HomeMy WebLinkAboutResolution 2025-33915RESOLUTION NO. 20 2 5- 3 3 9 15 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, (1) APPROVING THE CITY'S SPONSORSHIP OF THE 2026 WODAPALOOZA SPECIAL EVENT (THE "EVENT"), TO BE HELD FROM MARCH 12, 2026 THROUGH MARCH 15, 2026 AT LUMMUS PARK BEACHFRONT AS PART OF THE 2026 MIAMI BEACH FITNESS WEEK, INCLUDING: (A) A CASH SPONSORSHIP IN AN AMOUNT NOT TO EXCEED $750,000 FOR THE EVENT, AND (B) A WAIVER OF SPECIAL EVENT PERMIT FEES AND SQUARE FOOTAGE FEES IN AN AMOUNT NOT TO EXCEED $120,000; (II) APPROVING, IN SUBSTANTIAL FORM, THE SPONSORSHIP AGREEMENT BETWEEN WZA SPORTS LLC AND THE CITY FOR THE EVENT; (III) AUTHORIZING THE CITY MANAGER TO FINALIZE THE SPONSORSHIP AGREEMENT; AND (IV) AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE THE SPONSORSHIP AGREEMENT. WHEREAS, the month of March historically experiences a significant increase in visitors to the City of Miami Beach, particularly in the Art Deco Cultural District (ADCD), placing additional stress on City services and impacting residents; and WHEREAS, in March 2023, the City successfully implemented the Miami Beach Live! initiative, a City -sponsored program focused on fitness and cultural activations, which demonstrated the potential of fitness-themed programming to drive economic impact and community engagement; and WHEREAS, on April 3, 2024, the Mayor and City Commission referred a discussion item to the Finance and Economic Resiliency Committee (FERC) to explore the feasibility of hosting a fitness festival in March 2025 or 2026, with the goal of attracting high -caliber fitness organizations and enhancing the City's cultural and athletic offerings; and WHEREAS, following favorable recommendations from FERC on March 22, 2024, June 28, 2024 and July 12, 2024, the City Commission approved Resolution No. 2024-33198, directing the Administration to engage with relevant vendors to bring a fitness festival to the City in March 2026, with funding allocated during the FY 2025 and FY 2026 budget process; and WHEREAS, the Administration subsequently engaged with WZA Sports LLC ("Event Organizer"), the organizers of TYR Wodapalooza, and the organizers of HYROX, to activate back- to-back fitness events during the second and third weekends of March 2026, creating a new initiative known as Miami Beach Fitness Week; and WHEREAS, TYR Wodapalooza, a globally recognized functional fitness festival, has demonstrated its ability to attract thousands of athletes and spectators, and successfully held its inaugural Miami Beach event in January 2025 at Lummus Park Beachfront; and WHEREAS, 2026 Wodapalooza (the "Event') will be a multi -day event that brings together fitness enthusiasts, athletes, and spectators to celebrate health, wellness, and athleticism; and WHEREAS, the Event shall include, but not be limited to, a fitness competition for all backgrounds and levels, an exciting and fast race through three workouts within an hour (the "Gauntlet°), and the spectator experience, which includes one of the largest collections of vendors and exhibitors as well as spectator workouts and seminars; WHEREAS, during negotiations, the Event Organizer requested a cash sponsorship in the amount of $750,000 and a waiver of special event permit fees, including application and square footage fees; and WHEREAS, based on direction previously given by the Mayor and City Commission, the Administration recommends that the Mayor and City Commission do the following: (i) approve the City's sponsorship of the Event, to be held from March 12, 2026 through March 15, 2026 at Lummus Park Beachfront, including: (a) a cash sponsorship in an amount not to exceed $750,000 for the Event, and (b) a waiver of special event permit and square footage fees for the Event, in an amount not to exceed $120,000; (ii) approve, in substantial form, the Sponsorship Agreement between Event Organizer and the City for the Event (the "Sponsorship Agreement), attached to the City Commission Memorandum accompanying this Resolution; (iii) authorize the City Manager to finalize the Sponsorship Agreement, and (iv) authorize the City Manager and City Clerk to execute the Sponsorship Agreement; and WHEREAS, the Sponsorship Agreement includes a range of public benefits as outlined in Exhibit A thereto, including: . Free Fitness Festival Thursday: Open access to all festival activities on Thursday, March 12, 2026 for City residents and employees. . Miami Beach Local Discount: 30% off all spectator ticket types for City residents with valid ID. . City of Miami Beach Employee Discount: 50% off one spectator ticket for City employees with valid ID. . Special Rate for On -Site Competition Sign -Ups: 50% off registration for City residents participating in the Gauntlet and other fitness competitions. . Local Resident Partner Discounts: Discounts on merchandise and products from participating vendors for City residents. . Miami Beach Senior High School Field Trip: Complimentary tickets and educational programming for City students. . Fittest of South Florida Competition: On -site fitness competition featuring City officials and community engagement. RECOMMENDATION Adopt the Resolution. BACKGROUNDIHISTORY Historically, the month of March has been a period when the increased impact of visitors placed added stress on Citywide services, as well as on residents who live in and around the Art Dew Cultural District (ACDC). This period is defined as high -impact and spans a seven -week period, including the month of March and the first two weeks of April. Within the seven weeks, the second and third weekends in March have been identified as having the highest number of visitors and incidents. During this period, the Miami Beach Police, Fire, Code Compliance, and Sanitation departments have enhanced staffing in the ADCD area. In March 2023, the City programmed the month of March with fitness and cultural activations under the Miami Beach Live! initiative, a City -sponsored program directed by the City Commission via Resolution No. 2022-32363, to engage with and contract various event producers and provide special event sponsorship incentives for Miami Beach Livel. The theme of fitness was the focus of the month -long program aimed at replicating the impact that the Arts economy has on Miami Beach during Art Week Miami Beach. The connection between cultural and sporting activities as key drivers of economic impact, attracting visitors, and generating income served as a programming blueprint. Fitness Festival in March On April 3, 2024, at the request of Commissioner David Suarez, the Mayor and City Commission referred a discussion item (C4 J) to the Finance and Economic Resiliency Committee (FERC), regarding a fitness festival in March 2025 or 2026. The referral memorandum recommended the Administration to engage prominent fitness organizations, television programs, and brands such as CrossFit, American Ninja Warrior, Hyrox, Wodapalwza and RedBull to explore potential 333 of 1214 collaborations. The inclusion of such entities would potentially elevate the Festival's profile, attract high -caliber participants and spectators, and enhance the overall experience for attendees. On March 22, 2024, members of FERC discussed the Event proposal to activate the Lummus Park beachfront in March 2025. The FERC voted on a favorable recommendation to the April 3, 2024, City Commission meeting for discussion. At the June 28, 2024, FERC meeting, staff presented initial research into the feasibility of programming for a Fitness Festival in March 2025. The Administration recommended focusing discussions on the production of a fitness event for March 2026. The FERC passed a favorable recommendation for the City Commission to direct the Administration to negotiate with the relevant vendors to bring a Fitness Festival during March 2026 and to make a budget priority during the FY 2025 and FY 2026 budget process. On July 12, 2024, at the FERC Budget Workshop, the Committee recommended a fitness festival activation in March 2026 for $ 1.4 million. The funding would be allocated from the existing Large -Scale Community Events budget ($606,000). The Administration would set aside $500,000 allocated annually in FY 2025 and FY 2026 for $ 1.0 million from the Large -Scale Community Events budget. The remaining $400.000 would be identified through sponsorship or the FY 2026 budget development process. At the July 24, 2024, City Commission meeting, the Mayor and City Commission accepted the favorable recommendation from the Finance and Economic Resiliency Committee at its June 28, 2024, meeting, and directed the Administration to proceed to engage with the relevant vendors to bring a Fitness Festival during March 2026 and to crake a budget priority during the FY 2025 and FY 2026 budget process via Resolution# 2024-3318 (attached). After the July 24, 2024, City Commission meeting, where the Mayor and City Commission approved the Administration to engage with relevant vendors to activate during March 2026, Staff engaged the event organizers behind two major fitness events, Wodapalooza and HYROX to activate the second and third weekends in March in the Lummus Park beachfront. Having both events on back-to-back weekends allows for the creation of a "Fitness Week," in Miami Beach. At the June 25, 2025, City Commission meeting, the Mayor and City Commission approved via Resolution #2025-33742 (attached) the March 2026 special event programming in Lummus Park and Lummus Park beachfront, which included Wodapalooza on the second weekend from March 12 -15, 2026, on the Lummus Park beachfront 7-10 streets, as part of the Miami Beach Fitness week. ANALYSIS The Wodapalooza (WZA) festival began as a grassroots single -day fitness competition in Miami's Sayfront Park with 145 athletes and 500 spectators in 2012 and has since established itself as the world's premier Functional Fitness Festival. Wodapalooza descends on Miami Beach for 4 days and brings together thousands of athletes, spectators, and fitness fanatics to celebrate fitness, community, and life. There are multiple parts to the festival; the fitness competition for all backgrounds & levels, the Gauntlet, and the spectator experience, which includes one of the largest collections of vendors & exhibitors as well as spectator workouts & seminars. All set on the beautiful backdrop of Miami Beach, the Wodapalooza has become a calendar staple for the fitness community and a winter getaway for athletes from around the world. The Festival is a multi -day event that brings together fitness enthusiasts, athletes, and spectators to celebrate health, wellness, and athleticism. 334 of 1214 The Wodapalooza Fitness Festival took place for the first time on Miami Beach from January 11, 2025, through January 30, 2025, including load -in and load -out. The Festival was held at Lummus Park Beachfront between 6th Street and 10th Street, showcasing various fitness competitions, vendor expos, and community activities, drawing thousands of participants and spectators to the City of Miami Beach. March 2026 The Wodapalooza Fitness Festival has been incentivized by the City to bring their festival as part of "Miami Beach Fitness Week" the second weekend in March 12-15, 2026, in the Lummus Park beachfront from 7 through 10 streets. As part of the sponsorship agreement, the Event Organizer shall provide Sponsor with sixteen (16) Sponsor passes allowing entry to all Festival events. All complimentary tickets provided by an event/event producer shall be consistent with the City Commission established policy for the distribution of tickets. Additionally, the Event Organizer shall provide the public benefits listed below. Public Benefits • Free Fitness Festival Thursday o The first day of the festival & competition, Thursday, March 12th, will remain open to all from open until closing. o Miami Beach locals can enjoy participating in festival activities such as seminars, workshops, and workouts, shop the diverse verdor village, spectate the Elite competition, and experience everything the event has to offer. • Please note, attendance Friday to Sunday will remain ticketed. • Miami Beach Local Discount Miami Beach residents will be afforded a 30%discount for all spectator ticket types including all ticket types, including weekends, two-day and single day. o Discounted ticket purchases by residents can only be made at the on -site box- office. o Residents will be required to show an ID that lists Miami Beach as their official residence. • City of Miami Beach Employee Discount • City of MB government employees will be afforded a 50% discount for one (1) spectator ticket of all types including weekend, two-day and single day. • Discounted ticket purchases can only be made at the on -site box-office. o City of MB government employees will be required to show an employee ID explicitly stating their current employee status. • Special Rate for Wodapalooza Competition On -Site Sian -ups o Residents enjoy 50% off registration for the Gauntlet and other fitness competitions when registering on -site. o Like the discounted spectator tickets, residents can participate at this discounted rate. • Local Resident Partner Discounts o Miami Beach residents will receive a discount on merchandise and products. o This % and specific deals will be on a brand -by -brand basis, at their discretion. o These deals will be confirmed prior to the event. • Invite Miami Beach Senior High School for a Field Trio 335 of 1214 o Provide a limited number of tickets to Friday of the event, for high-school students to come learn and experience everything that the Wodapalooza fitness festival has to offer. o This will include a behind -the -scenes tour for students, a meet & greet with elite athletes, and a special seminar and workshop, to learn more about the benefits of health and wellness. Host the Fittest of the South Florida Official Competition o Collaborate with city officials to host the second year of the on -site fitness competition o This would take place on one morning of the event, to be determined format and structure o Residents can come and cheer on their city officials, and enjoy the day's festivities During agreement negotiations, the Event Organizer expressed the desire to receive a waiver of special event permitting and square footage fees as part of the City sponsorship. FISCAL IMPACT STATEMENT The fiscal impact of $800,000 to incentivize Wodapalooza for the Miami Beach Fitness Week in March 2026 was allocated in the FY 2025 and FY 2026 budget process via Resolution 2024- 33198, subject to FY 2026 budget approval by the City Commission. WHEREAS, in April 2022, the Administration initiated the curation of the second Miami Beach Live!, for March 2023, with a focus on cultural and fitness activations in the Art Deco Cultural District (ADCD), specifically the Lummus Park and beachfront areas from 6th through 10th Streets; and WHEREAS, at the October 26, 2022, City Commission accepted the recommendation of the City Administration via Resolution 2022-32363, to engage and contract with various event producers and provide special event sponsorships incentives for Miami Beach Live!; and WHEREAS, through special event spo; isorship incentives, the City attracted prestig ous events interested in activating during the month of March in the Ocean Drive, Lummus Park, and the Art Deco Cultural District areas; and WHEREAS, by incentivizing event organizers, the City benefitted from an increased number of visitors coming to the City cr Miami Beach specifically for Miami Beach Live! events; and WHEREAS, the criteria to qualify for special event sponsorship included events that increased Resort Tax collection by supporting tourism initiatives with large hotel room blocks or estimated tourist attendance, events that served as a marketing/branding opportunity for the City to generate favorable media impressions on the international stage via partnership and media/PR exposure, and events that improve the quality of life of City residents by promoting safe, healthy and enjoyable events that residents would also want to attend; and WHEREAS, on April 3, 2024, at the request of Commissioner David Suarez, the Mayor and City Commission referred a discussion item (C4 J) to the Finance and Economic Resiliency Committee (FERC), regarding a fitness festival in March 2025; and WHEREAS, the Administration has reviewed the feasibility of a fitness festival in Miami Beach in March 2025, and based on the 2023 Miami Beach Livel event schedule, fitness events and the funding support should be focused on the two (2) High -Impact weekends in March; and WHEREAS, City staff has initiated high-level conversations with representatives of HYROX, Red Bull, Mayhem Nation, and Sportworx regarding a fitness festival in Miami Beach for two (2) weekends in March 2025 or 2026; and WHEREAS, based on the Administration's experience with the 2023 Miami Beach Live!, the timeline, funding, and marketing needed to ensure the success of any event would require a minimum of twelve (12) months of lead time and planning; and 338 of 1214 WHEREAS, at the June 28, 2024, FERC meeting, staff presented initial research into the feasibility of programming for a Fitness Festival in March 2025; and WHEREAS, currently, producing a fitness festival for March 2025 would only allow for a maximum of six (6) months of production time, which may not provide the desired result of a successful fitness festival; and WHEREAS, therefore, should the City Commission approve a fitness festival, the Administration recommends focusing discussions on the production of an event for March 2026; and WHEREAS, at its June 28, 2024, meeting, the FERC passed a favorable recommendation for the City Commission to direct the Administration to negotiate with the relevant vendors to bring a Fitness Festival during March 2026 and to make a budget priority during the FY 2025 and FY 2026 budget process. Initiative in March 2023 — which emphasized a blend of fitness, arts, and cultural activations — the City seeks to elevate March 2026 programming by producing a large-scale "Fitness Festival" in collaboration with world-renowned brands to elevate the festival's profile, attract high - caliber participants and spectators, and enhance the overall experience for attendees; and WHEREAS, during the March 13, 2024, City Commission meeting, the Commission discussed a new proposed event, the Future Proof Conference by Advisor Circle, to be held on the Lummus Park beachfront in March 2025; and WHEREAS, the Future Proof Conference was presented as a new large-scale, four -day event designed to catalyze the development of the modem investment management industry by convening a novel community of investors and finance professionals to explore and address transfonnative trends within the financial sector, and WHEREAS, event organizers requested City Commission approval for the proposed event dates, including bad -in and load -out, spanning from March 11, 2025, through March 21, 2025; WHEREAS, at the March 22, 2024, Finance and Economic Resiliency Committee (FERC) meeting, Committee members adopted a favorable recommendation to the full City Commission, recommending a waiver of the restrictions on new special events during the high impact period, with the understanding that the event producer would go through the special event permitting process; and 340 of 1214 WHEREAS, at the April 3, 2024, City Commission meeting, the Mayor and City Commission referred a discussion item to the FERC, recommending for the Administration to engage prominent fitness organizations, television programs, and brands to organize a Fitness Festival in March 2025 or 2026; and WHEREAS, on April 3, 2024, the Mayor and Commission discussed item R9 AF and accepted the recommendation of FERC to approve the Future Proof conference for March 11 - 21, 2025, including load -in and load -out, in the Lummus Park beachfront between 10 and 14 Streets; and WHEREAS, the Future Proof Citywide conference successfully activated in the Lummus Park beachfront on March 16 -19, 2025, with its footprint spanning from 10 -13 Streets on the beachfront and 10-12 Streets in the Lummus Park spoil; and WHEREAS, following feasibility assessments presented at the June 28, 2024 FERC meeting, the Administration recommended a March 2026 timeline to allow for full event development and production planning; and WHEREAS, the City Commission acopted this recommendation at its July 24, 2024, meeting and made the March 2026 Fitness Festival a budget priority, allocating $1.4 million during the FY 2025 and FY 2026 budget process; and WHEREAS, through the City's special event sponsorship incentives, high -profile events are encouraged to commit to Miami Beach by offering benefits such as increased Resort Tax revenue, hotel block generation, enhanced international media exposure, and experiences aligned with resident interests and City branding objectives; and WHEREAS, in April 2025, the event organizers of the Future Proof conference notified the City of their intention to return in March 2026 and submitted a special event application for the third week in March 2026; and WHEREAS, production schedules for these events involve complex logistical coordination, with shared infrastructure and overlapping load-in/load-out periods, requiring robust planning by event producers in collaboration with the Administration and stakeholders including the Boucher Brothers, Ocean Drive Association, and ADCD residents; and WHEREAS, all participating event producers have expressed their commitment to working together in coordination with City departments to ensure seamless transitions, minimize public disruptions, and create a woddclass experience for visitors and residents alike. WHEREAS, for the month of March in 2026, Lummus Park and the beachfront will be hosting the following events, including the Fitness Festival events on the second and third weekends, Future Proof on the first half of the second week and other grandfathered events in the first week and last weekend: 341 of 1214 Week 1 March 1,2026 Winter Party Festival (9-10 Streets beachfront) • 305 Half Marathon (11 to 12 Y: Streets Lummus Park) Week 2 March 8-11, 2026 Future Proof (10 —13 Streets beachfront) Weekend 2 March 12 - 15, 2026 . TYR Wodapalooza (7-10 Streets beachfront) Weekend 3 March 19 - 22, 2026 HYROX (11 to 14 Streets beachfront) Weekend 4 March 28 - 29, 2026 • Model Volleyball (12 Street beachfront); and WHEREAS, prior to the events in March, the South Beach Wine & Food Festival (SOBEWFF) is held in the Lummus Park beachfront from February 19 - 22. 2026 from 10 to 15 Streets. SOBEWFF will be sharing infrastructure with the Future Proof conference and will overlap their production schedules; and WHEREAS, at the June 25, 2025, City Commission meeting, the Administration presented the production schedule for the month of March 2026, including load -in and load -out dates, for the Mayor and City Commission to discuss and approve.
