HomeMy WebLinkAboutResolution 2025-34011RESOLUTION NO. 2025-34011 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE AT ITS OCTOBER 22, 2025 MEETING, AUTHORIZING AND DIRECTING THE ADMINISTRATION TO PLACE A TEMPORARY SPORTS-THEMED WRAP DESIGN ON THE FACADE OF THE MIAMI BEACH 17TH STREET PARKING GARAGE (G5) IN HONOR OF THE 2026 SPORTS EVENTS COMING TO SOUTH FLORIDA, AS THE FIRST PART OF A TWO-STEP RECOMMENDATION TO PLACE A PERMANENT ARTISTIC MURAL ON THE G5 GARAGE FACADE. WHEREAS, at the September 3, 2025 City Commission meeting, the Mayor and City Commission discussed a Resolution (C7 AJ) as a potential budget enhancement for the FY 2026 budget process, the repainting of the 17th Street Parking Garage ("G5") utilizing the Leonard Horowitz color palette in consultation with Barbara Hulanicki; and WHEREAS, following discussion, the Mayor and City Commission modified the direction of the item and approved a referral to the Public Safety and Neighborhood Quality of Life Committee ("PSNQLC') to evaluate the potential for an artistic mural on the facade of the G5 Parking Garage; and WHEREAS, at its October 22, 2025 meeting, the Administration presented to the PSNQLC a two-step recommendation for artistic enhancements to the G5 Parking Garage, consisting of (1) installation of a temporary sports-themed wrap in recognition of the major sporting events coming to South Florida in 2026, and (2) initiation of a process to commission a permanent artistic mural on the garage facade; and WHEREAS, after deliberation, the PSNQLC unanimously recommended that the City proceed with both steps, beginning with the temporary wrap installation and subsequently initiating the process for a permanent mural; and WHEREAS, the temporary wrap will utilize premium 3M IJ180C-60 digital print film, sized at approximately 1,600 inches in width by 400 inches in height, and will feature athletic silhouettes and iconic imagery celebrating the diverse sporting events taking place in 2026; and WHEREAS, the temporary wrap is designed for short-term exterior use, with the installation performed by skilled technicians using appropriate equipment rentals, and the total project cost is estimated at $53.191.70, inclusive of materials and installation logistics; and WHEREAS, a Special Event Permit application (SPE1225-2216) has been submitted for the temporary wrap installation; and WHEREAS, following installation of the temporary wrap, the Administration will prepare a Call to Artists fora permanent mural on portions of the G5 facade, with final costs to be determined based on the selected artistic design, square footage, and implementation requirements; and WHEREAS, the Administration recommends that the Mayor and City Commission accept the PSNQLC's recommendation and authorize the temporary wrap installation as the first step toward a long-term artistic enhancement of the G5 Parking Garage. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality of Life Committee at its October 22, 2025 meeting, and authorize and direct the Administration to install a temporary sports-themed wrap on the 17th Street Parking Garage (G5) and to continue the development of a permanent artistic mural for the garage fagade. BACKGROUND/HISTORY At the September 3, 2025, City Commission meeting, the Mayor and City Commission discussed a Resolution (C7 AJ), sponsored by Commissioner Kristen Rosen Gonzalez directing the City Administration to include, as a possible budget enhancement for the FY 2026 budget process, the repainting of the Miami Beach municipal parking garage located at the 17^ Street ("G5"), utilizing the Leonard Horowitz color palette in consultation with Barbara Hulanicki. Following discussion, the Mayor and City Commission changed the direction of the item and approved a referral, co -sponsored by Commissioner Shaft and Commissioner Magazine, to the Public Safety and Quality of Life Committee (the "PSNQLC") to discuss the potential of an artistic mural on the facade of the 17th Street Parking Garage. At the October 22, 2025, PSNQLC meeting, the Administration presented a two-step recommendation for potential artistic murals at the G5 Parking Garage, as follows: The PSQNLC deliberated on this item and unanimously recommended to: 1. Wrap the 17th Street Parking Garage with a sports theme design in honor of the 2026 sports events coming to South Florida. 2. Begin the process of installing a permanent mural on the Garage. ANALYSIS Temporary Sports Themed Wrap Design: Temporary wrap options include removable adhesive vinyl, which is designed for short -tern use and can be printed with custom graphics. Additional suitable materials include mesh or fabric banners, which are lightweight and breathable, ideal for garage exteriors. Both options are easy to install and remove without damaging surfaces. These wraps are perfect for branding at sporting events, concerts, festivals, conventions, temporary art installations, and highlight sponsors or 1932 of 3458 directional signage. Depending on the material utilized costs can vary from an estimated $7 to $15 per square foot. Ultimate costs would depend on the approved design's square footage. To honor Miami Beach serving as a vibrant stage for global and national sporting events, the G5 parking garage will be wrapped with a bold design of athletic silhouettes and iconic imagery that nods to the diverse sporting events captivating audiences in 2026. (Attached). The parking garage wrap will be produced using premium 3M IJ180C-60 digital print film, sized at 1,600 in (W) x 400 in (H), with equipment rentals included for installation. Large -format printers output the design onto durable 3M wrap film, known for flexibility and long-lasting adhesion. Surfaces are cleaned and primed to ensure smooth application. Skilled technicians apply the film using heat and pressure for seamless coverage, with equipment rentals supporting safe access to large garage surfaces. Edges are trimmed, and protective measures are applied to maximize durability against weather and wear. A Special Event Permit application, SPE1225- 2216 has been submitted for this temporary project. The project cost for the temporary wrap is $53,191.70, covering both materials and installation logistics. Permanent Artistic Mural: The City will prepare a Call to Artists for portions of the garage fascade. The cost for a permanent mural would vary depending on the design, square footage, and implementation. The City may stipulate in the Call to Artists the intention, which would be to provide a creative design that would utilize the existing base color to minimize the cost of paint. The paint for a mural is also of higher quality to ensure the integrity of the original work, regardless of whether it is temporary or permanent in nature. Costs would need to be determined based on the final approved artistic design.
