A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, AUTHORIZING THE CREATION OF A
NINE -MEMBER HALL OF FAME SELECTION COMMITTEE, TO BE
APPOINTED BY THE MAYOR AND CITY COMMISSION, FOR THE
SELECTION OF THE 2026 MIAMI BEACH HALL OF FAME INDUCTEE;
AND ESTABLISHING ELIGIBILITY CRITERIA AND A NOMINATION AND
SELECTION PROCESS FOR THE INDUCTEE.
WHEREAS, on September 25, 2017, the Mayor and City Commission adopted
Resolution No. 2017-29987 accepting the recommendations of the
Neighborhood/Community Affairs Committee ("NCAC") at its June 30, 2017 meeting, and
approved the creation of a Miami Beach Hall of Fame to be located on the South
Concourse Wall of the Miami Beach Convention Center, and the creation of a selection
committee and selection process; and
WHEREAS, on November 14, 2018, the Mayor and City Commission adopted
Resolution No. 2018-30588 to accept the recommendations of the Miami Beach Hall of
Fame Selection Committee to modify the criteria prospectively to preclude sitting elected
or appointed public officials at the State or local level, self -nominated, and current Hall of
Fame Selection Committee members from eligibility; to consider up to five (5) inductees
for the inaugural year of the Hall of Fame; and to create a family legacy award category
in the nomination process; and
WHEREAS, since the creation of the Miami Beach Hall of Fame, the
Administration has overseen three (3) nomination and selection cycles; and
WHEREAS, on November 14, 2018, the Mayor and City Commission approved
Resolution No. 2018-30587 accepting the recommendation of the Miami Beach Hall of
Fame Selection Committee and ratifying the induction of Norman Braman, Barbara
Capitman, Gloria and Emilio Estefan, Morris Lapidus and Matti Herrera Bower as the
inaugural members of the City of Miami Beach Hall of Fame; and
WHEREAS, on June 23, 2021, the Mayor and City Commission approved
Resolution No. 2021-31748 accepting the recommendation of the Miami Beach Hall of
Fame Selection Committee and ratifying the induction of Tony Goldman, Mitchell
Wolfson, Jr., Dr. Solomon S. Lichter, and Jorge M. Gonzalez; and
WHEREAS, at the June 23, 2021 City Commission meeting, a second motion was
adopted on a 4/7ths vote to consider the addition of two (2) nominees that tied with fifth
(5th) place scores, and as such, Michael Aller and Stephen Muss were also inducted as
members of the Miami Beach Hall of Fame; and
WHEREAS, on September 13, 2023, the Mayor and City Commission adopted
Resolution No. 2023-32774 accepting the recommendations of the Hall of Fame Selection
Committee and ratifying the induction of Judy Drucker, Seymour and Edith Gelber, Nancy
Liebman, Michael Tilson Thomas, and Mark Samuelian. At the same meeting, the City
Commission also approved Muhammad Ali, Jerry Libbin, and Russell Galbut as 2023
Miami Beach Hall of Fame inductees; and
WHEREAS, at the September 13, 2023, City Commission meeting, the
Administration presented recommendations made by the 2023 Hall of Fame Selection
Committee for future Hall of Fame cycles; and
WHEREAS, at the September 13, 2023 City Commission meeting, the
Commission referred the following revisions to the Hall of Fame review process to the
Public Safety and Neighborhood Quality of Life Committee ("PSNQLC"), which were
subsequently referred to the City Commission with a favorable recommendation by the
PSNQLC at its March 21, 2024 meeting:
• Delete criteria requiring at least one (1) posthumous honor.
• Submitters should be allowed to select multiple categories of expertise on the
application form.
• Include additional criteria for ineligibility as follows: No family members of sitting
elected or appointed public officials shall be eligible for nomination; a moratorium
for a period of three (3) years after leaving office shall be placed on the nomination
of family members of elected and appointed officials.
• Include a preliminary meeting prior to scoring to discuss the candidates being
nominated to deem nominees as "Qualified" or "Not Qualified."
• Analyze scoring matrix to determine if the average score was fair if a member
deemed the nominee as "Not Qualified"; and
WHEREAS, at the February 21, 2024, City Commission meeting, the Mayor and
City Commission approved Resolution No. 2024-32915 directing that the Hall of Fame
Selection Committee shall nominate, and the City Commission shall approve, only one
(1) inductee every two (2) years; and
WHEREAS, the Administration presented the recommendations at the March 21,
2024, PSNQLC meeting for discussion, and Committee members supported the
recommendations made by the 2023 Hall of Fame Selection Committee and further
recommended an amendment to the Hall of Fame nomination requirements to incorporate
language specifying that nominations cannot be made on the day of the voting; and
WHEREAS, on July 24, 2024, the Mayor and City Commission adopted Resolution
No. 2024-33197 approving the revised Miami Beach Hall of Fame Nomination
requirements to include amendments proposed by the 2023 Hall of Fame committee, and
the following language, per the recommendation by the PSNQLC:
• Nominations will only be accepted during the designated nomination period. This
rule shall apply to all persons, including members of the City Commission.
• At the meeting where the Hall of Fame Committee recommendations are
considered, the Commission's actions shall be limited to approving or rejecting
each specific candidate. For the avoidance of doubt, the Commission may not add
new names during such meetings; and
WHEREAS, at the February 3, 2025 City Commission meeting, the Mayor and City
Commission discussed an item (C7 N) to authorize the creation of a nine -member,
commission -appointed Hall of Fame Selection Committee for the 2025 Miami Beach Hall
of Fame Inductee. The Mayor and City Commission decided to defer the Hall of Fame to
2026 due to the elections in 2025, and the item was ultimately withdrawn; and
WHEREAS, the Administration recommends in favor of the creation of a selection
committee, eligibility criteria, and a nomination and selection process to consider
nominees into the Miami Beach Hall of Fame, as follows:
Hall of Fame Selection Committee
The Selection Committee for the Hall of Fame shall be comprised of nine (9) members,
with seven (7) direct appointments made by individual City Commissioners and the
Mayor, and two (2) at -large appointments. The seven (7) direct appointments shall be
City of Miami Beach residents, and the two (2) at -large appointments may be
representatives or owners of local businesses or civic associations, or residents.
Selection Committee Appointees should be knowledgeable in the following fields of
expertise: Business, Education, Arts & Entertainment, Philanthropy, Sports, Public
Service, or Literature/History.
2. Hall of Fame Eligibility
Hall of Fame nominees must meet the following criteria for consideration-
* Must have either been born in the City of Miami Beach, have substantial
connections to the City of Miami Beach, or be a past or current resident of the City
of Miami Beach.
o Must have made a substantial contribution to their respective areas as an Artist,
Architect, Designer, Scientist, Athlete, Business Leader, Civic Leader, or Family
Legacy.
o Must have a history of demonstrating strong character and integrity while acting
as an ambassador for the City of Miami Beach.
o Must have had a direct and significant positive impact on the City of Miami Beach.
o Nominees must be in good standing in the community at the time of selection by
the City Commission.
Ineligibility:
o No sitting elected or appointed public official shall be eligible for nomination. A
moratorium, for five (5) years after leaving office, shall be placed on the
nomination of elected and appointed officials.
o Members of the Miami Beach Hall of Fame Selection Committee may not submit
nominees or be considered for nomination.

o Prior year's nominees to the Hall of Fame may not be considered for nomination,
unless renominated to the current Hall of Fame year.
3. Nomination Process
o Hall of Fame nominations will be open on February 15, 2026. The deadline for
submitting nominations is May 15, 2026. Completed nominations must be
submitted to halloffame(aD-miamibeachfl.gov.
o Nomination forms must include the completed application form, a brief biography
of the individual, achievements, awards and two (2) letters of recommendation.
o All sections of the nomination form must be completed. Petitions, photographs,
books, resumes, Curriculum Vitae (CV), etc., will not be accepted in lieu of
completing the nomination form. If additional materials are requested by the
members of the Miami Beach Hall of Fame Selection Committee, the nominee will
be contacted directly. Be sure to include complete citations of sources for the
information used to write the nominations (reference books, periodicals, etc.).
o Nominations will only be accepted during the designated nomination period. This
rule shall apply to all persons, including members of the City Commission.
4. Selection Process
o Once the application is completed and submitted, the nomination package will be
reviewed by the Tourism and Culture Department. Staff will serve as liaisons to the
Hall of Fame Selection Committee.
o The Hall of Fame Selection Committee will first meet to review all completed
applications to deem nominees as "Qualified" or "Not Qualified."
o The Selection Committee will subsequently meet to select and recommend one (1)
inductee based on the scoring matrix.
o The Mayor and City Commission will consider approval of the inductee selected
and recommended by the Hall of Fame Selection Committee. The Commission's
actions shall be limited to approving or rejecting the specific candidate. For the
avoidance of doubt, the City Commission may not add new names during such
meetings.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby create the 2026 Hall of Fame Selection Committee, as more fully set
forth herein, which shall be comprised of nine (9) Miami Beach resident members,
including seven (7) direct appointees and two (2) at -large appointees, with the Mayor and
each City Commissioner appointing one direct committee member having knowledge in
the following fields of expertise: Business, Education, Arts & Entertainment, Philanthropy,
Sports, Public Service, or Literature/History; establish eligibility criteria and a nomination
and selection process for the Miami Beach Hall of Fame inductee, as more fully set forth
herein; and notify the Tourism and Culture Department.
SECTION 1. HALL OF FAME SELECTION COMMITTEE.
The Selection Committee for the Hall of Fame shall be comprised of nine (9) members,
with seven (7) direct appointments made by individual City Commissioners and the
Mayor, and two (2) at -large appointments. The seven (7) direct appointments shall be
City of Miami Beach residents, and the two (2) at -large appointments may be
representatives or owners of local businesses or civic associations, or residents.

RECOMMENDATION
The Administration recommends the Mayor and City Commission adopt the resolution allowing
the creation of a nine (9) member Commission -appointed Miami Beach Hall of Fame Selection
Committee.
BACKGROUND/HISTORY
On September 25, 2017, the Mayor and City Commission adopted Resolution No. 2017-29987
accepting the recommendations of the Public Safety and Neighborhood Quality of Life Committee
("PSNQLC") and approved the creation of a Miami Beach Hall of Fame to be located on the South

ANALYSIS
The Hall of Fame Selection Committee is established to review the applications, deliberate, and
recommend an individual for the coveted recognition, as described in the guidelines.
1. Hall of Fame Selection Committee
A nine -member City Commission -appointed Selection Committee, including two (2) at -large
members from the local community. The Mayor and Commission may each designate one (1)

appointee, with two (2) members being nominated at -large.
Selection Committee Appointees could be knowledgeable in the following fields of expertise:
• Business
• Education
• Arts & Entertainment
• Philanthropy
• Sports
• Public Service
• Literature/History
2. Hall of Fame Eligibility
A person would be eligible for induction to the City of Miami Beach Hall of Fame if that person
meets any or all of the following criteria:
• Had significant ties to the City including:
o Born in Miami Beach
o Made Miami Beach his/her place of residence or business
Made a positive and lasting impact on Miami Beach
• Must have made substantial contributions to their area as an Artist, Architect, Designer,
Scientist, Athlete, Business Leader, Civic Leader, or Family Legacy.
• Must have a history of demonstrating strong character and integrity while acting as an
ambassador for the City of Miami Beach.
• Must have had a direct and significant positive impact on the City of Miami Beach.
• Nominees must be in good standing in the community at the time of selection by the City
Commission.
Ineligibility:
• No sitting elected or appointed public official shall be eligible for nomination. A moratorium,
for a period of five (5) years after leaving office, shall be placed on the nomination of

• No family members of sitting elected or appointed public officials shall be eligible for

• February 15 — May 15, 2026 — Hall of Fame Nomination Period
• June 5, 2026 — First Review Meeting of the Miami Beach Hall of Fame Selection
Committee
• June 19, 2026 — Second Review of the Miami Beach Hall of Fame Selection Committee
and Recommendation Meeting.
• July 22, 2026 — Selection Committee Recommendation Presented to Miami Beach City
Commission for consideration and approval
• October 7, 2026 — Hall of Fame 2026 Inductee will be honored with a ceremony. The Hall
of Fame is located on the South Concourse of the Miami Beach Convention Center.

CITY OF MIAMI BEACH HALL OF FAME QUALIFICATIONS — 2026
Nominee:
The City of Miami Beach Hall of Fame was established in 2017 to honor legendary people who have made a
significant and lasting contribution to the City of Miami Beach. Nominees come from all walks of life and have
made distinguished achievements across a variety of fields, including arts, athletics, architecture, design,
science, business, and civic leadership.
Qualifications — Prior to scoring, you must determine that the nominee fulfills the below qualifications criteria.
