A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RECOMMENDING THAT
THE CITY MANAGER, CONSISTENT WITH HIS MAXIMUM
DELEGATED AUTHORITY PURSUANT TO SECTION 2-366(C) OF
THE CITY CODE, ENTER INTO AN EXPLORATORY 1-YEAR
PILOT PROGRAM WITH A CLOUD -BASED PARKING
MANAGEMENT PLATFORM, TO IMPLEMENT AN ONLINE
PARKING PERMIT MANAGEMENT PORTAL, WHICH WILL
ALLOW THE CITY TO EVALUATE OPERATIONAL EFFICIENCY,
CUSTOMER ADOPTION, AND ADMINISTRATIVE IMPACTS
USING MEASURABLE PERFORMANCE DATA PRIOR TO
CONSIDERING ANY LONG-TERM IMPLEMENTATION.
WHEREAS, the City currently utilizes an online parking permit system that has
been in place for an extended period of time and no longer meets the operational,
security, and usability expectations of a modern municipal parking program; and
WHEREAS, continued use of the existing system would require substantial
rebuilding and ongoing support from the City's Information Technology Department,
resulting in increased internal resource demands and potential delays in implementing
functional improvements; and
WHEREAS, the Parking Department continually seeks to deploy advanced,
user-friendly technologies that improve resident/customer access, streamline permit
issuance, enhance compliance tracking, and reduce manual and in -person processing
for residents and visitors; and
WHEREAS, Parking Base is a cloud -based parking management platform that
covers various aspects of the City's operational needs including customer and back -
office management tools, simplified integrations and accessibility, endless
customizations, and an accounting -first approach with robust reporting; and
WHEREAS, a 1-year exploratory Pilot Program with a new parking permit
technology would allow the City to evaluate a modern, web -based parking permit
platform for efficiency, effectiveness, and resident/customer adoption using measurable
performance data, without committing the City to a long-term implementation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission of the City of Miami Beach, Florida, hereby recommend that the City
Manager, consistent with his maximum delegated authority pursuant to Section 2-366(c)
of the City Code, enter into a 1-year exploratory Pilot Program with a cloud -based
parking management platform, to implement an online parking permit management
portal, which will allow the City to evaluate operational efficiency, customer adoption,
and administrative impacts using measurable performance data prior to considering any
long-term implementation.
