HomeMy WebLinkAboutResolution 2026-34141RESOLUTION NO. 2026-34141 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO DISCONTINUE THE FOLLOWING TWO (2) PROJECTS THAT ARE PART OF THE CITY'S BICYCLE/PEDESTRIAN MASTER PLAN: 1.) THE NORTH MERIDIAN AVENUE MULTI -USE PATH PROJECT AND 2.) THE CHASE AVENUE MULTI -USE PATH PROJECT; AND FURTHER, DIRECTING THE CITY ADMINISTRATION TO CANCEL, RESCIND, AND REPROGRAM ALL PREVIOUSLY APPROVED AND FUTURE FUNDING ALLOCATIONS IN ACCORDANCE WITH APPLICABLE LAW AND CITY PROCEDURES. WHEREAS, the City of Miami Beach ("City") previously planned, designed, and programmed the North Meridian Avenue Multi -Use Path Project (the "North Meridian Project") as part of its Bicycle/Pedestrian Master Plan; and WHEREAS, the North Meridian Project consists of a shared -use pathway intended to connect Dade Boulevard north to West 28th Street along the east side of the Miami Beach Golf Course, to accommodate pedestrians, bicyclists, and other non -motorized users; and WHEREAS, the North Meridian Project was appropriated in the Fiscal Year 2026 Capital Budget in the amount of $1,034,000, and a Florida Department of Transportation ("FDOT") grant in the amount of $701,105 is programmed for Fiscal Year 2027, for a total programmed Project budget of $1,735,105; and WHEREAS, as of the date of this Resolution, the total funds expended and committed to the North Meridian Project are $292,357; and WHEREAS, the City also planned, designed, and programmed the Chase Avenue Multi - Use Path Project (the "Chase Avenue Project") as part of its Bicycle/Pedestrian Master Plan; and WHEREAS, the Chase Avenue Project consists of a shared -use pathway on Chase Avenue and 34th Street intended to provide a safe travel link from Alton Road to Prairie Avenue, for both pedestrians and bicyclists; and WHEREAS, the Chase Avenue Project has a total project budget of $2,270,075, which consists of $945,000 (from the 3 Cent Local Gas Tax fund), $830,000 in General Obligation Bond ("G.O. Bond") funding, and an FDOT grant in the amount of $495,075; and WHEREAS, as of the date of this Resolution, the total funds expended and committed to the Chase Avenue Project are $583,224; and WHEREAS, the Mayor and City Commission have reviewed the design, scope, cost estimates, funding sources, and anticipated impacts of the North Meridian Project and the Chase Avenue Project (collectively, the "Projects") on vehicular circulation, pedestrian and bicycle safety, neighborhood character, parking, and fiscal priorities; and WHEREAS, the Mayor and City Commission find that continuation of the Projects is no longer in the best interests of the City and its residents and that the Projects should be discontinued and terminated; and WHEREAS, the Mayor and City Commission find that all previously approved and future funding allocations for the North Meridian Project and the Chase Avenue Project, including City capital funds, G.O. funds, and the programmed FDOT grants, should be canceled, rescinded, and reprogrammed, subject to applicable contractual and budgetary requirements; and WHEREAS, the Mayor and City Commission find that discontinuation of the North Meridian Project will result in an estimated savings of $741,643 to the City, representing unexpended and uncommitted programmed funds; and WHEREAS, the Mayor and City Commission find that discontinuation of the Chase Avenue Project will result in an estimated savings of $1,191,776 to the City, representing unexpended and uncommitted programmed funds; and WHEREAS, any G.O. bond funding may be reallocated to other G.O. bond projects; and WHEREAS, the Mayor and City Commission find that the City Administration should be directed to take all actions necessary to implement the discontinuation of the Projects, including termination of contracts, coordination with FDOT regarding the City foregoing the grants, and reprogramming of funds in accordance with applicable law and City procedures. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby direct the City Administration to discontinue the following two (2) projects that are part of the City's Bicycle/Pedestrian Master Plan: 1.) the North Meridian Avenue Multi -Use Path Project and 2.) the Chase Avenue Multi -Use Path Project; and further, direct the City Administration to cancel, rescind, and reprogram all previously approved and future funding allocations in accordance with applicable law and City procedures.
