HomeMy WebLinkAboutResolution 2026-34066RESOLUTION NO. 2026-34066 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, UPDATING THE PAY PLAN FOR THE OFFICES AND POSITIONS IN THE CLASSIFIED SERVICE, INCLUDING A SCHEDULE OF RATES OF BASE SALARIES FOR SAID OFFICES AND POSITIONS AS SET FORTH IN EXHIBIT A ATTACHED TO THIS RESOLUTION; EFFECTIVE THE FIRST FULL PAY PERIOD OF APRIL 2026 AND APRIL 2027, ADJUSTING THE MINIMUM AND MAXIMUM BASE SALARIES OF THE PAY RANGE FOR SAID OFFICES AND POSITIONS WITH A COST -OF -LIVING ADJUSTMENT OF THREE PERCENT (3%) EACH YEAR, SUBJECT TO COLLECTIVE BARGAINING AGREEMENT RATIFICATION WHERE APPLICABLE; AND FURTHER APPROVING A COST -OF -LIVING ADJUSTMENT OF THREE PERCENT (3%) EACH YEAR FOR EMPLOYEES IN THE CLASSIFIED SERVICE WHOSE SALARY DOES NOT EXCEED THE MAXIMUM OF THE PAY RANGE, EFFECTIVE THE FIRST FULL PAY PERIOD OF APRIL 2026 AND APRIL 2027, SUBJECT TO COLLECTIVE BARGAINING AGREEMENT RATIFICATION WHERE APPLICABLE. WHEREAS, the City of Miami Beach's Classified Employees' Salary Ordinance No. 798 was originally adopted on December 18, 1946; and WHEREAS, on June 25, 2025, the Mayor and City Commission adopted an ordinance superseding Ordinance No. 798, and codifying the Classified Employees' Salary Ordinance in Article VII of Chapter 78 of the City Code, entitled "Classified Employees' Salary" (the "Ordinance") and WHEREAS, the City's workforce is divided into seven (7) Salary Groups: Group I represented by the American Federation of State, County and Municipal Employees ("AFSCME") Local 1554; Group II represented by the Fraternal Order of Police ("FOP"), William Nichols Lodge No. 8; Group III represented by the International Association of Firefighters ("IAFF"), Local 1510; Group IV represented by the Communications Workers of America ("CWA"), Local 3178; Group V represented by the Government Supervisors Association of Florida ("GSAF"), OPEIU, Local 100; Group VII comprising of classifications in the classified service not covered by a bargaining unit (commonly referred to as "Others"); and Group VI comprising of Unclassified employees; and WHEREAS, the Ordinance authorized the City Commission to establish a pay plan for the offices and positions in the classified service, including a schedule of rates of base salaries for said offices and positions by Resolution; and 1 WHEREAS, the Ordinance further provided that changes to the pay plan for the classified service, such as across the board cost of living adjustments, may be annually adjusted by the City Commission upon recommendation of the City Manager; and WHEREAS, pursuant to the adopted Ordinance, the Mayor and City Commission wish to update the pay plan for City's Classified Employees in Group I within the bargaining unit represented by AFSCME as set forth in Exhibit A attached to this Resolution, and adjust the minimum and maximum base salaries by the cost -of -living adjustment set forth in this Resolution, subject to the ratification of the collective bargaining agreement between the City and AFSCME; and WHEREAS, pursuant to the adopted Ordinance, the Mayor and City Commission wish to update the pay plan for City's Classified Employees in Group IV within the bargaining unit represented by CWA as set forth in Exhibit B attached to this Resolution, and adjust the minimum and maximum base salaries by the cost -of -living adjustment set forth in this Resolution, subject to the ratification of the collective bargaining agreement between the City and CWA; and WHEREAS, pursuant to the adopted Ordinance, the Mayor and City Commission wish to update the pay plan for City's Classified Employees in Group VII within the group "Others" not represented by a bargaining unit as set forth in Exhibit C attached to this Resolution, and adjust the minimum and maximum base salaries by the cost -of -living adjustment set forth in this Resolution; and WHEREAS, furthermore, the Mayor and City Commission wish to award a cost -of -living adjustment in the amount of three percent (3%) to classified employees in Groups I, IV, and VII whose salary does not exceed the maximum pay range, beginning in the first full pay period of April 2026, subject to the ratification of the respective collective bargaining agreements to include this COLA; and WHEREAS, furthermore, the Mayor and City Commission wish to award a cost -of -living adjustment in the amount of three percent (3%) to classified employees whose salary does not exceed the maximum pay range, beginning in the first full pay period of April 2027, subject to the ratification of the respective collective bargaining agreements to include this COLA. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City Commission hereby update the pay plan for "AFSCME," "CWA," and "Others" positions in the classified service, including a schedule of rates of base salaries for said offices, as set forth in Exhibits A, B, and C accompanying this Resolution; effective the first full pay P, period of April 2026 and April 2027; adjusting the minimum and maximum base salaries of the pay ranges for said positions and offices by a cost -of -living adjustment of three percent (3%) each year, subject to the ratification of the respective collective bargaining agreements to include these COLAs; and further approving a cost -of -living adjustment of three percent (3%) each year for classified employees whose salary does not exceed the maximum of the pay range, beginning in the first full pay period of April 2026 and April 2027, subject to the ratification of the respective collective bargaining agreements to include these COLAs. OF BASE SALARIES FOR SAID OFFICES AND POSITIONS AS SET FORTH IN EXHIBIT A ATTACHED TO THIS RESOLUTION; EFFECTIVE THE FIRST FULL PAY PERIOD OF APRIL 2026 AND APRIL 2027, ADJUSTING THE MINIMUM AND RECOMMENDATION Administration recommends approval of the Resolution. BACKGROUND/HISTORY The City's workforce is divided into seven (7) Salary Groups: Group I represented by the American Federation of State, County and Municipal Employees ("AFSCME") Local 1554; Group II represented by the Fraternal Order of Police ("FOP"), William Nichols Lodge No. 8; Group III represented by the International Association of Firefighters ("IAFF"), Local 1510; Group IV represented by the Communications Workers of America ("CWA"), Local 3178; Group V represented by the Government Supervisors Association of Florida ("GSAF"), OPEIU, Local 100; Group VII comprising of classifications in the classified service not covered by a bargaining unit (commonly referred to as "Others"); and Group VI comprising of Unclassified employees. The last cost -of -living ("COLA") adjustment to pay for positions in the Classified Service was granted through the adoption on June 25, 2025, of Resolution 2025-33791 for the "AFSCME" and "Others" employees and Resolution 2025-33792 for the employees represented by "CWA", both of which granted an adjustment of 3% effective in July 2025. The proposed adjustments to pay for positions in the Classified Service of three percent (3%) effective in the first full pay period of April 2026 and three percent (3%) effective in the first full pay period of April 2027 are consistent with the pay adjustments approved by the Commission for employees represented by the Fraternal Order of Police ("FOP") via an amendment to the Classified Salary Ordinance 2024-4680 on December 11, 2024, for employees represented by the International Association of Fire Fighters ("IAFF") via an amendment to the Classified Salary Ordinance 2024-4663 on November 10, 2024, and for employees represented by the Government Supervisors Association of Florida ("GSAF") via an amendment to the Classified Salary Ordinance 264 of 2180 2024-4680 on December 11, 2024, as agreed in each of their collective bargaining agreements ratified by Commission for the three year term starting October 1, 2025 through September 30, 2027 via Resolutions 2024-33400, 2024-33349, and 2024-33399, respectively. These COLAs are also consistent with what is being requested for unclassified employees. ANALYSIS This proposed resolution is consistent with the procedure for Pay Plan amendments set forth in Sections 78-322 and 78-324 of the Code of Ordinances of the City of Miami Beach. Exhibits A, B, and C to the proposed resolution reflect a three percent (3%) increase in the pay ranges in April 2026 and a three percent (3%) increase in the pay ranges in April 2027 and updates the Pay Plan for "AFSCME," CWA," and "Others" positions in the Classified Service. The Pay Plan refers to the grade assigned to each position within the Classified Service and the associated minimum and maximum pay range. The updated inventory of positions and pay grade assigned to each, attached to this memo, comprises the Classification Plan, which is provided as an attachment to this memo. Together, the Pay Plan and the Classification Plan make up the city's Compensation Plan. The Compensation Plan is administered as part of the city's enterprise resource planning system. As changes to the Classification Plan are made, the enterprise system is programed with these updates. Should the Commission pass the proposed resolution, the enterprise system will be updated to reflect the cost -of -living adjustments approved. The Pay Plan changes for "AFSCME" and "CWA" employees would not be implemented until the completion of collective bargaining and the ratification of the respective collective bargaining agreements to include these COLA adjustments. In addition, the proposed resolution seeks to raise pay for "AFSCME," CWA," and "Others" employees in positions within the Classified Service by three percent (3%) effective the first full pay period in April 2026, up to the new max of the range, and by three percent (3%) effective the first full pay period in April 2027, up to the new max of the range. The COLAs for "AFSCME" and "CWA" employees would not be implemented until the completion of collective bargaining and the ratification of the respective collective bargaining agreements to include these COLAs. FISCAL IMPACT STATEMENT The fiscal impact of the COLAs for "AFSCME" employees in the Classified service is projected to be $469,607 for the three percent (3%) COLA in fiscal year 2025-26 and $793,102 for the three percent (3%) COLA in fiscal year 2026-27.
