This update is provided pursuant to the direction by the Public Safety and Neighborhood Quality of Life Committee (PSNQLC) at their July 9, 2025 meeting, requesting that Administration report back to the Mayor and City Commission with an update including data collection and analysis. Enforcement of graffiti and stickering violations is a coordinated, multi-departmental effort between the Code Compliance Department and Police Department. Code Compliance and Police work inclose coordination, with support from the former Facilities and Fleet Management Department when violators fail to timely achieve compliance or when immediate remediation is required. This collaborative approach ensures both enforcement accountability and prompt remediation of graffitiand stickering impacting residential neighborhoods, commercial corridors, and City-owned properties. Pursuant to the ordinance that took effect on July 5, 2025, which increased civil fines and penalties for graffiti and stickering violations, the Commission requested an update regarding enforcement activity and outcomes. In 2025, the Miami Beach Police Department (MBDP) recorded a total of 42 reported incidents involving graffiti and stickering -39 classified as graffiti-related and 3 involving sticker-related criminal mischief. As a result of these incidents, MBPD officers made 15 arrests for graffiti violations. During the same period, the Code Compliance Department conducted 592 inspections and calls for service related to graffiti and stickering issues citywide. Additionally, 154 cases were referred to Facilities and FleetDepartment, primarily for abatement andfollow-up. Overall, these outcomesreflect a proactive and coordinatedenforcement approach focused oncompliance and timely remediation.
