HomeMy WebLinkAboutResolution 2026-34133RESOLUTION NO. 2026-34133 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO ACCEPT AND PROCESS A SPECIAL EVENT PERMIT APPLICATION FOR THE GLOBAL CHAMPIONS ARABIANS TOUR OF MIAMI BEACH 2O26, TO TAKE PLACE ON THE COLLINS PARK BEACHFRONT DURING THE SECOND WEEK OF APRIL 2026, WHICH IS A HIGH IMPACT PERIOD FOR THE CITY, UPON ISSUANCE OF A SPECIAL EVENT PERMIT BY THE ADMINISTRATION. WHEREAS, the Global Champions Arabians Tour ("GCAT") held its first City of Miami Beach ("City") event in April 2025, which included live entertainment and occupied more than 120,000 square feet of beachfront; and WHEREAS, the GCAT organizers have submitted a new Special Event Permit application (SPE#0126-2258) for a 2026 activation at the Collins Park beachfront from April 9-11, 2026, immediately following the Longines Global Champions Tour; and WHEREAS, the Administration has reviewed the application and notes that the proposed activation occurs during a high -impact period for the City, which historically includes March and the first two weeks of April, requiring enhanced staffing of Police, Fire, Code Compliance, and Sanitation departments; and WHEREAS, if approved, the Collins Park beachfront will be unavailable to the public from March 19 through May 9, 2026, for a total of 52 days, to accommodate the Longines Global Champions Tour, GCAT, and Carbone Beach events; and WHEREAS, the GCAT event's public benefit program shall include the following, wherever permissible and applicable within the event footprint: free public seating in the grandstand, standing room access, and perimeter viewing areas, as well as communication with the Collins Park Neighborhood Association and other stakeholders. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the Administration to accept and process a Special Event Permit application for the Global Champions Arabians Tour of Miami Beach 2026, to take place on the Collins Park beachfront during the second week of April 2026, which is a high impact period for the City. A HIGH IMPACT PERIOD FOR THE CITY. RECOMMENDATION The Administration is supportive and recommends the Mayor and Commission review details of the Global Champions Arabians Tour of Miami Beach event to take place in the Collins Park Beachfront the second week of April 2026, during a high impact period for the City. With the addition of this event. the Collins Park beachfront will be unavailable from March 19 — May 9. 2026, for a total of 52 days. If approved, it is recommended the Mayor and Commission adopt the resolution. BACKGROUND/HISTORY The Global Champions Arabians Tour (GCAT) is a unique showing competition for Arabian horses. The annual GCAT Championship Series features participants competing in the following categories Best Horses (yearling females, yearling males, junior females, junior males, senior females and senior males) and Best Handlers (yearling females, yearling males, junior females, junior males, senior females and senior males). The 2026 schedule features 13 events across Europe, the Middle East, and the Americas. The Global Champions Arabians Tour held its first event in Miami Beach on April 17-19. 2025, across more than 120,000 square feet of beachfront between 34th and 37th streets. The Arabian Horse Championship event also included live entertainment. Ultimately, the 2025 event proved too impactful on the area, according to resident feedback. The organizers of GCAT have submitted a new special event application SPE#0126-2258 for a 2026 activation taking place in the Collins Park Beachfront on April 9-11, 2026. The month of March and the first two weeks of April are defined as part of a "high impact" period for the City. Historically this period is identified as having the highest number of visitors and challenges in the Art Deco Cultural District (ADCD). During this time the Miami Beach Police, Fire. Code Compliance. and Sanitation departments have enhanced staffing due to the increased impact and stress on the area, as well as on residents who live in and around the ADCD. ANALYSIS In accordance with the City s Special Event Guidelines, during periods of enhanced or unavailable staffing of City resources (Police. Fire. Code, Sanitation, etc.), the City does not accept applications for new events on public property. Such periods include the month of March and first two weeks of the month of April, which coincides with college and high school spring break and 451 of 1589 existing events The GCAT event organizers are requesting approval to activate the Collins Park beachfront, between 21s' and 22"d streets, for an event taking place April 10-12, 2026. If approved, the event would occur immediately following the Longines Global Champions Tour, with the goal of using the same infrastructure for both events. Tops Equestrian Events will be responsible for the load in, build out and load out for both the Longines Global Champions Tour and the GCAT. Proposed Evening Concert The proposed run of show for the GCAT event includes an evening opening ceremony musical performance, scheduled from 8:15pm to 9:OOpm. The talent has not been identified at the time of agenda printing. Collins Park Beachfront Impact: The Longines Global Champions Tour and the GCAT events would be immediately followed by the annual Carbone Beach event, which historically takes place during Formula 1 weekend. If it is the Mayor and City Commission's desire to approve the GCAT event for 2026, the Administration has identified that the Collins Park Beachfront would not be available to the public from March 191" through May 9, 2026, for a total of 52 days, to account for the Longines Global Champions Tour, GCAT, and Carbone Beach, as depicted below. Longines Global Champions Tour Load -in starting: March 19, 2026 Live Event: April 2-4, 2026 Global Champions Arabians Tour Live Event: April 10-12, 2026 Load -out ending: April 17, 2026 Carbone Beach Load -in starting: April 18, 2026 Live Event: April 30-May 3, 2026 Load -out ending: May 9, 2026 Resident Benefits As part of the special event permitting process, every proposed event must submit a resident benefit. GCAT has proposed the following resident benefits: • The grandstand located on the north side of the venue (approximately 950-1,000 seats) will be free and open to the public. The organizers aim to include a roof to improve comfort for attendees. • The grandstand seating will be available on a first -come, first -served basis. Once capacity is reached, standing room will be available along the east side of the main arena. • In addition, the public will have free access along the perimeter of the warm-up arena, consistent with the approach used for the Longines Global Champions Tour. • The main hospitality structure will remain invite -only and access -controlled to ensure capacity limits are not exceeded. Additionally, the Administration has communicated the proposed activation to the Collins Park Neighborhood Association. The Association has requested a monetary donation to help offset the impact on the neighborhood during the time it occupies the beachfront. Staff have also communicated the proposed activation to the Boucher Brothers.
