A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
ADMINISTRATION TO MAKE THE RETURFING OF THE
FOOTBALL/SOCCER FIELD AT FLAMINGO PARK, WHICH HAS AN
APPROXIMATE COST OF $1,400,000, A BUDGET PRIORITY DURING
THE CITY'S FISCAL YEAR 2027 BUDGET PROCESS, IN ORDER TO
IMPROVE FIELD SAFETY, DURABILITY, AND AVAILABILITY,
REDUCE LONG-TERM MAINTENANCE COSTS, AND ENHANCE
RECREATIONAL OPPORTUNITIES FOR RESIDENTS, STUDENTS,
AND COMMUNITY USERS.
WHEREAS, Flamingo Park is one of the City's most heavily utilized public parks
and serves residents, youth athletic leagues, schools, and community organizations
from across the City; and
WHEREAS, the football/soccer field at Flamingo Park experiences significant
wear and tear due to year-round usage, weather conditions, and limited recovery time
between scheduled activities; and
WHEREAS, the football/soccer field at Flamingo Park had its current multi -sport
turf installed by FieldTurf USA in September 2013; and
WHEREAS, FieldTurf USA provided an 8-year, 24,000-hour warranty; however,
usage of that field is so extensive (approximately 5,384 hours per year) that the
warranty, in effect, ended in about 4'/2 years; and
WHEREAS, the current condition of the field has resulted in reduced playability,
increased maintenance demands, and periodic field closures, which negatively impact
community access and programming; and
WHEREAS, the installation of a modern synthetic turf field will improve field
durability, safety, drainage, and playability, while allowing for increased and more
reliable year-round use; and
WHEREAS, the estimated cost to returf the football/soccer field at Flamingo Park
is approximately $1,400,000 based upon preliminary planning and comparable
municipal projects; and
WHEREAS, prioritizing this project in the City's Fiscal Year 2027 budget would
allow the City to plan appropriately for funding, procurement, and implementation in a
fiscally responsible manner; and
WHEREAS, investing in park infrastructure supports the City's goals of
enhancing quality of life, promoting healthy recreation, and maintaining safe and
accessible public facilities for its residents; and
WHEREAS, the Mayor and City Commission recognize the importance of
continuing to invest in maintaining City recreational facilities for its residents and desire
to prioritize this acquisition as part of the Fiscal Year 2027 City budget process.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration to make the returfing of the
football/soccer field at Flamingo Park, which has an approximate cost of $1,400,000, a
budget priority during the City's Fiscal Year 2027 budget process, in order to improve
field safety, durability, and availability, reduce long-term maintenance costs, and
enhance recreational opportunities for residents, students, and community users.
