HomeMy WebLinkAboutResolution 2026-34059RESOLUTION NO. 2026-34059 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 2025-396-WG, FOR AN APPLICANT TRACKING AND LEARNING MANAGEMENT SYSTEM; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH AUZMOR, INC., THE TOP -RANKED PROPOSER; AND IF UNSUCCESSFUL, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH GOVERNMENTJOBS.COM, INC. DBA NEOGOV, THE SECOND -RANKED PROPOSER; AND FURTHER, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO EXECUTE AN AGREEMENT UPON CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS, On July 23, 2025, the Mayor and City Commission authorized the issuance of RFQ 2025-396-WG (the "RFQ") for an applicant tracking and learning management system for the Human Resources Department; and WHEREAS, on October 8, 2025, the City received proposals from the following eleven (11) firms: Auzmor, Inc., Avature Limited, Inc., Concourse Tech, Inc., Eventure HR, LLC, Govern mentjobs.com, Inc. dba NEOGOV, Invasso, LLC, Phoenician, LLC, Pollux Software Solutions, Programming.com, Inc., Sunshine Enterprise USA, LLC, and The Educe Group, Inc., - and WHEREAS, the proposal submitted by Invasso, LLC was deemed non -responsive for failure to submit the Proposal Certification, Questionnaire & Requirements Affidavit, and received no further consideration; and WHEREAS, on December 2, 2025, the City Manager appointed an Evaluation Committee via LTC # 504-2025 (the "Evaluation Committee"); and WHEREAS, the Evaluation Committee was comprised of Jacqueline Caicedo, Assistant Director, Parking Department, Ricardo Castillo, Sergeant, Police Support Services, Police Department, Koren Illa, Training and Development Manager, Human Resources Department, Melody Perez, Contract Compliance Administrator, Parks and Recreation Department, Ramon Suarez, Recruitment Manager, Human Resources Department, and Adriel Zaldua, Chief of Technology Services, Information Technology Department; and WHEREAS, the Evaluation Committee convened on December 18, 2025, to consider the proposals received; and WHEREAS, the Evaluation Committee was provided an overview of the project, information relative to the City's Cone of Silence Ordinance, the Government Sunshine Law, and general information on the scope of services and a copy of each proposal; and WHEREAS, the Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ; and WHEREAS, the evaluation process resulted in the proposers being ranked by the Evaluation Committee in the following order: 1st Auzmor, Inc. 2nd Governmentjobs.com, Inc. dba NEOGOV 3rd The Educe Group, Inc. 4th Avature Limited, Inc. 5th Concourse Tech Inc. 6th Sunshine Enterprise USA LLC 7th Programming.com Inc. 8th Eventure HR, LLC 9th Phoenician, LLC 10th Pollux Software Solutions; and WHEREAS, after reviewing all of the submissions and the Evaluation Committee process, the City Manager concurs with the Evaluation Committee and recommends that the Mayor and City Commission (i) authorize the Administration to enter into negotiations with Auzmor, Inc., as the top -ranked proposer and, if unsuccessful, authorize negotiations with Governmentjobs.com, Inc. DBA NEOGOV., the second -ranked proposer, and (ii) authorize the City Manager and City Clerk to execute an agreement upon the conclusion of successful negotiations by the Administration. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the recommendation of the City Manager, pursuant to Request for Qualifications (RFQ) No. 2025-396-WG, for an applicant tracking and learning management system; authorize the Administration to enter into negotiations with Auzmor, Inc., the top -ranked proposer; and if unsuccessful, authorize the Administration to negotiate with Governmentjobs.com, Inc. dba Neogov, the second -ranked proposer; and further, authorize the City Manager and City Clerk to execute an agreement upon conclusion of successful negotiations by the Administration. (HUMAN RESOURCES) RECOMMENDATION The City Administration ("Administration") recommends that the Mayor and City Commission ("City Commission") approve the Resolution. The solicitation is currently under the cone of silence. BACKGROUND/HISTORY The City of Miami Beach, Human Resources Department ("Department"), utilizes a cloud -based human resources software platform designed for public sector recruitment, onboarding and the employee training processes, which streamlines the hiring process. This software helps the department efficiently manage the hiring process while ensuring compliance with government regulations. This type of software is essential for the department as it reduces administrative workload, enhances transparency, improves data accuracy, and supports more informed decision -making. By centralizing these functions, the software allows the Department to attract top talent, stay compliant, and promote a more engaged and efficient workforce. Historically, the city has procured these services via competitively solicited piggyback contracts awarded by state or national cooperatives. The issuance of formal solicitation in lieu of piggybacking is in the best interest of the City at this time, as the current licenses with Govemmentjobs.com, Inc. d/b/a NEOGOV are nearing expiration, and the awarding entities have not yet awarded replacement agreements, which may result in service interruption. ANALYSIS On July 23, 2025, the City Commission approved the issuance of Request for Qualifications (RFQ) 2025-396-WG for an applicant tracking and recruitment management solution. On July 23, 106 of 2180 2025, the RFQ was issued. A voluntary pre -proposal conference was held on August 5, 2025, to provide information to proposers submitting a response. Three addenda were issued, and 132 prospective bidders accessed the advertised solicitation. RFQ responses were due and received on October 8, 2025. The City received a total of 11 proposals from the following firms: Auzmor, Inc. Avature Limited, Inc. Concourse Tech, Inc. Eventure HR, LLC Govemmentjobs.com, Inc. dba NEOGOV Invasso, LLC Phoenician, LLC Pollux Software Solutions Programming.com, Inc. Sunshine Enterprise USA, LLC The Educe Group, Inc. The Committee noted that Auzmor offers an extensive learning management course catalog and is also customizable. In addition, Auzmor's applicant tracking system allows candidates to apply online and track their 107 of 2180 application status in real-time via web or mobile. In addition, it provides staff access to view a candidate's application history. The system also allows candidates to complete any pre- employment forms electronically, streamlining the onboarding/ofboarding process. Auzmor's solution also integrates with Tyler-Munis, Microsoft, and Teams. Auzmor, established in 2017, specializes in employee recruitment and training. They offer HR solutions that are intuitive and easy to navigate, but offer a wide range of services and agency support across all aspects of business, from employee training, recruitment, to onboarding and custom application development. Auzmor offers access to over 30,000 pieces of curated content from leading publishers, plus an in-built authoring tool to plug in existing materials or create interactive courses, with automatic certificates for compliance, enabling HR to select aligned mandatory training for productivity, safety, and retention. Some of their public sector clients include the Denver Regional Council of Governments, Utah Valley University, the State of Colorado, and the Council for Economic Opportunities of Greater Cleveland. Staff verified references, which included the State of Colorado and Utah Valley University, which provided positive feedback. The Committee also deemed Govemmentjobs.com, Inc., d/b/a NEOGOV, the second -ranked proposer, well qualified and should be considered if negotiations with Auzmor are not successful. The Committee mentioned that NEOGOV's products helped the City automate, streamline, and centralize many core HR processes relevant to recruitment, onboarding, training/development, and performance management. The Committee also noted that their learning management system includes a course catalog of over 1700 courses and allows for self -scheduling and tracking of training requirements. Their recruitment solution allows tracking of applicants through all stages of the hiring process and also allows candidate self -scheduling of interviews. Their system integrates with Tyler-Munis. Established in 1998, NEOGOV understands the challenges public sector agencies face, and has built solutions to meet them. Their integrated platform supports every stage of the employee journey, from hiring and onboarding to growth, retention, and compliance. NEOGOV currently works with more than 1800 agencies nationwide delivering the requested features and functionality sought by the City. NEOGOV is the incumbent solution provider to the City; its products and services have been performed satisfactorily. Some of their local public sector clients include Lee County, the City of Tamarac, the City of St. Cloud and the City of Sunrise. Staff verified references, which included the City of St. Cloud and the City of Sunrise, which provided positive feedback. FISCAL IMPACT STATEMENT Fees will be established through the negotiation process. Average annual expenditure for these services total $105,000.00.
