A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE AT
ITS OCTOBER 22, 2025 MEETING, TO ACCEPT THE INSTALLATION OF
THE BUST OF GENERAL DON JOSE DE SAN MARTIN AT THE NORMANDY
FOUNTAIN PLAZA.
WHEREAS, on January 16, 2024, the Hispanic Affairs Committee recommended
honoring City residents representing the communities of Argentina, Chile, and Peru by installing
a bust of General Don Jose de San Martin at Collins Park; and
WHEREAS, on August 8, 2024, the Hispanic Affairs Committee supported the
acceptance and donation of a bust of General Don Jose de San Martin, the liberator of
Argentina, Chile, and Peru, to be placed at Collins Park or alternatively at a strategic location in
North Beach such as the Normandy Fountain Plaza; and
WHEREAS, on February 3, 2025, at the request of Commissioner Kristen Rosen
Gonzalez, the Mayor and City Commission referred a discussion item to the Public Safety and
Neighborhood Quality of Life Committee ("PSNQLC") regarding the installation of a bust of
General Don Jose de San Martin at the Normandy Fountain Plaza; and
WHEREAS, on October 22, 2025, the PSNQLC provided a favorable recommendation
to the City Commission to install the bust of General Don Jose de San Martin at the Normandy
Fountain Plaza; and
WHEREAS, the estimated cost of the project is approximately $25,000, and funding
will be considered during the FY 2027 budget process; and
WHEREAS, given anticipated expenditure reductions for capital improvements in FY
2027, the Administration supports this proposal, provided that it is added to the Parks and
Recreation Department's 5-year Capital Improvement Plan (CIP) and that the project has been
evaluated and prioritized against other critical capital needs as part of the FY 2027 budget
process.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood Quality
of Life Committee made at its October 22, 2025 meeting, and approve the installation of a
memorial bust of General Don Jose de San Martin at the Normandy Fountain Plaza.

TITLE: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE AT ITS
OCTOBER 22, 2025 MEETING, TO APPROVE THE INSTALLATION OF THE BUST
OF GENERAL JOSE DE SAN MARTIN AT THE NORMANDY FOUNTAIN PLAZA.
RECOMMENDATION
Administration recommends that while the City Commission evaluates the recommendation of
Public Safety and Neighborhood Quality of Life Committee ("PSNQLC") whether to install the bust
of General Don Jose de San Martin at the Normandy Fountain Plaza and any associated costs
for the project, it also carefully considers several critical factors that will significantly impact the
General Fund budget:
1. The Commission's December 17, 2025 Resolution: The Commission has directed the
Administration to prepare the FY 2027 budget based on the projected rolled -back millage rate.
This directive may necessitate expenditure reductions of up to $25 million from the current
service -level budget before any consideration of enhancements.
2. Escalating Capital Needs: The City continues to face an increasingly unfunded Capital
Improvement Program, placing additional pressure on long-term financial sustainability.
3. State -Level Tax Policy Risks: The State is contemplating measures to eliminate or significantly
reduce property taxes. Given that 62% of the General Fund revenue is derived from property
taxes, this poses a substantial risk to the City's fiscal stability.
Additionally, the Parks and Recreation Department has numerous unfunded capital and renewal
and repair projects. While considering new projects, it is important to evaluate those against
existing needs. A few current critical capital needs include:
Flamingo Park Football Stadium: Artificial turf (Estimated $1,400,000)
Lummus Park: Playground replacement (Estimated $1,320,000)
Muss Park: Playground Pour -in -Place safety surface ($200,000)
Citywide Landscaping: Preparation for high -profile activations such as Art Basel, Super Bowls,
NCAA National Championships, FIFA, etc. ($200,000)
These considerations are essential to ensure that decisions regarding costs for installing the bust
of General Don Jose de San Martin at the Normandy Fountain Plaza align with the City's broader
long-term financial stability and strategic priorities. Administration recommends if the City
Commission wishes to pursue this project, it be added to the Department's 5-year CIP and
evaluated and prioritized against other needs and that it be part of the FY 2027 budget process.

BACKGROUND/HISTORY
At the January 16, 2024, Hispanic Affairs Committee meeting, a motion was made recommending
that in order to honor City residents representing the communities of Argentina, Chile, and Peru,
the City should install a bust of General Don Jose de San Martin, at Collins Park. (Exhibit A).
On November 8, 2024, a Letter to Commission (LTC) was issued to inform the Mayor and City
Commission of a motion passed by the Hispanic Affairs Committee at its August 8, 2024 meeting
(Exhibit B). This motion supported the acceptance and donation of a bust of General Don Jose
de San Martin —the liberator of Argentina, Chile, and Peru —to be placed at Collins Park among
the other busts at that location, on a pedestal similar to the one for Benito Juarez. Alternatively,
the motion proposed installation at a strategic location in North Beach, such as the Normandy
Fountain Plaza, or another site agreed upon by the City Administration and City Commission
(Exhibit C)
During the February 3, 2025, City Commission meeting, at the request of Commissioner Kristen
Rosen Gonzalez, the Mayor and City Commission referred the discussion item regarding the
installation of a bust of General Don Jose de San Martin at the Normandy Fountain Plaza to the
Public Safety and Neighborhood Quality of Life Committee ("PSNQLC") for review. This referral
was documented in the official memo from that meeting (Exhibit D).
Whenever there is a proposal to establish a monument or memorial on public property in the City,
Section 82-504 of the City Code requires the sponsor to place the proposal as a referral to an
appropriate committee.
At its October 22, 2025, meeting, the Public Safety and Neighborhood Quality of Life Committee
provided a favorable recommendation to the City Commission to install the bust of General Don
Jose de San Martin at the Normandy Fountain Plaza (Exhibit E), following the presentation of
details regarding the bust itself (Exhibit F and G).
ANALYSIS
General Don Jose de San Martin is a revered figure in the history of Argentina, Chile, and Peru,
recognized for his pivotal role in the independence movements of these nations, and his legacy
continues to inspire generations. The Normandy Fountain Plaza serves as a central location
within our City and provides an ideal setting for the installation of a bust that reflects the diversity
and heritage of our community, particularly given the concentration of residents of South
American descent who live, work, and play in the North Beach area.
The installation of a bust of General Don Jose de San Martin at the Normandy Fountain Plaza
would not only pay tribute to his significant contributions to the cause of freedom and
independence, but also serves as a symbol of unity, diversity, and inclusivity within our City.
The proposed bust of General Don Jose de San Martin presents a unique opportunity to reflect
the diversity and heritage of our community, particularly given the concentration of residents of
South American descent who live, work, and play in the North Beach area.
Placing a bust of General Don Jose de San Martin at Normandy Fountain Plaza would honor his
vital role in freedom and independence, serving also as a symbol of unity, diversity, and inclusion
in our City. The estimated cost to install the bust is not to exceed $25,000.00.

budget.
These considerations are essential to ensure that decisions regarding the funding and installation
of a memorial bust of General Don Jose de San Martin at the Normandy Fountain Plaza aligns
with the City's broader long-term financial stability and strategic priorities. Further, the
Administration recommends that if the City Commission wishes to pursue this project, that it be

RECOMMENDATION
The Administration recommends that while the Public Safety and Neighborhood Quality of Life
Committee evaluates the installation of a bust of General Don Jose De San Martin at the
Normandy Fountain, it also carefully considers several critical factors that will significantly

1. The City's increasing unfunded capital improvement program.
2. Long-term General Fund financial projections indicating a potential shortfall in upcoming fiscal
years.
3. The passage of Amendment 5 in November 2024, which increases the homestead exemption
and further constrains the growth of taxable property values.
These considerations are essential to ensure that decisions regarding the installation of a bust
of General Don Jose De San Martin at the Normandy Fountain align with the City's broader
long-term financial stability and strategic priorities. If the Committee recommends funding the
installation of a bust of General Don Jose De San Martin at the Normandy Fountain, the
Administration recommends it be considered as part of the FY 2026 budget process.

The bust is currently in Peru, and as of the time of this memo, its estimated arrival in Miami Beach
remains unknown. The estimated cost to produce and install the bust, accompanying plaque, and
supporting pedestal is between $30,000 and $35,000.

Don Jose de San Martin Fact Sheet
• Regarded as a national hero of Argentina, Chile, and Peru.
• Birth: February 25, 1778, Yapeyu, Viceroyalty of the Rio de la Plata
(modern-day Argentina)
• Death: August 17, 1850, Boulogne-sur-Mer, France
• Nationality: Argentine
• Significant Contributions to Argentina:
1. Military Leadership: San Martin was a skilled military
commander and strategist. He played a pivotal role in the
Argentine War of Independence and was one of the principal
leaders in the fight for liberation from Spanish colonial rule.
2. Army of the North: San Martin organized and led the Army of
the North, which fought against Spanish forces in the northern
regions of Argentina. The most notable victory was the Battle
of San Lorenzo in 1813, a significant step towards Argentine
independence.
3. Respect for Civilian Rule: San Martin was a staunch supporter
of civilian rule and constitutional government. After securing
independence in Argentina and other South American nations,
he willingly resigned his command and withdrew from direct
involvement in politics and governance, setting an important
precedent for democratic transition.
4. Legacy: San Martin's legacy is celebrated in Argentina, where
he is considered one of the nation's founding fathers and is
often referred to as "The Liberator." His contributions to
Argentina's independence continue to be an integral part of
the country's history and identity.

RECOMMENDATION
BACKGROUND/HISTORY
Please place on the February 3, 2025 agenda a referral to the Public Safety and Neighborhood
Quality of Life Committee (the "Committee") to discuss an installation of a bust of General Don
Jose de San Martin at the Normandy Fountain Plaza.
At its January 16, 2025 meeting, the City's Hispanic Affairs Committee made a motion
recommending that the City install a bust of General Don Jose de San Martin, Liberator of
Argentina, Chile and Peru, at the Normandy Fountain Plaza to honor City residents representing
the communities of Argentina, Chile, and Peru.
Whenever there is a proposal to establish a monument or memorial on public property in the City,
Section 82-504 of the City Code requires the sponsor to place the proposal as a referral to an
appropriate committee (in this case, the PSNQLC).
General Don Jose de San Martin is a revered figure in the history of Argentina, Chile, and Peru,
recognized for his pivotal role in the independence movements of these nations, and his legacy
continues to inspire generations. The Normandy Fountain Plaza serves as a central location
within our City and provides an ideal setting for the installation of a bust that reflects the diversity
and heritage of our community, particularly given the concentration of residents of South
American descent who live, work and play in the North Beach area.
The installation of a bust of General Don Jose de San Martin at the Normandy Fountain Plaza
would not only pay tribute to his significant contributions to the cause of freedom and
independence, but also serve as a symbol of unity, diversity, and inclusivity within our City.

RECOMMENDATION
It is recommended that the Public Safety and Neighborhood Quality of Life Committee consider
the potential installation of a bust of General Don Jose de San Martin at the Normandy Fountain
Plaza. Should the Committee and Commission approve the proposal, a budget allocation of up
to $35,000 would be necessary to cover the cost of the bust and accompanying plaque. If the
recommendation is favorable, it is further advised that funding be prioritized through the Fiscal
Year 2026/2027 process.
BACKGROUND/HISTORY
At the January 16, 2024, Hispanic Affairs Committee meeting, a motion was made recommending
that in order to honor City residents representing the communities of Argentina, Chile, and Peru,
the City should install a bust of General Don Jose de San Martin, at Collins Park. (Exhibit A).
At the August 8, 2024 Hispanic Affairs Committee meeting, another motion was made supporting
the acceptance and donation of a bust of General Don Jose de San Martin, the liberator of
Argentina, Chile, and Peru, to be placed at Collins Park among the other busts at that location,
and to be placed on a pedestal similar to the one from Benito Juarez, or in the alternative, to be
placed at a strategic location in North Beach such as the plaza of the Normandy Fountain or other
location in North Beach where the City Administration and City Commission agree to. (Exhibit B)
During the February 3, 2025, City Commission meeting, at the request of Commissioner Kristen

RECOMMENDATION
The Administration recommends that while the Public Safety and Neighborhood Quality of Life
Committee evaluates the installation of a bust of General Don Jose De San Martin at the
Normandy Fountain, it also carefully considers several critical factors that will significantly
impact the General Fund budget, beginning in FY 2026:
1. The City's increasing unfunded capital improvement program.
2. Long-term General Fund financial projections indicating a potential shortfall in upcoming fiscal
years.
3. The passage of Amendment 5 in November 2024, which increases the homestead exemption
and further constrains the growth of taxable property values.
These considerations are essential to ensure that decisions regarding the installation of a bust
of General Don Jose De San Martin at the Normandy Fountain align with the City's broader
long-term financial stability and strategic priorities. If the Committee recommends funding the
installation of a bust of General Don Jose De San Martin at the Normandy Fountain, the
Administration recommends it be considered as part of the FY 2026 budget process.

Don Jose de San Martin Fact Sheet
• Regarded as a national hero of Argentina, Chile, and Peru.
• Birth: February 25, 1778, Yapeyu, Viceroyalty of the Rio de la Plata
(modern-day Argentina)
• Death: August 17, 1850, Boulogne-sur-Mer, France
• Nationality: Argentine
• Significant Contributions to Argentina:
1. Military Leadership: San Martin was a skilled military
commander and strategist. He played a pivotal role in the
Argentine War of Independence and was one of the principal
leaders in the fight for liberation from Spanish colonial rule.
2. Army of the North: San Martin organized and led the Army of
the North, which fought against Spanish forces in the northern
regions of Argentina. The most notable victory was the Battle
of San Lorenzo in 1813, a significant step towards Argentine
independence.
3. Respect for Civilian Rule: San Martin was a staunch supporter
of civilian rule and constitutional government. After securing
independence in Argentina and other South American nations,
he willingly resigned his command and withdrew from direct
involvement in politics and governance, setting an important
precedent for democratic transition.
4. Legacy: San Martin's legacy is celebrated in Argentina, where
he is considered one of the nation's founding fathers and is
often referred to as "The Liberator." His contributions to
Argentina's independence continue to be an integral part of
the country's history and identity.
