SUBJECT: Art in Public Places Committee Motions -February 17, 2026 The purpose of this Letter to Commission (L TC) is to provide an update regarding motions made during the February 17, 2026, Art in Public Places (AiPP) Committee meeting. At the November 18, 2025, AiPP Committee meeting, representatives from the MB Mixed Use Investments, LLC presented the Grand Hyatt Convention Center Hotel proposed public art artist selection, with AiPP members voting in support, communicated via L TC#496-2025. The team returned to share an additional artist for consideration at the February 17, 2026, meeting. Motion #1: The Art in Public Places Committee motions to approve adding artist Bisa Butler to the slate of artists previously approved at the November 18, 2025, AiPP Committee meeting for public art commissions as part of the Miami Beach Convention Center Hotel project. The above motion was made by Vice Chair 0. Gustavo Plascencia, seconded by Member Direlia Lazo, and passed unanimously. The Elevate Espanola program has presented seven (7) successful artist installations since the initiative began in 2022, with the aim of enhancing the Espanola Way East corridor and encouraging pedestrian connectivity to Ocean Drive. Following an enthusiastic reception to the current mural in place, the Ai PP Committee reviewed how the program may be expanded to other locations citywide. Motion #2: The Art in Public Places Committee motions to maintain the Elevate Espanola "Sundial Spectrum" mural by artist Jen Stark in a permanent capacity and expand the Elevate Espanola program to a citywide mural program. The above motion was made by Member Sara de las Reyes, seconded by Member Direlia Lazo, and passed unanimously. As part of the City of Miami Beach Artist Vendor program, applicants must undergo review with the AiPP Committee after presenting their work to Tourism & Culture staff. This review is conducted to verify the artisanal nature of the items they wish to sell. Current applicants shared a physical demonstration of the production of their works and showed finished examples for consideration at a recorded meeting. Cultural Affairs staff relayed this information along with images to the AiPP Committee. The above motion was made by Member Sara de los Reyes,seconded by Vice Chair 0. Gustavo Plascencia,and passed unanimously.
