A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
CITY MANAGER TO REJECT THE PROPOSALS RECEIVED PURSUANT TO
INVITATION TO NEGOTIATE (ITN) NO. 2025-253-DF FOR CITY -OWNED
BUILDING SPACE AVAILABLE FOR LEASE AT 1701 MERIDIAN AVENUE,
UNIT 4.
WHEREAS, on February 26, 2025, the Mayor and City Commission authorized the
issuance of Invitation to Negotiate 2025-253-DF (the "ITN") for City -owned building space
available for lease at 1701 Meridian Avenue, Unit 4; and
WHEREAS, the ITN was released on February 28, 2025; and
WHEREAS, a voluntary site visit and pre -proposal meeting was held on March 11, 2025;
and
WHEREAS, the City received two (2) proposals, one from Damian L. Gallo & Associates
Inc. dba Permit Doctor, and one from Taste Bakery MB City Hall LLC dba Taste Cafe; and
WHEREAS, after further review and consideration of the City's internal office space needs
and the current limitations of available City -owned inventory, it was determined that the highest
and best use of this location is to accommodate an internal City department; and
WHEREAS, therefore, the City Manager recommends that the Mayor and City
Commission reject the two (2) proposals received pursuant to the ITN in favor of conversion of
the retail/office space located at 1701 Meridian Avenue, Unit 4, to accommodate another internal
City department.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager to reject the proposals
received pursuant to Invitation to Negotiate (ITN) No. 2025-253-DF for City -owned building space
available for lease at 1701 Meridian Avenue, Unit 4.

RECOMMENDATION
It is recommended that the Mayor and City Commission accept the City Manager's
recommendation to reject the proposals received pursuant to Invitation to Negotiate (ITN) 2025-
253-DF for City -owned building space available for lease at 1701 Meridian Avenue, Unit 4.
This solicitation is under the cone of silence.
BACKGROUND/HISTORY
The City -owned ground -floor commercial space at 1701 Meridian Avenue (the "Building"), Unit 4,
was slated to be available for lease starting August 1, 2026, upon expiration of a six-month (6)
limited extension of the current Lease, which expires on July 31, 2026. This prime retail location
offers excellent visibility and foot traffic, benefiting from its proximity to City Hall and surrounding
office buildings. Spanning approximately 535 square feet (SF), the space features a flexible layout
ideal for a variety of commercial uses, including retail, office, or service -oriented businesses.
The City envisioned this space as a versatile retail location, centrally located with high pedestrian
traffic, offering great potential for tenants (the "Bidders") focused on serving the local community.
At the time, with the current lease then approaching expiration, the City sought to secure a new
tenant who will contribute to the area's vibrancy while enhancing the utility of this prime
commercial space.
The City sought responses from Bidders interested in and qualified to maintain, manage, and
operate a commercial space in the ground floor retail area of the City -owned Building (adjacent
to City Hall). The successful Bidder was to be responsible for rent and its prorated share of
property operating expenses (common area maintenance, real estate taxes, insurance, etc.)
based on the tenant's square footage for the ground -level portion of the building. Bidders were
asked to propose a rental structure for the City's consideration, along with a public benefit
program.
The scope of services had set forth the basis for the operation of the commercial/retail space. All
operations were to be in strict compliance with all Federal, State of Florida, Miami -Dade County
and the City of Miami Beach standards including, but not limited to, maintaining the highest
possible standards of consumer protection, immediately correcting any identified sanitation
deficiencies, conducting employee training programs, providing proper materials, equipment,
and facilities for the services, and ensuring employees maintain the highest safety and cleanliness
standards.

ANALYSIS
On February 26, 2025, the Mayor and City Commission authorized the issuance of Invitation to
Negotiate (ITN) 2025-253-DF for City -owned building space available for lease at 1701 Meridian
Avenue, Unit 4. On February 28, 2025, the ITN was issued. A voluntary site visit and pre -proposal
conference was held on March 11, 2025, to provide information to proposers submitting a
response. Two (2) addenda were issued, and 30 prospective bidders accessed the advertised
solicitation. ITN responses were due and received on April 18, 2025. The City received a total of
two (2) proposals: one from Damian L. Gallo & Associates Inc. d/b/a Permit Doctor and one from
Taste Bakery MB City Hall LLC d/b/a Taste Cafe.
After further review and consideration of the City's internal needs for office space and its current
limitation of available City -owned inventory, it was determined that this location's highest and best
use is suited for a City internal department_ Therefore, Administration is recommending the
rejection of the two (2) proposals received and converting the retail/office space located at 1701
Meridian Avenue, Unit 4, to accommodate another internal City department.
