize and appropriately respond to
anti-Semitism in all its forms is essential to fostering a professional, welcoming, and safe
environment both within the workforce and in public service and community interactions;
and
WHEREAS, requiring annual training reinforces the City's commitment to
meaningful engagement, accountability, and the prevention of bias and discrimination
against members of the Jewish community; and
WHEREAS, providing this training to all City employees will reassure residents
and City leaders alike that employees are prepared to act and react appropriately in
various situations, including those involving potential anti-Semitic incidents; and
WHEREAS, this mandatory training will help instill the knowledge, awareness, and
sensitivity necessary to ensure that all members of the community are treated with dignity
and respect, and that any concerns related to anti-Semitism are addressed promptly,
professionally, and with due care; and
WHEREAS, this training is consistent with the City's broader goals to promote a
safe and inclusive workplace and community for all.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby require that all City employees successfully complete an anti-
Semitism sensitivity and discrimination training, of at least one hour in duration, each year
beginning in 2025, which training may be incorporated into a broader anti -discrimination
or diversity training program; and directing the City Administration to ensure that the
training sessions are appropriately tailored to the roles and responsibilities of City
employees and report compliance with this requirement to the City Commission on an
annual basis.
