A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF
MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) AMERICAN ASSOCIATION OF
RETIRED PERSONS (AARP) COMMUNITY CHALLENGE, IN THE
APPROXIMATE AMOUNT OF $12,000.00, AND 2) FLORIDA INLAND
NAVIGATION DISTRICT (FIND) WATERWAYS ASSISTANCE PROGRAM, IN
THE APPROXIMATE AMOUNT OF $1 MILLION.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $12,000.00 from American Association of Retired Persons (AARP)
Community Challenge, the details of which are set forth in the City Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $1 Million from Florida Inland Navigation District (FIND) Waterways
Assistance Program, the details of which are set forth in the City Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City is required to execute the FIND Resolution, attached to the City
Commission Memorandum accompanying this Resolution, in order for its application to the
Waterways Assistance Program to be eligible for funding; and
WHEREAS, the FIND Resolution contains the following certifications:
A. the City will accept the terms and conditions set forth in FIND Rule 6613-2 F.A.C.
and which will be made part of the project agreement for any assistance awarded
under the proposal attached to the FIND Resolution;
B. the City is in complete accord with the proposal attached to the FIND Resolution
and will carry out the project in the manner described in the proposal and any plans
and specifications attached thereto unless prior approval for any change has been
received from the FIND;
C. the City has the ability and intention to finance its share of the cost of the project
and the project will be operated and maintained at the expense of the City for public
use;
D. the City will not discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or developed pursuant
to this proposal, and shall comply with the terms and intent of the Title VI of the
Civil Rights Act of 1964, P.L. 88-352 (1964) and design and construct all facilities
to comply fully with statutes relating to accessibility by persons with disabilities as
well as other federal, state and local laws, rules and requirements;
E. the City will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement; and
F. the City will make available to FIND, if requested, a post audit of expenses incurred
on the project prior to, or in conjunction with, request for the final 10% of the funding agreed to by
FIND.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or his designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with the following grants, programs, and agreements: 1) American Association of
Retired Persons (AARP) Community Challenge, in the approximate amount of $12,000.00, and
2) Florida Inland Navigation District (FIND) Waterways Assistance Program, in the approximate
amount of $1 Million.

RECOMMENDATION
Adopt the Resolution
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external agencies
and organizations Information regarding the projects and funding sources is included in the
Analysis section of this Agenda Item.
ANALYSIS
1 American Association of Retired Persons (AARP) Community Challenge in the approximate
amount of $12,000 for Senior Transportation Service.
The AARP Community Challenge has invested $24.3 million in 2,100 livability projects, with a
focus on meeting the needs of adults age 50 or older, throughout the United States. It funds quick
action projects that help communities become more livable by improving public places,
transportation, housing, digital connections, and more.
The City administration is applying for a grant in the approximate amount of $12,000 to support a
mid -size bus transportation service for seniors. The service will begin as a pilot project that picks
up residents from a senior housing facility and transports them to a destination to complete
shopping and errands No matching funds are required.
2 Florida Inland Navigation District (FIND) Waterways Assistance Program in the approximate
amount of $1 Million for Marine Patrol Dock Construction_
The Waterways Assistance Program is a grant initiative established by the Flonda Legislature in
partnership with the District. Its aim is to enhance public access to the Atlantic Intracoastal
Waterway and related waterways

The City administration is applying for a grant in the approximate amount of $1.0 Million for the
Marine Patrol Dock project's construction phase. The new dock will have an expanded footprint
that will better accommodate the current and future needs of Police and Fire departments. It will
be able to accommodate up to ten (10) vessels. The City will provide matching funds in the
approximate amount of $1.0 Million, contingent on City Commission approval and appropriation
during the FY27 budget process.
To submit the applications, FIND requires the City to execute the attached FIND
Resolution, which states that:
A. the City will accept the terms and conditions set forth in the FIND Rule 6613-2 F.A.C.
and which will be made part of the Project Agreement;

and specifications attached thereto unless prior approval for change has been
received by the District;

CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or agreements
in connection with these grants, award programs and funding requests.

WATERWAYS ASSISTANCE PROGRAM
WHEREAS, THE City of Miami Beach is interested in carrying out the
