HomeMy WebLinkAboutResolution 2026-34094RESOLUTION NO. 2026-34094 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO OFFER A REFRESHER TRAINING COURSE FOR HOTEL AND HOSPITALITY EMPLOYEES, WHETHER ON AN INDIVIDUAL BASIS OR THROUGH A CONSORTIUM, THE GREATER MIAMI AND THE BEACHES HOTEL ASSOCIATION, OR OTHER GROUP PARTICIPATION, FOR THE PURPOSE OF IDENTIFYING AND RESPONDING TO POTENTIAL INSTANCES OF HUMAN TRAFFICKING AND SEX TRAFFICKING. WHEREAS, the City of Miami Beach ("City") is an international tourist destination with a robust hotel and hospitality industry that serves millions of visitors annually; and WHEREAS, human trafficking and sex trafficking are serious crimes and violations of human rights that may occur in communities with significant tourism activity; and WHEREAS, hotel and hospitality employees are often in positions that allow them to observe indicators of potential human trafficking or sex trafficking in the course of their employment; and WHEREAS, the State of Florida has expressly recognized the critical role of certain public lodging establishment employees in identifying and reporting human trafficking activity by enacting section 509.096, Florida Statutes, which requires human trafficking awareness training, as a condition of licensure, for employees who perform housekeeping duties in rental units and for employees who work at the front desk or reception area where guests ordinarily check in or check out; and WHEREAS, section 509.096, Florida Statutes, further requires that such human trafficking awareness training be provided annually to covered employees, and that newly hired employees who are required to receive the training complete it within sixty (60) days after the commencement of their employment; and WHEREAS, the Mayor and City Commission seek to support and supplement, but not expand or alter, the training requirements established under Fla. Stat. 509.096 by offering optional refresher training opportunities to hotel and hospitality employees; and WHEREAS, providing refresher training can reinforce awareness of human trafficking indicators, reporting protocols, and trauma -informed, victim -centered response practices beyond initial statutory compliance; and WHEREAS, MBPD has previously provided such training, and offering refresher training on an individual basis or through group or consortium arrangements may increase accessibility and participation; and WHEREAS, the Mayor and City Commission desire to further the City's commitment to public safety, victim protection, and collaboration with the hotel and hospitality industry to combat human trafficking and sex trafficking. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to offer a refresher training course for hotel and hospitality employees, whether on an individual basis or through a consortium, the Greater Miami and the Beaches Hotel Association, or other group participation, for the purpose of identifying and responding to potential instances of human trafficking and sex trafficking.
