A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING THE CITY ADMINISTRATION'S
INITIATION OF PRELIMINARY DISCUSSIONS WITH THE CITIZENS
INDEPENDENT TRANSPORTATION TRUST ("CITT") TO EXPLORE
POTENTIAL FUNDING OPPORTUNITIES TO SUPPORT THE CITY'S WATER
TAXI SERVICE; AND FURTHER AUTHORIZING THE CITY MANAGER OR
DESIGNEE TO CONTINUE SUCH DISCUSSIONS, AS APPROPRIATE.
WHEREAS, the City of Miami Beach ("City') continues to explore opportunities to identify
sustainable funding sources for multimodal transportation initiatives, including the City's Water
Taxi service; and
WHEREAS, the CITT is a 15-member body created by Miami -Dade County that is
responsible for oversight and administration of transportation surtax revenues and transportation
funding initiatives funded with the half -penny sales surtax; and
WHEREAS, CITT Chair Robert Wolfarth; Executive Director Javier Betancourt; and
Municipal Program Manager Mariana Price presented to the Mayor and City Commission at the
February 3, 2025 City Commission meeting (R9 AD) regarding transportation initiatives and
related funding considerations; and
WHEREAS, the presentation by CITT representatives provided the Mayor and City
Commission with information and context regarding transportation programs and potential
opportunities for collaboration between the City and the CITT; and
WHEREAS, during the February 3, 2025 Commission meeting, Commissioner Kristen
Rosen Gonzalez moved to adopt an After -the -Fad Resolution to enter into preliminary
conversations with the CITT so that the City can identify potential funding opportunities to support
the City's Water Taxi service moving forward, seconded by Mayor Steven Meiner and approved
unanimously (7-0).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF. THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission approve the City Administration's initiation of preliminary conversations with the
CITT for the purpose of exploring potential funding opportunities to support the City's Water Taxi
service; and further authorize the City Manager or designee to continue such discussions, as
appropriate.

ANALYSIS
At the request of the Citizens' Independent Transportation Trust (CITT), a presentation is
scheduled for the City Commission Meeting on February 3, 2025.
CITT Chair Robert Wolfarth, Executive Director Javier Betancourt, and Municipal Program
Manager Mariana Price will lead the presentation. They will provide an overview of transportation
initiatives and updates relevant to the City of Miami Beach.
This agenda item offers the City Commission and the public an opportunity to gain valuable
insights into transportation developments and engage directly with CITT leadership.
