HomeMy WebLinkAboutResolution 2026-34124RESOLUTION NO. 2026-34124 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 2025-33713, WHICH RESOLUTION REASSIGNED THE MANAGEMENT RESPONSIBILITIES FOR THE STEAM PLUS PROGRAM TO THE CITY ADMINISTRATION, TO MORE SPECIFICALLY DEFINE "LOCAL CULTURAL INSTITUTIONS" AS A SPECIFIC SET OF CITY -RECOGNIZED "CULTURAL ANCHORS" FOR PURPOSES OF PROGRAM ELIGIBILITY AS OF THE 26-27 SCHOOL YEAR; AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AGREEMENTS OR DOCUMENTS RELATED TO THE ADMINISTRATION OF THE STEAM PLUS PROGRAM WITH PREVIOUSLY APPROVED FUNDING FOR THE 2026-27 SCHOOL YEAR, AND SUBSEQUENT SCHOOL YEARS, AT THE OPTION OF THE CITY AND SUBJECT TO FUNDING APPROPRIATION AND APPROVAL BY THE CITY COMMISSION DURING THE BUDGETARY PROCESS FOR EACH FISCAL YEAR. WHEREAS, in January 2008, the City of Miami Beach, Florida (the "City") entered into an Education Compact with Miami -Dade County Public Schools ("M-DCPS") to enhance learning opportunities for youth; and WHEREAS, the Education Compact reflects the desire of the Miami Beach community to support excellence in the City's public schools; and WHEREAS, on April 15, 2015 the Mayor and City Commission adopted Resolution No. 2015-28997, which directed the Administration to expand the Education Compact to address the following areas: early learning, extracurricular/choice offerings and afterschool programming; and WHEREAS, the Science, Technology, Engineering, and Mathematics ("STEM") to Science, Technology, Engineering, Arts, and Mathematics (" STEAM") movement has been taking root over the past several years and is surging forward as a positive model of action to truly meet the needs of a 21 st-century economy; and WHEREAS, STEM alone, without the Arts component, misses several key components that many employers, educators, and parents have voiced as critical for our children to thrive in the present and rapidly approaching future; and WHEREAS, STEAM is an educational approach to learning that uses Science, Technology, Engineering, Arts, and Mathematics as access points for guiding student inquiry, dialogue and critical thinking; and WHEREAS, the end results of the STEAM education approach are students who take thoughtful risks, engage in experiential learning, persist in problem -solving, embrace collaboration and work through the creative process: and WHEREAS, on January 16, 2019, the Mayor and City Commission adopted Resolution No. 2019-30690, authorizing the City Manager and City Clerk to execute a grant agreement with the Friends of the Bass Museum, Inc. (the "Friends") for the implementation of a beta test (the "Beta Test") for a STEAM Plus program (the "STEAM Plus Program"), for the 2018-19 school year, with all six Miami Beach public schools (kindergarten-12th grade) and six local cultural institutions; and WHEREAS, on July 17, 2019, the Mayor and City Commission adopted Resolution No. 2019-30906 approving a new grant agreement with the Friends for the management of the STEAM Plus Program for the 2019-2020 fiscal year in an amount not to exceed $372,000.00; and WHEREAS, on September 11, 2019, the Mayor and City Commission adopted Resolution No. 2019-30955, expanding the program to a total of twelve (12) cultural institutions and seven (7) public schools, and authorizing a funding partnership with the Town of North Bay Village for Treasure Island Elementary School; and WHEREAS, on July 28, 2021, the Mayor and City Commission adopted Resolution No. 2021-31776, authorizing a grant agreement with the Friends for the implementation of the STEAM Plus Program for the 2022-2023 fiscal year, with two (2) one-year renewal terms; and WHEREAS, on June 25, 2025, the Mayor and City Commission adopted Resolution No. 2025-33713, reassigning the management responsibilities for the STEAM Plus Program to the City Administration, with a not -to -exceed budget of $331,000, inclusive of a $9,000 contribution from North Bay Village to fund 50 percent of the cost to implement the STEAM Plus Program at Treasure Island Elementary School; and WHEREAS, the Administration seeks to establish comprehensive eligibility criteria and ensure a transparent pool of eligible local cultural institutions from which participating public, private and charter schools may annually select STEAM Plus programming; and WHEREAS, the City of Miami Beach Tourism & Culture Department ("Tourism & Culture") currently defines "Cultural Anchors" as organizations with major preeminent and smaller arts institutions physically based in the City of Miami Beach, whose primary mission is year-round artistic and cultural programming that contributes significantly to the cultural life of the City of Miami Beach; and WHEREAS, beginning in the 2026-2027 school year and for the duration of the STEAM Plus Program thereafter, for purposes of program eligibility, the definition of "local cultural institutions" shall be limited to (i) the City -recognized Cultural Anchors designated annually by the Tourism & Culture Department, and (ii) partners that have previously participated in the STEAM Plus Program, including Young Musicians Unite and We The Best Foundation, and the Administration shall limit partnerships for the STEAM Plus Program to said local cultural institutions only; and WHEREAS, the following are the Cultural Anchors currently designated by Tourism & Culture, as of February 9, 2026: • Friends of the Bass Museum • Holocaust Memorial Committee • Jewish Museum of Florida FIU • Living Arts Trust (O Cinema) • Miami Beach Garden Conservancy • Miami Beach Jewish Community Center • Miami Beach Urban Studios FIU • Miami City Ballet • Miami Design Preservation League • Miami New Drama • Moonlighter FabLab • New World Symphony • O, Miami • South Florida Art Center (Oolite Arts) • The Rhythm Foundation • The Wolfsonian FIU; and WHEREAS, the Administration desires to ensure that the seven (7) private and charter schools currently active on the Quality of Education Committee continue to have access to the STEAM Plus Program, as previously authorized via Resolution No. 2024-33016, and are permitted to select programming from the list of approved Cultural Anchors, provided that allocations for such schools do not exceed their recurring annual funding levels as approved by the City Commission, which funding levels are currently as follows: Lehrman Community Day School ($28,726), Yeshiva Elementary ($20,840), The Innovative School at Temple Beth Sholom ($10,326), Mechina of South Florida ($6,947), RASG Hebrew Academy ($41,868), Montessori Academy at St. John's ($6,759), and Mater Beach Academy ($73,786); and WHEREAS, recognizing the value of program continuity, the Administration included the following seven (7) partners, previously selected by the Friends for the STEAM Plus Program, for the 2025-26 school year: Friends of the Bass Museum, Miami City Ballet, Miami New Drama, Moonlighter FabLab, The Wolfsonian FIU, Young Musicians Unite, and We the Best Foundation. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby amend Resolution No. 2025-33713, which resolution reassigned the management responsibilities for the Steam Plus Program to the City Administration, to more specifically define "local cultural institutions" as a specific set of City -recognized "Cultural Anchors" for purposes of program eligibility as of the 26-27 School Year; and authorize the City Manager to negotiate and execute any agreements or documents related to the administration of the Steam Plus Program with previously approved funding for the 2026-27 School Year, and subsequent school years, at the option of the City and subject to funding appropriation and approval by the City Commission during the budgetary process for each fiscal year. ANALYSIS To ensure the continued success of the STEAM Plus Program under direct City Administration, the Administration seeks to establish City of Miami Beach Cultural Anchor eligibility criteria for the 2026-27 and future school years to ensure a transparent pool of eligible cultural organizations from which participating public, private, and charter schools may annually select STEAM Plus programming. STEM alone, without the Arts component, misses several key components that many employers, educators, and parents have voiced as critical for our children to thrive in the present and rapidly approaching future. and 240 of 1589 WHEREAS, STEAM is an educational approach to learning that uses Science, Technology, Engineering, Arts, and Mathematics as access points for guiding student inquiry, dialogue and critical thinking. and WHEREAS, the end results of the STEAM education approach are students who take thoughtful nsks, engage in experimental learning, persist in problem -solving, embrace collaboration and work through the creative process and WHEREAS, given the expanded approach offered by STEAM, the City of Miami Beach has explored options to help promote the deployment of a STEAM initiative in Miami Beach Public Schools and, as part of this effort, the City Manager and the Mayor of Miami Beach met with M- DCPS Superintendent, Alberto Carvalho, to explore the opportunity to deploy STEAM as part of the regular school curriculum in the 2018-19 school year: and WHEREAS, the Bass Museum of Art reached out to the City with a coordinated approach that involves multiple cultural institutions in the City, and WHEREAS, on January 16, 2019, the Mayor and City Commission adopted Resolution No. 2019-30690, authorizing the City Manager and City Clerk to execute a grant agreement with the Fnends of the Bass Museum, Inc. (the "Bass") for the implementation of a beta test (the -Beta Test") for a Science, Technology, Engineering, Arts, and Mathematics (STEAM) Plus program (the "STEAM Plus Program"), for the 2018-19 school year, with all six Miami Beach public schools (kindergarten — 1Z' grade) and six local cultural institutions, and WHEREAS, the participating institutions included the Bass Museum, The Jewish Museum, Miami Beach Botanical Gardens, Miami City Ballet, Miami New Drama, Moonlighter FabLab, the Wolfsonian and Young Musicians Unite, and WHEREAS, the schools included Biscayne Beach Elementary, Miami Beach Fienberg Fisher K8, Miami Beach Nautilus Middle, North Beach Elementary, Miami Beach Senior High School and South Pointe Elementary and WHEREAS the STEAM Plus Program is intended to inspire students to engage and prepare in science, technology, engineering, arts, and mathematics to work with cultural anchors to infuse theatre, visual arts, dance, and music in traditional class offerings. and WHEREAS. the "Plus" component of the STEAM Plus Program is the City's pilot program to promote career and college readiness, and WHEREAS, the 2018-19 Beta Test provided survey data for continued STEAM programming with 82.9% of school administrator responses requesting that the program continue (41 responses total), and 95.0% of parent responses requesting that the program continues (61 responses total). and WHEREAS, on July 17, 2019, the Mayor and City Commission adopted Resolution No. 2019-30906, authorizing the City Manager to execute a second grant agreement (the -Second Grant Agreement") with the Bass for the implementation of the STEAM Plus Program for the 2019- 20 school year with all six Miami Beach public schools (kindergarten — 12th grade) and six local cultural institutions, for an initial one-year term, with two ( 2) one-year renewal terms, at the City' s option, subject to funding approval during the City' s annual budgetary process, and WHEREAS an amendment to the Second Grant Agreement provided for a partnership with the Town of North Bay Village to fund fifty (50) percent of the cost to implement the STEAM Plus Program at Treasure Island Elementary School and 241 of 1589 WHEREAS, on December 2, 2020 the Mayor and City Commission amended Resolutions No 2019-30906 and No. 2019-30955 to adjust the budget to include Hack Shack as a cultural provider and to allow for lesson plan development for Fiscal Year 2019-20, in the amount of $2,013, and approved and authorized the City Manager to amend the Second Grant Agreement with the Bass to include this educational enhancement for the 2019-20 School Year and WHEREAS, on July 28, 2021, the Mayor and the Commission approved Resolution No 2021-31776 authorizing a third grant agreement (the "Third Grant Agreement") with the Bass for the 2022-23 school year, extending the terms of the Second Grant Agreement for another year through September 30, 2023, in the total sum not to exceed $372,000 annually, for an initial term of one (1) year with two (2) one-year renewal terms, at the option of the City and subject to funding appropriation and approval by the City Commission during the budgetary process for each fiscal year and WHEREAS. on August 1, 2024+ the City and the Bass entered into a fourth grant agreement (the "Current Grant Agreement") with the Bass for the STEAM Plus Program throughout the 2024-25 school year. Following each meeting, individual school Quality Education Committee representatives provided a ranking of current educational enhancements of interest for their school; and WHEREAS, according to school administration -provided enrollment information, there are currently 2,612 youth from early childhood to grade 12 attending seven (7) private/charter schools in Miami Beach of which 54% (1,419) are Miami Beach residents; and WHEREAS, currently, there are 6,148 Miami Beach K-12 youth attending public schools across Miami -Dade County. As of March 2024, 4,839 or 78.7% are attending public schools in Miami Beach; and WHEREAS, an estimated $908,508 is allocated annually to various city funded and implemented educational enhancements; and WHEREAS, at the March 19, 2024 meeting, a 15-0 motion was passed unanimously by the Committee for Quality Education members for to request the Mayor and Commission continue to sustain current public school educational enhancements and support the newly prioritized educational enhancements for the private and charter 2 249 of 1589 schools. The amount reflected for the private and charter schools is estimated based upon current public school enhancement programs and may not be reflective of actual funding needs. The public, charter and private school representatives are united and committed to all improvements and enhancements for the educational needs of all Miami Beach children. These enhancements should only be an expansion and never a reduction of currently funded public school enhancement programs; and WHEREAS, Vice -Mayor Rosen Gonzalez motioned at the March 22, 2024 Finance and Economic Resiliency Committee to discuss this item at the upcoming Commission meeting, with a second from Commissioner Bhatt, and favorable recommendation of making this a priority during the FY 2025 budget process for $189,252 on a recurring basis and $393,163 as a one-time enhancement for the seven (7) private/charter schools with active membership on the Quality Education Committee; and WHEREAS, the Administration also recommends that any new program be considered as part of the FY 2025 budget process; and WHEREAS, additionally, implementation of any combination of the requested educational enhancements at private/charter schools will require an educational specialist position to develop, implement, and manage all programs for each individual private and charter school. The City of Miami Beach's advisory Committee for Quality Education in Miami Beach Schools was established in 1999 to make recommendations to the City Commission and to investigate, develop, and carry out plans to promote and ensure the provision of quality education in Miami Beach schools. Following each meeting, individual school Quality Education Committee representatives provided a ranking of current educational enhancements of interest to their school community which is attached in the document entitled Private/Charter Educational Enhancement Programs of Interest (attachment D). School site administration provided school enrollment numbers as well. There are currently 2,612 youth from early childhood to grade 12 attending seven (7) private/charter schools in Miami Beach of which 54% (1,419) are Miami Beach residents. Currently, there are 6,148 Miami Beach K-12 youth attending public schools across Miami -Dade County. As of March 2024, 4.839 or 78.7% are attending public schools in Miami Beach. The City of Miami Beach districtwide attached map reflects public school enrollment of Miami Beach youth residents across the Miami Dade County Public Schools (attachment E). Below is a listing of Miami Beach public schools and the percent attending that are Miami Beach residents per the map received from the public school distract on March 13, 2024: 1. Eisner The Committee for Quality Education would like to request the Mayor and Commission continue to sustain current public school educational enhancements and support the newly prioritized educational enhancements for the private and charter schools. The amount reflected for the private and charter schools is estimated based upon current public school enhancement programs and may not be reflective of actual funding needs. The pubic, charter and private school representatives are united and committed to all improvements and enhancements for the educational needs of all Miami Beach children. AN ALY M The STEAM Plus program continues to expand and provide enrichment to Miami Beach youth. At the end of the 2019-20 school year, the program was supported by 11 cultural partners in seven (7) Miami Beach public schools. By engaging students around the subjects of Science, Technology, Engineering, Art and Math, the STEAM Plus program aims to spark an interest and life-long appreciation of the arts and sciences in children from an early age. During the 2.019-20 school year, the program reached 2,915 Miami Beach youth, which is about 38% of the Miami Beach public school student population and saw a 33% increase in students served when compared to the pilot year (2,180 vs. 2,915). Each public school in the STEAM program earned STEAM designations from Miami -Dade County Public Schools of either gold or silver. The museum creates lesson plans incorporating STEAM both for our core exhibit and temporary exhibits. Students will be given a guided tour of the Jewish Museum of Florida-FIU. The lesson will include architecture, history, design and art curation focusing on the museum's 80 stained glass window history, design and creation. Students will view a video presentation about stained glass using photographic examples of the colorful art form that can be seen in various historical locations including Notre Dame Cathedral in Paris and the Chagall Windows in Jerusalem. Student will then learn how glass Is made and how it is infused with color. Partnered schools will create their own 'stained glass windows" using several different grade level appropriate techniques. Miami Reach Botanical Gardens Partners: Biscayne Elementary Program Summary: The Miami Beach Botanical Garden's partnership with Biscayne Elementary School will include between 4-6 school visits, followed by a field trip to the garden. The curriculum will begin with learning to prepare the school's nine existing garden beds, what elements are required, learn how seeds become plants, explore native and edible plants, beneficial bugs and pollinators, and the evolution of composting. Hands on sessions include painting the Garden borders and plant signs as well as planting and caring for the gardens. The field trip activities will include a garden tour followed by a brief quiz to test the student's knowledge. Students will attend a workshop on permaculture, have the opportunity to turn the compost, "take its temperature" and calculate how much food waste it takes to create a gallon of fine organic soil and calculate the ratio of compost to water for organic plant fertilization. Morales, City Manager DAT E: January 16, 2019 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, TO IMPLEMENT A MIAMI BEACH BETA TEST FOR SCIENCE TECHNOLOGY ENGINEERING ARTS AND MUSIC PLUS FOR THE 2018-19 SCHOOL YEAR IN AN AMOUNT NOT TO EXCEED $188,542 FOR THE PERIOD FEBRUARY THROUGH JUNE, 2019 FURTHER, AUTHORIZING THE CITY MANAGER AND CITY CLERK TO NEGOTIATE AND EXECUTE THE AGREEMENT WITH THE BASS MUSEUM OF ART TO IMPLEMENT THE EDUCATIONAL ENHANCEMENT FOR THE 2018-19 SCHOOL YEAR. RECOMMENDATION Authorize the execution of the agreement to semester. implement the Beta test for the Spring 2019 13ACKORDU14D On January 8, 2008, the City entered into an Education Compact (the "Compact") with Miami -Dade County Public Schools (MDCPS). Developed with significant community input, the Compact reflects the desire of the Miami Beach community to support exceaence in its schools and an investment in the overall enhancement of education for its residents. The Compact currently addresses and supports the following priority areas • Teacher Recruitment/Retention; • Communication; • Parental Involvement/Family Support/Youth and Community Fngagement; • Health and Well -Being; • Student Achievement; • Safety; and • Technology. In Resolution No. 2015-28997, the City Commission directed the Administration to expand the Compact to address the following areas: Early Leaming; Extracurricular/Choice Offerings; and Afterschool Programming. Since then, the City has entered into contracts with M-DCPS and other organizations for the following initiatives: Voluntary Prekindergarten (VPK) at Fienberg Fisher K-8 Center and Biscayne Elementary; Dual Enrollment Expansion through partnerships with Florida International University and Miami -Dade College at Miami Beach Senior High School and Nautilus 2 g 0 1 l 8f 1648 Middle School; and Afterschool Teer Program at Nautilus Middle School. In 2018, the Commission directed the administration to develop and implement an afterschool enrichment program at public schools in Miami Beach that have limited access to STEM ( Science, Technology, Engineering, and Mathematics) activities beginning in the 2018- 19 school year. Florida International University's School of Computing and Information Systems was engaged to develop a STEM enrichment program for Miami Beach youth at Feinberg Fisher and Biscayne Elementary. The STEM to STEAM movement has been taking root over the past several years and is surging forward as a positive mode of action to truly meet the needs of a 21st century economy. STEM alone rnisses several key components that many employers, educators, and parents have voiced as critical for our children to thrive in the present and rapidly approaching future. STEAM is an educational approach to leaming that uses Science, Technology, Engineering, the Arts and Mathematics as access points for guiding student inquiry, dialogue, and critical thinking. The end results are students who take thoughtful risks, engage in experiential leaming, persist in problem - solving, embrace collaooration, and work through the creative process. These are the innovators, educators, leaders, and learners of the 21 st century. STEAM is a program inspiring students to engage and prepare in science, technology, engineering, arts & mathematics to work with cultural anchors to infuse theatre, visual arts, dance and music in traditional class offerings and pilot program to promote career and college readiness. (Source: https://education closet.com) ANALII_SJ5 The City of Miami Beach has been exploring options to help promote the deployment of a STEAM initiative in Miami Beach Public Schools, and as part of this effort, the Mayor and Manager of Miami Beach met with Superintendent Alberto Carvalho to explore potential opportunities to deploy as part of the regular school curriculum. The Bass Museum of Art (the Bass) has reached out to the City with a coordinated approach that involves multiple cultural institutions in the City. Through funding from The Knight Foundation from 2009-2013 The Bass embarked on a teacher professional development joumey within the school system through the IDEAS program.IDEAS was conceived in 2009 as IDEA@theBass, in conjunction with Stanford University's Hasso Platner Institute of Design. IDEAS, which stands for identify, discuss, envision, apply, and share, comprises a variety of classes, tours and workshops for children, families and teachers. The curriculum provides an easy -to -use system that uses works of art as a catalyst for creative and critical thinking. Activities use Design Thinking strategies, an open-ended method of problem -solving that allows participants to brainstorm, build upon group ideas, and engage multi -disciplinarily, while leaming about the Bass' collection and contemporary art exhibitions. This approach compels students and adults alike to use the '5 C's' of 21 st Century learning theory: Critical Thinking. Creativity, Collaboration, Communication, and Character. During aforementioned years. The Bass was able to conduct teacher professional development, serving 235 Miami Beach school teachers (with some repeating). In 2014, The Bass education departmert was awarded a $500,000 grant from the W.K. Kellogg Foundation to implement a three-year family engagement outreach program entitled Creativity in the Community, which was designed to increase access to enriching intergenerational arts -based learning opportunities for parents and young children living in underserved communities throughout the Miami metro area. Through the development of Creativity in the Community, The Bass has successfully served 28,155 additional children and their family members through Kellogg -funded programming that includes mufti -visit family sessions as well as participation in large community events. The Bass' community partnerships tripled with 59 community Page 1202 of 1648 284 of 1589 partnerships developed throughout the three years. Further, The Bass was able to hire and trained 23 AmBASSadors from within the partner communities, who teach workshops in English, Spanish, and/or Creole. While all the cultural institutions in Miami Beach have cultural missions. integrating arts and cultural instruction into the K-12 daily schedule can be a challenge given the complexity of the school program, the diversity of the feeder pattem and the different mediums of cultural content providors. The Bass has conducted numerous meetings with school and arts stakeholders, and is prepared to launch a pilot test program for the Spring 2019 feeder pattern in the City of Miami Beach. The program will deliver into 6 of our public schools unique programming as created by the Bass, the Miami City Ballet, the New World Symphony, the Jewish Museum, the Wolfsonian, and Young Musicians Unite. Over 2000 children will be impacted at every grade level. The purpose of the pilot is to beta test the delivery of this arts programming into the daily school curriculum. The schools include Biscayne Elementary, Feinberg Fisher K-8 Center, Nautilus Middle School, North Beach Elementary, Miami Beach Senior High School, and South Pointe Elementary. The programming will fit into the Miami -Dade County Public school system STEAM initiative but take the arts programming to a new level. The program have been carefully developed to provide grade -appropriate content for each level. And while not every grade level will receive instruction from all institutions, if the program is maintained after the pilot, all grades will experience all institutions over the course of the K-12 education. The details of each institutions deployment is shown in Attachment A. Over the course of the Beta project, each institution will be visiting their school partners at least 3 times on locatior and once at their institution. Each partnership includes a field trip to the location. Some cultural institutions will be culminating in a show or exhibition. THE BASS (Partnered with North Beach ES, Nautilus MS, Biscayne ES, South Pointe ES, Fienberg Fisher K-8 Center, and Miami Beach SHS) The Bass IDEAS education initiative uses art as a catalyst for creativity and positive growth. The Bass will engage students to think creatively to solve real world problems such as sea level rise, climate change, and poverty. Students will learn how arts integration with other subject areas (Science, Technology, Engineering and Math) is especially important to our communities in South Florida and throughout the world. Students will create art works that will later be shown at the Bass Creativity Center. MIAMI CITY BALET (Nautilus MS, Biscayne ES, South Pointe ES, and Fienberg Fisher K-8 Center) Through creative movement and design students well explore the world of dance/movement and the process of design. Teaching artists will integrate curriculum teachers are working on with students in the classroom and help promote movement, creative thinking and exploration. These classes will help promote group interaction, creativity, body awareness, and classroom etiquette while collaborating with other subject areas. Some partnerships will culminate in a short showcase displaying what students have learned. NEW WORLD SYMPHONY (Partnered with Miami Beach SHS) Currently working with Miami Beach Senior High Schools music programs to provide a creative approach toward activating the imaginations of youth through musical activities focused on classroom engagement and discovery of classical music. WOLFSONIAN MUSEUM (Partnered with Nautilus MS) The Wolfsonian is offering an Page 1203 of 1648 285 of 1589 intensive variant of its already -established STEAM X Design and Zines for Progress programs, reformatted for delivery in two Grade 8 classes at Nautilus Middle School. In - class delivery involves a series of three visits to each classroom by a teaching artist, as well as one field trip to The Wolfsonian. This amounts to seven distinct touch points between The Wolfsonian and Nautilus Middle School. YOUNG MUSICIANS UNITE (Partnered with Nautilus MS, Fienberg Fisher K-8 Center, and Miami Beach SHS) Will be providing free, consistent music programming to music programs in participating school. Students will learn the importance of STEAM in the music world through coding, recording, and practice. Through peer to peer mentodng, YMU engages students of different backgrounds and brings them together through a shared passion for music. YMU will be assisting schools struggling to maintain their instruments and equipment by teaching students how to repair their own instruments and supplying the tools needed to continue growing each program. JEWISH MUSEUM (Partnered with North Beach ES, South Pointe ES, and Miami Beach SHS) Dedicated to telling the story of more than 250 years of Florida Jewish history, arts and culture, with a growing collection of more than 100,000 items the Jewish Museum will be education students on curating a museum, printmaking and the importance of STEAM in every day life. The Bass has worked with the principals of each school to develop the cultural pairings for the pilot, with teachers involved in the lesson planning and schedules. The Bass will be instrumental by managing the program system wide, including agreements with the schools and the participating cultural organizations. The proposed budget of $188,842.00 as outlined in Attachment B provides part-time salaries for the program coordinator and director of education, part-time salaries for teaching artist (including training, preparations and planning) administrative overhead, background check fees, bus transportation for field trips, parking fees, program supplies and exhibition costs. The following staff will oversee the project: Kylee Crook has been an integral part of STEAM Initiative serving at the Education Consultant for the City of Miami Beach and Director of Education at The Bass Museum of Art. During Crook's tenure at the Bass Museum of Art, she has established, managed and expanded the museum's educational programming and administered several major grants, including the three-year Knight Arts Challenge which allowed for the creation of IDEA&hebass and the three-year Kellogg Foundation Grant which expanded the Bass Museum of Art's education outreach programming by 178%. Crook was named one of Miami Foundation's Miami Leaders for 2013-2014, and has sat as a grant panelist for major Florida funding organizations. KQrp_n__ II_1a is a Miami based visual and performing arts education advocate, choreographer, director and instructor. Koren earned her BFA degree under the school of Education, Business and Performing Arts at Florida International University. Working in the visual and performing arts fields Ms. [Ila has worked alongside Kaycee and the Sunshine Band, the Miami Heat, Arturo Sandoval, the Miss America Pageant Association, and assisted in directing a pilot episode for a TV series airing on Hulu in 2021. Koren has worked with both Miami -Dade and Broward county schools helping promote arts education through after school/in school programming and partnerships. With Koren's well rounded knowledge of the visual and performing arts, as well as M-DCPS Koren is an integral part of the STEAM (Science, Page 1204 of 1648 286-of 1589 Technology, Engineering, Arts and Math) initiative working with each cultural institution, M- DCPS and the City of Miami Beach to ensure this program exceeds all expectations. The pilot does not include Treasure Island Elementary at this time, despite the fact that approximately 40 percent of attendees are Miami Beach residents. Given the additional efforts of coordinating with another municipality, it was not felt that this was feasible to achieve for February, 2019 implementation. None the less, if the pilot is deemed a success, it is anticipated that it would be expanded to Treasure Island Elementary for the Fall 2019 semester. In addition, other cultural insbuions could be added such as Miami New Drama and I rie Foundation. The program will be monitored through monthly reports to include school hours performed by institutions and a monthly reported of curriculum delivered. In addition, the City will explore the potential to conduct periodic satisfaction surveys with parents, teachers, and students. This will provide information to be used in evaluating the implementation and funding needs for the program for the FY 2019/20 school year. Funding is available from General Fund contingency for the beta program. The proposed Term Sheet for the agreement with the Bass is provide in Attachment C. CONCLUSION The Bass Museum will operate in six schools, Miami City Ballet will be in four schools, the Jewish Museum will be in three schools, Young Musicians Unite will be in two schools, the Wolfsonian Museum will be in one school and the New World Symphony will be in one school. At least 2,000 students will benefit from the programming initiative. The operating budget for the pilot program from February - June 2019 is approximately $188,842.00.
