A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING THE PROPOSAL AND
ARTIST SELECTION SUBMITTED BY MB MIXED USE INVESTMENTS,
LLC (THE "DEVELOPER") FOR THE MIAMI BEACH CONVENTION
CENTER HOTEL (THE "HOTEL PROJECT"), AS RECOMMENDED BY
THE ART IN PUBLIC PLACES ("AiPP") COMMITTEE.
WHEREAS, on July 25, 2018, the Mayor and City Commission adopted
Resolution No. 2018-30425, approving the lease (the "Lease") between the City of
Miami Beach (the "City") and MB Mixed Use Investment Holdings, LLC (the
"Developer"), for the construction and development of the Miami Beach Convention
Center Hotel (the "Hotel Project") at the site (the "Site") located at the northeast corner
of Convention Center Drive and 17th Street as defined in the Lease; and
WHEREAS, on November 6, 2018, more than sixty percent (60%) of the voters
voting thereon in a City-wide referendum approved of the Lease as required by Section
1.03(b)(3) of the City Code; and
WHEREAS, Section 2.16 of the Development and Ground Lease Agreement (the
"Agreement") stipulates that the Developer shall comply with the City's Art In Public Places
("AiPP") program requirements under Sections 82-536 through 82-612 of the City Code,
as applicable; and
WHEREAS, at the time the Agreement was executed, the required AiPP
contribution was 1.5% of the "construction cost" of the Hotel Project, as defined in Section
82-537 of the City Code, and this contribution was to be made no later than the execution
date of the Hotel Project General Contract by the Lessee and the Hotel Project General
Contractor; and
WHEREAS, although the current AiPP contribution requirement has since
increased to 2%, the Developer remains subject to the 1.5% rate in effect at the time of
execution, in accordance with the terms of the Agreement; and
WHEREAS, the Developer plans to fulfill this obligation by offering specific artwork
to be installed in public areas of the hotel, instead of making a monetary contribution to
the AiPP fund; and
WHEREAS, the total value of the art installed shall meet or exceed the required
1.5% of the construction cost, as confirmed through an appraisal; and
WHEREAS, in order to satisfy the AiPP possession condition in the Development
and Ground Lease Agreement, the Developer proposed a financial guarantee bond in lieu
of the AiPP monetary contribution, which bond (or alternate form of guarantee acceptable
to the City) shall remain in place until such time as the Developer deeds the artwork to the
City or pays the amount of the required AiPP contribution (less the value of any artwork
deeded to and accepted by the City); and
WHEREAS, on February 26, 2025, the City Commission adopted Resolution 2025-
33515 (1) waiving on a 5/7th vote, the required AiPP contribution and appropriation for
the Convention Center Hotel Project; (2) approving the acceptance of a financial guarantee
bond in lieu of the AiPP contribution; and (3) granting the Developer a one-year period
from site possession to coordinate with the Administration and the AiPP Committee on a
satisfactory proposal for public art installation(s) within the hotel grounds, which
installations shall be subject to the approval of the City Commission; and
WHEREAS, on April 10, 2025 the Developer officially took possession of the site,
and the hotel is expected to open in late 2027; and
WHEREAS, on November 18, 2025, via LTC #496-2025, the Art in Public Places
Committee (the "Committee") accepted the Developer's proposal and artist selection, with
the return of the final works in approximately three (3) months' time; and
WHEREAS, the proposal included five (5) artists and six (6) distinct works of art.
The artists included were the Haas Brothers, Tomm EI-Saieh, Jaime Hayon, Hernan Bas,
and Jorge Pardo; and
WHEREAS, subsequent to that meeting, the Developer added one additional
artwork to the proposal; and
WHEREAS, this new piece is expected to be presented to the Committee at its
meeting on December 16, 2025, and the Committee's decision will be communicated to
the City Commission via LTC; and
WHEREAS, the proposed artwork locations span the hotel's Porte Cochere Ceiling,
Lobby Elevation, Front Desk Feature Wall, two (2) Lobby Chandeliers, Grand Staircase
Feature Wall and Grand Staircase Chandelier, all of which are located in spaces open and
available to the public; and
WHEREAS, the total cost for commissioning and installing the proposed artwork
exceeds 1.5% of the construction cost, as required under the Development and Ground
Lease Agreement; and
WHEREAS, if approved by the City Commission at its December 17, 2025 meeting,
the Developer will proceed to finalize the contracts with each artist and advance to the
design development phase; and
WHEREAS, this calculation is based on the Hotel Project's construction hard cost
budget of $397,898,678, as submitted by the Developer; and
WHEREAS, the final works are expected to be presented to the AiPP Committee
in approximately three (3) months.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby approve the proposal and artist selection submitted by MB
Mixed Use Investments, LLC for the Miami Beach Convention Center Hotel, as
recommended by the Art in Public Places Committee.

"HOTEL PROJECT"), AS RECOMMENDED BY THE ART IN PUBLIC PLACES
("AIPP") COMMITTEE.

Adopt the Resolution.
BACKGROUND/HISTORY
On July 25, 2018, the Mayor and City Commission adopted Resolution No. 2018-
30425, approving the Lease between the City of Miami Beach (the "City") and MB Mixed Use
Investment Holdings, LLC (the "Developer"), approving the construction and development of the
Miami Beach Convention Center Hotel (the "Hotel Project") at the site (the "Site") located at the
northeast corner of Convention Center Drive and 17th Street as defined in the Hotel Lease.
On November 6, 2018, more than sixty percent (60%) of the voters voting thereon in a City-
wide referendum approved of the Lease as required by Section 1.03(b)(3) of the City Code.
Section 2.16 of the Development and Ground Lease Agreement (the "Agreement") stipulates that
the Developer shall comply with the City's Art in Public Places ("AiPP") program requirements
under Sections 82-536 through 82-612 of the City Code, as applicable. At the time the Agreement
was executed, the required AiPP contribution was 1.5% of the "construction cost" of the Hotel
Project, as defined in Section 82-537 of the City Code. This contribution was to be made no later
than the execution date of the Hotel Project General Contract by the Lessee and the Hotel Project
General Contractor. Although the current AiPP contribution requirement has since increased to
2%, the Developer remains subject to the 1.5% rate in effect at the time of execution, in
accordance with the terms of the Agreement.
The Developer plans to fulfill this obligation by offering specific artwork to be installed in
public areas of the hotel, instead of making a monetary contribution to the AiPP fund. The total
value of the art installed shall meet or exceed the required 1.5% of the construction cost. In order
to satisfy the AiPP possession condition in the Development and Ground Lease Agreement, the
Developer proposed a financial guarantee bond in lieu of the AiPP monetary contribution, which
bond shall remain in place until such time as the Developer deeds the artwork to the City or pays
the amount of the required AiPP contribution (less the value of any artwork deeded to and
accepted by the City).
On February 26, 2025, the City Commission adopted Resolution 2025-33515 (1) waiving a 517th
vote, the required AiPP contribution and appropriation for the Convention Center Hotel Project;
(2) approving the acceptance of a financial guarantee bond in lieu of the AiPP contribution; and
(3) granting the Developer a one-year period from site possession to coordinate with the

administration and the AiPP Committee on a satisfactory proposal for public art installation(s)
within the hotel grounds which installations shall be subject to the approval of the City
Commission.
On April 10, 2025, the Developer officially took possession of the site. The hotel is expected
to open in late 2027.
ANALYSIS
On November 18, 2025, the Art in Public Places Committee (the "Committee") accepted the
Developer's proposal and artist selection, with the return of the final works in approximately three
(3) months' time. The proposal included five (5) artists and six (6) distinct works of art. The artists
included were the Haas Brothers, Tomm EI-Saieh, Jaime Hayon, Heman Bas, and Jorge Pardo.
Subsequent to that meeting, the Developer added one additional artwork to the proposal.
This new piece will be presented to the Committee at its upcoming meeting on February 17,
2026. The Committee's decision will be communicated to the City Commission via LTC.
The proposed artwork will be installed throughout several prominent public areas of the hotel,
including the porte cochere ceiling; the grand staircase; and feature walls within the lobby, front
desk, and VIP check -in areas.
The complete proposal is attached to this memorandum as Exhibit 1. The total cost
for commissioning and installing the proposed artwork is $6 million, which exceeds the 1.5%
AiPP contribution required under the Development and Ground Lease Agreement. This
calculation is based on the Hotel Project's construction hard cost budget of $397,898,678, as
submitted by the Developer.
If approved by the City Commission, the Developer will proceed to finalize the contracts with each
artist and advance to the design development phase. The final works are expected to be
presented to the AiPP Committee in approximately three (3) months.

The Haas Brothers, twins Nikolai and Simon (b. 198A; Austin, TX),
investigate the slippery divide between art and design with humor,
whimsy, and inventive originality While the artists are best known for
their riotously colorful biomorphic forms, genitalio-odornedfurniture,
and pun -infused titles, an intellectual, conceptual, formal, and technical
rigor grounds their practice. Working in sculpture, design, film, fashion,
and music —and often in the liminal space somewhere between these
disciplines —the Haas Brothers strive to liberate their work, their viewers,
and themselves from the constraints of repressive social conventions.
With their creations —across media, scale, and form —the Haas Brothers
strive for a resounding emotional resonance. Employing shock, humor,
and titillation, the Haas Brothers build rooms filled with phalluses and
suggestive orifices, adorn their furniture with bronze testicles, place
lightbulbs in disembodied hands, and produce furry, headless beasts.
The artists' uhimate goal here lies in a desire for their work to release
viewers from notions of shame —particularly those associated with sexuality
and gender. Subverting the rigid norms that control imagination, the
Haas Brothers's work liberates its viewers to a land of fantasy, to a world
beyond constraints, to a place of childhood innocence. "I think we are
honing our ability to create fantasy," Niki says. "It's definitely supposed to
take you back to childhood, and its meant to free you from preconceived
stereotypes or rules in how you interact with the world and yourself."
The duo have shown their work widely in the United States and abroad.
An exhibition of their work is forthcoming at the Cranbrook Art Museum,
Bloomfield Hills, MI. Their work has been the subject of solo exhibitions at the
Nasher Sculpture Center, Dallas, TX; the Katonah Museum of Art, Katonah,
NY; the Bass Museum of Art, Miami FL; the Savannah College of Art and
Design Museum of Art, Savannah, GA, and featured in group exhibitions
at the Son Jose Museum of Art, San Jose, CA; Anderson Ranch Arts Center,
Snowmass Village, CO; the Shelburne Museum, Shelburne, VT, Sculpture
Milwaukee, WI; the Boca Raton Museum of Art, FL; the KMAC Museum,
Louisville, KY. In 2016, they were included in the Cooper Hewitt Design
Triennial at the Cooper Hewitt, Smithsonian Design Museum, New York,
NY, and in 2019, they were recipients of the YoungArts Foundation Arison
Award. The Haas Brothers' work is in the permanent collections of the Museum
of Art, Rhode Island School of Design, Providence, RI, the Cooper Hewitt,
Smithsonian Design Museum, New York, NY; the Metropolitan Museum of

Our vision for the Valet Tunnel is to install a polished stainless steel ceiling, creating the illusion of expanded
height. Adorning the reflective surface will be large, patinated bronze sea fauna, appearing as though floating
on or peeking through the water above. The combination of the reflective ceiling expanding the perceived height
and the large bronze scupltures making the human scale feel miniature will greatly amplify the sense of space.

Abstract pointer Tomm EI-Saieh overflows with identity markers ---a Haitian childhood, a
Miami upbringing, a Palestinian -Haitian father, an Israeli mother, his grandfather's Vocfou-
jazz big bond, and Saieh, an intergenerational family gallery in Port-au-Prince that has
been running since the 1950s Yet his paintings evade the Haitian narrative tradlhon in
favor of a twisted take on modernism "My identity has always been confusing for me,
and it definitely comes out in the way I make work," EI-Saieh says from his studio in
Miami's little Haiti district "I find abstraction is a place that isn't necessarily about resisting
Ike things that make me who I am, but a space where there's ambiguity."
EI Saieh's practice extends beyond painting and he instigates the spread of Haitian art to
wider audiences "I'm still really involved with my family's gallery and working with the
artists there that influence my work," he says. Also a partner in the artist -run space Central
Fine in Miami, the artist translates his deep relationships with Haitian artists into the
gallery's programming.

JAIME RAYON
Spanish artist -designer Jaime Hayon was born in
Madrid in 1974. His artistic vision was first fully
exposed in the 'Mediterranean Digital Baroque' and
'Mon Cirque' installations. These collections put
Jaime at the forefront of a new wave that blurred
the lines between artand design, also added a
renaissance in finely -crafted, intri- cate objects
within the context of contemporary design culture.
Jaime further defined his vision in subsequent
solo exhibitions and shows at major galleries,
and design and art fairs all over the globe. After
founding Hayon Studio in 2001, his wide client
base has spanned diverse functions and mediums.
Hayon Studio's creative base is in Valencia, Spain
with ateliers in Barcelona and Treviso, Italy,
Jaime's work has appeared in the most prestigious
art and design publications worldwide. He has
won numerous awards, including multiple Elle
Decoration Interna- tional Design Awards, included
by Wallpaper Magazine in its "Top 100" list and
recognised by the magazine as one of the most
influential creators of the last decade, lauded as
a "visionary" and one of the most creative icons
by Times magazine.

sarstone, furniture pieces and light
fixtures. Further demonstrating the
versatility of Caesarstone's materi-
al, through the lively, visionary eyes
of the designer, dining tables, small
coffee tables and cabinets become bird-
like characters and animated faces.
Together, all the pieces contribute to
the kaleidoscopic feel of the instal-
lation and enable the visitor to play-
fully interact with the material in a
fresh, unexpected way.

Heman Bas's a sKxvst and highly detailed figurative paintings are openly inspired by late -nineteenth-
century decadent art and literature, as well as the concurrent symbolist and decorative style of the French
group Les Nabis. Though aesthetically grounded in the iconography of the male androgynous dandy, the
young protagonists of his oneric visions are usually portrayed alone or in small groups, in attitudes of pure
ft nene. VVhedw confined to the intimacy of a genre scene or lost in the vertigo of a dense, lush, romantic
Landscape, they inhabit a fantasized world .of implicit eroticism and ambiguous sensuality. AMrays appearing as
if suspended in time, between adolescence and adulthood, they embody a fragile in-between state that the
artist refers to as "fag limbo." With a flamboyant palette and a refined touch, Bas revisits and renterpmts, in
masterly fashion, the various categories of classical painting from a homoerobc perspective that is seenwigly
melancholic yet often humorous and witty.

Jorge Pardo (b. 1963, Havana, Cuba)
Jorge Pardo was born in Havano, Cuba in 1963 and studied at the University of Illinois, Chicago and
received his BFA from Art Center College of Design in Pasadena, California.
Pardo's artwork explores the intersection of contemporary painting, design, sculpture, and architecture.
Employing a broad palette of vibrant colors, eclectic patterns, and natural and industrial materials,
Pardo's works range from murals to home furnishings to collages to larger -than -life fabrications. He
often transforms familiar objects into artworks with multiple meanings and purposes, such as a set of
lamps displayed as both sources of illumination and as freestanding sculptures, or a sailboat exhibited
as both a utilitarian, seaworthy vessel and as a striking obelisk. Working on small and monumental
scales, Pardo also treats entire public spaces as vast canvases. Pardo engages viewers with works that
produce great visual delight while questioning distinctions between fine art and design.
His work has been the subject of solo exhibitions including Pinocoteca de Estodo S6o Paulo, Soo Paulo
(2019), Hacienda la Rojena, Tequila, MX (2019), Victoria Mira, London (2018), Petzel, New York (2017);

BISA BUTLER
TURNBERRY
Bisa Butler creates arresting portraits —composed entirely of vibrantly colored and patterned fabrics —that
reimagine and celebrate narratives of Black life.
Butler often works with photographs as source images, reimagining the figures captured as attentive
portraits with layers of color and stitched details. She strategically selects fabrics, using the history or
imagery of the prints to reinforce the stories she wants to communicate in each quilt. Layering materials
and meanings, Butler brings to life personal and historical narratives of Black life and invites viewers to look
closely and think deeply about the potential and purposes of portraiture.
Butler's work has been shaped by a variety of influences and experiences, key among them family photo
albums, the philosophies of AfriCOBRA (the African Commune of Bad Relevant Artists, established in
Chicago in the late 1960s), Romare Bearden's collages, Faith Ringgold's mixed -media quilts, and Gordon
Parks's photographs. Butler earned her BFA at Howard University, Washington, DC, and her MA in arts
education at Montclair State University, New Jersey. Trained as a painter, she shifted to quiltmaking during
her graduate studies, when she made a quilt in honor of her grandmother. She has exhibited in group and
solo shows across the United States as well as in China, England, Japan, and South Africa.

CLEANING REQUIREMENTS

Cleaning Requirements
Must be performed by trained staff or specialized contractors.
Frequency:
At least twice a year due to high dust accumulation, HVAC cycling, and airborne pollutants
common in large public lobbies.
Method:
Dry Dusting: Use a soft, lint -free cloth, feather duster, or compressed air at a very low
setting for routine surface cleaning.
Cleaning Solution: Use only distilled water mixed with a mild, pH -neutral detergent.
-Avoid: Ammonia -based cleaners, harsh chemicals, or abrasive sponges, as these can dull
glass or damage metallic details.
Drying
Allow all elements to air-dry completely to prevent water spots and rust on metal frames or
fittings.
Jorge Pardo — Chandeliers
Care is similar to standard chandeliers of comparable size, but simpler due to fewer
components in the design.
Cleaning:
Use a feather duster to remove accumulated dust.
Lighting.
Fixtures use LED bulbs, which require minimal replacement due to their long lifespan
