A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS
TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY
OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) BRANCHES, INC., MIAMI-DADE VITA
COALITION PARTNERSHIP, VOLUNTEER INCOME TAX ASSISTANCE
(VITA) PROGRAM, IN THE APPROXIMATE AMOUNT OF $2,000; 2)
FLORIDA INLAND NAVIGATION DISTRICT (FIND), SMALL-SCALE SPOIL
ISLAND RESTORATION & ENHANCEMENT PROGRAM, IN THE
APPROXIMATE AMOUNT OF $20,000; 3) LIFE TIME FOUNDATION, KIDS
RUN MIAMI GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF
$2,000; 4) HUD CONTINUUM OF CARE, IN THE APPROXIMATE AMOUNT
OF $790,000.
WHEREAS, the City Administration applies for grants and external funding from
outside organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $2,000 from Miami -Dade Coalition Partnership, Volunteer Income Tax
Assistance (VITA) Program, Branches, Inc., the details of which are set forth in the
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $20,000 from Florida Inland Navigation District (FIND), Small -Scale
Spoil Island Restoration & Enhancement Program, the details of which are set forth in the
Commission Memorandum accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $2,000 from Life Time Foundation, Kids Run Miami Grant Program,
the details of which are set forth in the Commission Memorandum accompanying this
Resolution; and
WHEREAS, the City Administration requests approval to apply for three grants in the
combined approximate amount of $790,000 from HUD Continuum Of Care Programs, the
details of which are set forth in the Commission Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively
approve and authorize) the City Manager, or his designee, to apply for, and accept funding,
execute any and all documents or agreements, and appropriate funding received by the City
of Miami Beach in connection with the following grants, programs, and agreements: 1)
Branches, Inc., Miami -Dade Vita Coalition Partnership, Volunteer Income Tax Assistance
(VITA) Program, in the approximate amount of $2,000; 2) Florida Inland Navigation District
(FIND), Small -Scale Spoil Island Restoration & Enhancement Program, in the approximate
amount of $20,000; 3) Life Time Foundation, Kids Run Miami Grant Program, in the
approximate amount of $2,000; 4) HUD Continuum Of Care, in the approximate amount of
$790,000.

RECOMMENDATION
Adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations. Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1. Branches Inc , Miami -Dade VITA Coalition Partnership, Volunteer Income Tax Assistance
(VITA) Program, in the approximate amount of $2,000 for VITA services.
Branches, Inc. partners with local organizations to collectively execute the Volunteer Income Tax
Assistance (VITA) Program as the Miami -Dade VITA Coalition The VITA Program offers help
and support to organizations who offer free preparation and asset building services to low-income
or limited English proficiency clients within Miami -Dade County. Every year, the Department of
Housing and Community Services partners with Branches and the IRS to offer free tax services
to the community.
The City administration is applying for annual grant funding to subsidize the cost of running a tax
return service program. As a VITA site, the City receives payment for each return that is
completed. It is estimated that in 2026, the City will receive approximately $2,000 in grant funding.
No matching funds are required.

2. Florida Inland Navigation District (FIND), in the approximate amount of $20,000 for the Small -
Scale Spoil Island Restoration & Enhancement Program.
FIND has elected to develop a Small -Scale Spoil Island Enhancement Program to foster "adoption
& stewardship" of these islands. This program is intended to provide general improvements,
cleanup and maintenance to these islands. FIND intends to seek the most technically sound and
cost-effective proposals that specifically address the enhancement, improvement and
maintenance of spoil islands of the Waterway.
The City administration is applying to a grant in the approximate amount of $20,000 for debris
removal and upkeep of Flagler Monument Island, a historic landmark in Biscayne Bay. The island
faces significant challenges from plastic pollution and other debris, which threaten its natural
beauty and environmental health. Currently, the City of Miami Beach has an agreement with
Miami -Dade County to conduct cleanups once a week. However, this frequency is insufficient to
manage the ongoing pollution effectively, particularly given the island's popularity and the
increasing volume of waste. The purpose of this grant request is to extend the current agreement
to include bi-weekly cleanups and potentially additional services during holidays when visitor
numbers are higher. The City is providing in -kind matching funds in the approximate amount of
$2,000.
3. Life Time Foundation, Kids Run Miami Grant Program, in the approximate amount of $2 000
for afterschool programs.
Complimentary to Miami -Dade County schools and youth organizations, the Life Time Kids Run
Miami program aims to help reduce the health risks and conditions that kids face today by
promoting physical education and an active lifestyle through running. Youth participants begin the
program running one mile a week and gradually increase their running regimen over time with the
opportunity to run together in a safe setting on the same course used by nearly 20,000 marathon
and half marathon runners.
The City administration is applying for a grant to implement the Kids Run Miami Program at after
school programs, located in North Shore Park and Youth Center, Scott Rakow Youth Center,
Muss Park, and Flamingo Park. The grant will fund equipment, nutritious snacks, and educational
materials. There are no matching funds required.
4. HUD Continuum of Care, in the approximate combined amount of $790,000 for Street Outreach
Program and Reducing Homelessness.
The HUD Continuum of Care (CoC) connects unsheltered individuals experiencing homelessness
to essential services and housing resources. It focuses on building trust through trauma -informed
engagement, assessing needs, and linking clients to emergency shelter, healthcare, behavioral
health, and employment supports. HUD Continuum of Care aims to reduce homelessness by
facilitating housing placements, promoting stability, and coordinating with community partners for
comprehensive care. The City is applying for grant funding for three separate projects as
described below, in the combined approximate combined amount of $787,000.
HUD Continuum of Care, Street Outreach Proiect
The City administration is applying to a grant in the approximate amount of $70,000 for Street
Outreach project that will deploy full-time outreach personnel dedicated to engaging
individuals experiencing homelessness. Outreach efforts include individualized assessments
to build rapport and connect participants to services such as shelter placement, family
reunification, ID assistance, and referrals to community partners. The City is providing

matching funds in the approximate amount of $17,000 from account number 011-0560-
000349-2 3-405-575-00-00-00.
HUD Continuum of Care, Hand -Up Proiect
The City administration is applying to a grant in the approximate amount of $210,000 for
reducing homelessness. Hand -Up project is a key part of Miami Beach's Street Outreach
Services, designed to help unsheltered individuals achieve stability and self-sufficiency.
Services include referrals to community partners, help with benefit applications,
transportation, employment support, housing move -in assistance, mentorship, life skills
training, and childcare funding. The project also provides follow-up support after housing
placement, including regular check -ins to ensure a smooth adjustment. Participants are
screened for housing readiness and assisted in obtaining vital documents. The City is
providing matching funds in the approximate amount of $53,000 from account number 011-
0560-000349-23-405-575-00-00-00 contingent on Fiscal Year 2027 adopted budget.
HUD Continuum of Care, MB Rise Proiect
The City administration is applying to a grant in the approximate amount of $507,000 for the
MB RISE project to deliver a coordinated, service -rich intervention for individuals and families
experiencing homelessness in Miami Beach. Targeting 50 households, the project offers
intensive case management, behavioral health services, life skills support, and Rapid
Rehousing for up to 15 households for one year. The City is providing matching funds in the
approximate amount of $127,000 from account number 011-0560-000349-23-405-575-00-00-
00 contingent on Fiscal Year 2027 adopted budget.

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or agreements
in connection with these grants, award programs and funding requests.
