The meeting of the Board of Directors was held January 13, 2026, at 9:00 a.m. via zoom and City Manager Large Conference Room. The Chairman called the meeting to order at 9:05 a.m. The attendees were as follows: Board Members: Chad Braver, Ben Mostkoff, Tim Carr, Jose Frias, Mike Gibaldi, Julio Magrisso, Nancy Duke, and Elaine Roden Absent: City Staff: Brandon McLean – Code Compliance Department, Liaison Romina Montenegro – Code Compliance Department, Liaison Arianne Alfonso – Code Compliance Department Javier Fernandez – Sergeant of Police Marine Patrol Lindsey Precht – Assistant Director, Environment & Sustainability Department Public: Marchella “M” Paz, Eric Rener Meeting called to order at 9:05 am by Chairman, Ben Mostkoff. UNFINISHED/OLD BUSINESS 1) Marine Patrol - Sgt. Javier Fernandez • Continued enforcement efforts of the 30-day anchoring ordinance have reduced anchored vessels to approximately 21 in the area south of Venetian Causeway. Other areas that were enforced included Sunset Harbour and the Rowing Club; these areas have been cleared. There will be continued enforcement with anticipation that the area will be cleared by February. • Discussion regarding the delivery of jet skis and boats on the Marina and enforcement done by Marine Patrol and Code Enforcement • Review of violations: () Heightened enforcement has brought less noise violations and derelict boats. Approximately 90% drop between December 2024 versus December 2025 in arrests. 2) Parks and Recreation Department – Park Ranger • No representative present, no questions were raised. 3) Miami Beach Police Department – City Wide Theft Summary • No representative present, no questions were raised. 4) Miami Beach Ocean Rescue – Activities / Rescue / Medical Intervention • No representative present. Questions were raised regarding the movement of buoys, where the consensus was that there was a chance of them not being moved due to the Department of Environmental Resource Management (DERM) not beginning the process for approval of movement. 5) Environment & Sustainability Department – Deputy Resilience Officer & Assistant Director Lindsey Precht • Florida's Biscayne Bay Water Quality Improvement Grant Program: City of Miami Beach was awarded $500,000 out of $700,000 original request for a project that was at 90% design, which was the downstream defenders (hydro dynamic separators). The department was ready to begin in January and is awaiting the grant to be processed with a goal of beginning in Spring 2026. The work is estimated to take 6 months. The funds will • Operation Clean Water updates: The department did a study in collaboration with University of Miami collecting data of the city’s sidewalks. The study concludes that the city’s sidewalks are very filthy and that street sweeping and UV light had a significant effect on the levels of filth. • Nano bubble technology: The department is still trying to figure out what that procurement mechanism looks like and has requested cities working with this technology for further feedback. Biscayne Bay Aquatic Preserve was also looking to install several nano level technologies. meaning this technology could have big environmental wind. 6) Code Compliance Department – Code Compliance Administrator Brandon McLean • Questions were raised by the board regarding guidelines for the placement of Business Tax Receipt (BTR) decal sticker on boats, which Brandon states that the Code Compliance Department does not have. Additionally, he clarified that there is a current grace period before violations are issued due to ongoing delivery of decal stickers to boat owners. • Updates on violations issued between 12/3/2025 and 1/11/2026: One charter vessel was issued three violations, totaling $2,500 • Code Compliance Department will be heavily monitoring National Championship events happening throughout the weekend of January 16th on Miami Beach 7) On the Beach Report by Marchella “M” Paz • “M” brought to the board the City of Miami Beach Beachfront Management Plan, a strategic framework aimed at managing and protecting the beach areas in the city, which is dated from July 2015 and is updated every 10 years. The plan, which is yet to be released, is in collaboration with the city, the county, and the state. Open Discussion • Motion to approve December 9, 2025 minutes. Motion Passed unanimously. • Motion to approve “SWWC, LLC” charter landing agreement. Motion Passed unanimously. • Board proposed more Code Compliance presence at the Marina, with at least 2 code officers during peak hours and rotating the same group of individuals to have experienced officers. • Board discussion regarding approval process of large events during Florida’s sea turtle nesting season, which generally runs from March 1st to October 31st (i.e. “Future Proof”). Meeting adjourned at 12:03 pm
