HomeMy WebLinkAboutResolution 2026-34074RESOLUTION NO. 2026-34074 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING ADDITIONAL ENGINEERING AND CONSULTING SERVICES RELATED TO THE NORMANDY ISLES WATER MAIN REPLACEMENT PROJECT, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) 2022-122-ND, FOR ENGINEERING SERVICES FOR WATER AND WASTEWATER SYSTEM PROJECTS BETWEEN THE CITY AND CHA CONSULTING, INC. (FORMERLY KNOWN AS A&P CONSULTING TRANSPORTATION ENGINEERS CORP.); AND FURTHER, AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NO. 1 FOR THE COMPLETION OF A TRAFFIC STUDY & ANALYSIS OF NORMANDY DRIVE NECESSARY FOR THE CIVIL ENGINEERING SERVICES OF PREPARING SIGNED & SEALED TEMPORARY TRAFFIC CONTROL PLANS, TEMPORARY SIGNALIZATION PLANS, AND DETOUR PLANS FOR COMPLIANCE WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) PERMIT REQUIREMENTS, AND ADDITIONAL ENGINEERING SERVICES TO UPSIZE THE 30-INCH WATER MAIN TO A 36-INCHWATER MAIN, IN THE NOT TO EXCEED AMOUNT OF $236,021.02, INCREASING THE TOTAL PROJECT COST FROM $637,500.39 TO $873,521.41. WHEREAS, on June 22, 2022, the Mayor and City Commission authorized the Administration to enter into negotiations with Hazen and Sawyer, P.C. ("Hazen") and A&P Consulting Transportation Engineers Corp. ("A&P") pursuant to Request for Proposals (RFQ) No. 2022-122-ND for Engineering Services for Water and Wastewater Projects; and WHEREAS, on February 8, 2023, the City and A&P entered into an agreement (the "Agreement") having an initial term of three (3) years, with two (2) one-year renewal terms; and WHEREAS, on April 28, 2023, the City Commission approved a request for approval of routine renewals, service orders, change orders, or contract amendments for City -awarded contracts, including the assignment of the Agreement from A&P to CHA Consulting, Inc. ("CHA"), following acquisition of A&P by CHA in February 2021, thereby assigning the rights, titles, interests, and obligations of A&P pursuant to the Agreement to CHA; and WHEREAS, on September 13, 2023, the City Commission approved the Normandy Isles Water Main Replacement Project (the "Project"), pursuant to the Agreement and RFQ 2022-122- ND, via Resolution No. 2023-32740; and WHEREAS, the service order for change order No. 1 entails the design services necessary to upsize the 30-inch water main to a 36-inch water main and comply with the Florida Department of Transportation's (FDOT) permit requirements for the approval of the Normandy Isles Water Main Replacement Project; and WHEREAS, the Project spans from the Miami -Dade County Water & Sewer Department's ("WASD") water meter, near the intersection of Normandy Drive and Bay Drive, to the Normandy Isles Water Booster Station at Rue Vendome Plaza, located at the intersection of Normandy Drive and Rue Vendome; and WHEREAS, the service order includes completing a traffic study of Normandy Drive and the subsequent development of Temporary Traffic Control Plans (TTCP), Temporary Signalization Plans (TSP), and Detour Plans (DP); and WHEREAS, the Project is a priority infrastructure initiative for North Beach, situated in the Normandy Isles Neighborhood, and implements necessary design revisions to upsize the 30- inch water main to a 36-inch water main; and WHEREAS, the Project aims to design and replace the critical 80-year-old distribution water main along Normandy Drive, which transmits high water pressure to other neighborhoods in North Beach; and WHEREAS, this water main is at the end of its useful life and is one of the five crucial interconnections with the WASD, making it a vital component of the City's water infrastructure; and WHEREAS, the need for improvements to this water main was identified in the City of Miami Beach Water System Master Plan; and WHEREAS, the original scope of work for the Project included design and permitting, however, following an initial permitting submission to FDOT, signed and sealed Maintenance of Traffic plans were requested for permit approval; and WHEREAS, the additional scope of work encompasses all necessary data collection to perform a traffic study of the Normandy Drive corridor, which is essential for the design and development of the signed and sealed Maintenance of Traffic plans; and WHEREAS, CHA provided a proposal, attached to the City Commission Memorandum accompanying this Resolution as Attachment A, to conduct the traffic study and design the signed and sealed Maintenance of Traffic (MOT) plans under Agreement 2022-122-ND for Engineering Services for Water and Wastewater System Projects; and WHEREAS, upon completion, the Project will ensure reliable water service to North Beach; and WHEREAS, accordingly, the Administration recommends that the Mayor and City Commission authorize Change Order No. 1 to complete the necessary tasks for the permitting of the design for the Project by CHA, in the not to exceed amount of $236,021.02, increasing the total Project cost from $637,500.39 to $873,521.41. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve additional engineering and consulting services related to the Normandy Isles Water Main Replacement Project, pursuant to Request for Qualifications (RFQ) 2022-122-ND, for engineering services for water and wastewater system projects between the City and CHA Consulting, Inc. BACKGROUND/HISTORY On June 22, 2022, the Mayor and City Commission (City Commission) authorized the Administration to enter into negotiations with Hazen and Sawyer, P.C. (Hazen), the top -ranked proposer, and A&P Consulting Transportation Engineers, Corp. (A&P) for engineering services for water and wastewater projects (RFQ No. 2022-122-ND). On February 8, 2023, the City and A&P entered into an engineering agreement having an initial term of three (3) years, with two (2) one-year renewal terms. On April 28, 2023, the City Commission approved a request for routine renewals, task orders, change orders, or contract amendments for City -awarded contracts, including the assignment of the agreement from A&P to CHA Consulting Inc. (CHA), which had acquired A&P in February 2021. This assignment transferred all rights, titles, interests, and obligations of the agreement from A&P to CHA. On September 13, 2023, the City Commission approved the Normandy Isles Water Main Replacement Project, pursuant to the agreement RFQ 2022-122-ND, via Resolution No. 2023- 32740. The Service Order for change order No. 1 entails the design services necessary to upsize the 30- inch water main to a 36-inch water main and comply with the Florida Department of 566 of 2180 Transportation's (FDOT) permit requirements for the approval of the Normandy Isles Water Main Replacement Project. This project spans from the Miami -Dade County Water & Sewer Department's (WASD) water meter, near the intersection of Normandy Drive and Bay Drive, to the Normandy Isles Water Booster Station at Rue Vendome Plaza, located at the intersection of Normandy Drive and Rue Vendome. The Service Order includes completing a traffic study as required by FDOT of Normandy Drive, developing Temporary Traffic Control Plans (TTCP). Temporary Signalization Plans (TSP), Detour Plans (DP). and necessary design revisions to upsize the 30-inch water main to a 36-inch water main This refers to the completion of a traffic study of Normandy Drive, subsequent development of TTCP, TSP, DP, and additional design and permitting tasks to upsize. ANALYSIS The Normandy Isles Water Main Replacement Project is a priority infrastructure project for North Beach, situated in the Normandy Isles Neighborhood. The project aims to design and replace the critical 80-year-old distribution water main along Normandy Drive, which is the primary water supply to neighborhoods in North Beach. This water main is at the end of its useful life and is one of the five crucial interconnections with WASD. making it a vital component of the City's water infrastructure. The need for improvements to this water main was identified in the City of Miami Beach Water System Master Plan. Following the initial permitting submission to FDOT for work along Normandy Drive, FDOT requested a traffic study and the development of detailed signed and sealed Maintenance of Traffic (MOT) plans for further permit review and approval. The original scope of work did not include the preparation of detailed MOT plans as a project deliverable, therefore, this request constitutes additional services. The additional scope of work includes the collection of necessary field traffic data, the data analysis. a technical memorandum summarizing the findings of the analysis. the development of corridor -specific MOT drawings and additional coordination with FDOT. Separately, a hydraulic modeling effort was recently completed to assess the impacts of ongoing and future developments in the area. The increased demands associated with higher development density indicate that the existing 30-inch water main must be upsized to a minimum of a 36-inch water main to match the capacity of the county water main feed. This improvement will maximize the available county supply through the corridor and ensure that projected water demands are met while maintaining adequate system pressures. The additional scope of work includes all engineering services necessary to complete the required design modifications and permitting associated with the 36-inch water main. CHA provided a proposal (Attachment A) to conduct the traffic study, design the signed and sealed MOT plans, and upsize the 30-inch water main to a 36-inch water main to be completed under agreement 2022-122-ND for engineering services for water and wastewater system projects. The Administration, pursuant to RFQ 2022-122-ND for engineering services for water and wastewater system projects between the City and CHA. requests that the Mayor and City Commission authorize change order No. 1 to complete the upsizing and permitting of the design for the Normandy Isles Water Main Replacement Project, in the not to exceed amount of $236,021.02. increasing the total project cost from $637,500.39 to $873,521.41, work to be performed by CHA. This Change Order request is based on meetings held with the City's staff as well as information that was provided to CHA by the City. Project Description: The City of Miami Beach coordinated with Hazen and Sawyer to complete a Hydraulic Model of the Normandy Drive 30-in Water Main system to consider future development scenarios. Through this modeling effort, it was determined that the existing water main system along Normandy Drive from east of Bay Drive to the Normandy Isles Booster Pumping Station is to be upsized to a 36-in water main to ensure future water demands and maintain system pressures under various scenarios as modeled by Hazen and Sawyer. CHA Consulting was preparing the 100% Drawings for the design as originally scoped for this project. This Change Order #1 is being submitted to revise the existing design which would require additional funding for the following tasks: 1- Contract Document Development (90%, Permitting and 100%) CHA Consulting is also submitting additional engineering services to add the following task to the contract as coordinated and required by FDOT: 1- Traffic Study and Temporary Traffic Control Plans See Scope of Work for more details. This Change Order #1 will include the following task: • Upsizing the current design from a 30-in to a 36-in of 5300 LF of 30" Water Main along Normandy Drive from east of Bay Drive to the Normandy Isles Booster Pumping Station. • Abandon the existing 30-in water main along Normandy Drive. • Design will be reviewed for clearance requirements and other design changes caused by the upsizing of the pipe. • Review and modify as necessary to the HDD design. • Review and modify as necessary the tie in location to the Normandy Booster Station. Coordinate with the current Booster Station Improvement Project being completed by Stantec. • Traffic/MOT engineering services per the Scope and Fee as provided as Appendix A in this Change Order. Scope of Services Change Order #1 will impact the following task as presented originally under current Contract #22- 122-02 CSO #1. Task 4.4: Permitting and Environmental Assessment Additional fee is required for this task to finalize the Permitting process for this project. CHA and Nova Consulting had begun permit coordination with the appropriate agencies and will need to resubmit as required by each permitting agency. The following permits are to be coordinated for resubmittal and revisions to permit applications as required for this design change: • Notice of Intent to Use the General Permit for Construction of Water Main Extensions for Public Water Systems (DRER/Florida Department of Health) • Permit Deliverable to City of Miami Beach Public Works Department for stamp coordination. The CHA team will assist Nova Consulting on resubmitting the Permit Package based on the comments received from City's and the Owner's Representative on the 90% Design Submittal. Permit Package will include profiles and crossings with existing utilities. In addition, a Preliminary Engineering Report will be submitted based on the comments received from 90% Plans. This submittal should include written responses to all 90% Design Submittal comments along with necessary changes made to the contract documents. All permit applications will be included as part this submittal. Permit acquisition services provided by Nova Consulting include coordination with the regulatory agencies, preparation of the application packages utilizing supporting documentation and information to be provided by the design team, submittal of the application packages, coordination of the response to permit agencies' requests for additional information resulting from the initial submittal of the application package for re - submittal, and coordination with the design team. The design team shall provide Nova all necessary revisions and updates to technical information and/or supporting documentation, as requested by the regulatory agency. Permitting activities include: • Coordinate with the regulatory agencies early in the design to identify requirements for submittal of permit applications; • Prepare and submit permit applications, including necessary design documents and manufacturer shop drawings to be provided by the design team; • Prepare response to regulatory Request for Additional Information (RAI) within regulatory timeframes. Task 4.5: 100% Design Submittal (Final) The CHA team will prepare a 100% Final Design Submittal based on the comments received from the City, the Permitting Agencies and the Owner's Representative on the Permit Package Submittal. No further improvements are assumed at the M-D WASD Meter Vault or upstream from the approved connection point as coordinated with M-D WASD. It is assumed that M-D WASD infrastructure is to remain as existing. 2. Design will be modified to meet all required utility clearances as specified but will keep the same alignment if possible to minimize impact to the design completed to date. Only change of scope being considered is upsizing the main with no other parameters. 3. Responses to various inquires shall be made based on the best available information provided to cha at the time of the review. 4. If required, the City will provide any and all water and hydraulic modeling required by any permitting agency to assess the replacement of the proposed 30-in water main. 5. The City acknowledges that CHA's scope is based on information made available at the time of this Task Order and data gathered during meetings. 6. The City will provide all requested information within a reasonable timeframe. It is assumed that all information provided by the CITY is complete and accurate. 7. City agrees to work with CHA to ensure compliance with the proposed schedule. 8. Performance durations provided assume timely permit processing by regulatory agencies having jurisdiction over the project. Delays in obtaining permits, beyond the control of CHA may results in delays to the performance schedule for which CHA and its subcontractors cannot be held liable. 9. Proposed regulatory agencies and required permits have been identified to the best of CHA's knowledge. The City will pay all associated permit fees. 10. No additional changes to the Permit Submittal from other City Departments (Fire, Right -of - Way, WASD) while coordinating Task 4.4 with City staff. PROJECT SCHEDULE CHA shall make every reasonable effort to deliver the work as specified in the Scope of Services section contained herein, in accordance with the schedule outlined below. The schedule assumes an NTP in January 2026. The project schedule is dependent upon prompt review and response by the City to all design progress submittals. This schedule assumes a timely turnaround on all reviews by the City. "The Calendar Days after NTP for Task 5 assume a 3-month procurement time, and 7 months for construction. This is a tentative value and is subject to change. FEE SCHEDULE CHA will perform the services defined in this scope of services for a lump sum fee of $236,021.02 1. Task 4.3 - 90% Design Submittal shall be billed as a Lump Sum Amount of $60,451.62. 2. Task 4.4 - Permit Package shall be billed as a Lump Sum Amount of $5,644.92. Task 4.4a - Permit and Environmental Assessment (by NOVA Consulting): $5,861.03. 3. Task 4.5 - 100% Design Submittal shall be billed as a Lump Sum Amount of $40,856.54. 4. Task 4.7 - Traffic Study and Temporary Traffic Control Plans shall be billed as a Lump Sum Amount of $123,206.91. The breakdown of fees per task is attached in Appendix B. CHA will submit a monthly invoice to the City for a portion of the Lump Sum Amount. The portion of the Lump Sum amount billed for CHA's services will be based upon CHA's estimate of the proportion of the total services completed during the monthly billing period to the Lump Sum. CHA will submit an invoice narrative detailing the work performed during the invoiced pay period. Moreover, the development and design of the Temporary Traffic Control Plan (TTCP), Temporary signalization, and detour plans for the construction of the 30-inch water main (approximately 5,300 linear feet), as well as the interconnection at the side streets along the project, were undertaken. All maps, plans, and designs must be prepared in accordance with English values, as outlined in the MUTCD, FDOT Design Standards, Florida Greenbook, Miami -Dade County Standards, and CAD requirements. Scope of Work 1. Traffic Modeling The operational impacts of the proposed detour will be assessed across four zones along Normandy Dr.: • Zone A: Bay Dr. (West) to the west of Rue Granville • Zone B: West of Rue Granville to west of Rue Notre Dame • Zone C: West of Rue Notre Dame to Rue Versailles • Zone D: Rue Versailles to Bay Dr. (East) The following tasks will be completed for these zones: • Develop traffic models using Synchro to evaluate both Existing Conditions and TTCP Conditions. • Adjust traffic signal timings and phasing as necessary to accurately reflect existing conditions. • Fine-tune traffic signal timings and phasing as needed for TTCP conditions. • Analyze vehicular queuing, delay, and overall capacity constraints under the detour scenario. Traffic Analysis A detailed LOS analysis will be conducted for both Existing and TTC Conditions. This will include: • Intersection Level of Service (LOS) assessment for the study area, evaluating changes in traffic performance metrics, including vehicle delays, queue lengths, and volume -to -capacity ratios. • Identification of potential bottlenecks or operational deficiencies resulting from the detour. • Recommendations for mitigation strategies, such as signal timing adjustments or lane modifications, if necessary. 4. Summary Memorandum and Appendices of the Analysis Result A technical memorandum will be prepared to summarize the findings of the analysis. The document will include: • A comparison of LOS results for Existing Conditions and TTCP Conditions. • Key observations and recommendations regarding the feasibility of the proposed detour. • Supporting figures, tables, and graphical representations of the analysis results. 5. Design Phase CHA will prepare detailed TTCP plans, Temporary Signalization Plans, and detour plans for FDOT Permit Office approval based on the design drawings for the new 30-inch water main in the City of Miami Beach. These plans will primarily address the closure of one -lane segments along SR 934/Normandy Dr, a three -lane roadway (Westbound) within a residential area of the City of Miami Beach. (NOVA) is pleased to submit this Scope of Services request to provide additional professional engineering services consisting of permitting support in connection with the Normandy Isles 36" Water Main Replacement in the City of Miami Beach. BACKGROUND The City of Miami Beach has completed a hydraulic model of their potable water system and determined that a design modification is required for this Water Main Replacement project. Specifically, the Water Main along Normandy Dr. within the project limits must be upsized from a 30-inch line to a 36-inch line (Please refer to Project Location Map- Attachment A). This change will require additional coordination with the agencies having jurisdiction and resubmittal of the required permit applications. Since Nova had already started the permitting process and completed additional services under the Phase II assessment task, CHA has requested Nova to: • truncate and remove the remaining original permitting scope and use the remaining funds to partially pay for this change order • provide additional permitting services associated with this change in design SCOPE OF SERVICES Under this scope of work NOVA will assist CHA with the following tasks TASK 3.0 ADDITIONAL PERMITTING SERVICES ASSOCIATED WITH RESUBMITTAL OF DESIGN CHANGE Additional permitting services to be provided by Nova include coordination with the regulatory agencies on the new design, preparation of the new application packages utilizing supporting documentation and information to be provided by the design team, resubmittal of the application packages already processed, coordination of responses to permit agencies' requests for additional information resulting from design changes, and coordination with the design team. The design team shall provide Nova with all necessary revisions and updates to technical information and/or supporting documentation, as requested by the regulatory agencies. Deliverables: • Updated Permit Matrix • New Permit applications for each agency TASK 5.0 ADDITIONAL RIGHT OF WAY PERMITTING SERVICES ASSOCIATED WITH MW INSTALLATION Based on the findings of the Level 1 Contamination Screening Evaluation areas of suspect soil and groundwater contamination were investigated further to determine potential impacts to construction. A select number of soil borings (SBs) and groundwater monitoring wells (MWs) were strategically placed in the vicinity of potentially contaminated sites to evaluate soil and/or groundwater impacts within the construction limits. The placement of some of the SBs and MWs were required to be located within sidewalk areas in the vicinity of FDOT ROW to minimize impacts to private property. Since the location of the SBs and MWs were not known at the time of proposal, City of Miami Beach and FDOT ROW permits, including the preparation of Maintenance of Traffic (MOT) plans, were not anticipated nor included in the fee estimate. The following additional services were required to obtain access to FDOT ROW to place the necessary SBs and MWs and complete the contamination assessment: • Preparation of MOT Plans • Coordination with FDOT and City of Miami Beach Public Works • Preparation, Submittal, and Tracking of ROW permits through FDOT and City of Miami Beach • Prepare responses to FDOT comments • Attend walk through with FDOT Inspector • Implementation of MOT, including barricade and signage rentals. COMPENSATION The total fee for this work, on a lump sum basis, amounts to $5,861.03, which includes the additional permitting services under Task 3.0 and the additional work performed under Task 5.0.
