A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE
COMMITTEE AT ITS MAY 14, 2025 MEETING TO DIRECT THE
ADMINISTRATION TO HOST MONTHLY COMMUNITY ACTIVATIONS
FOR RESIDENTS ON WEST LOT NUMBER FOUR (4) BETWEEN 82ND —
83RD STREETS.
WHEREAS, at the March 19, 2025 Commission meeting, the Mayor and City
Commission referred an item (C4 Q) to the Public Safety and Neighborhood Quality of Life
Committee ("PSNQLC") to consider holding monthly community activations on West Lot
number four (4) between 82nd — 83rd Streets (see Exhibit A attached to the City Commission
Memorandum accompanying this Resolution); and
WHEREAS, on February 23, 2025, the City held a successful North Beach
Community Picnic on the West Lots featuring hot dogs, bounce houses, face painting, and
other family-friendly activities to engage residents in a discussion about the future of the site;
and
WHEREAS, given the positive community response, regular resident events could
provide an opportunity to continue activating the space while fostering community
engagement; and
WHEREAS, on May 14, 2025, at the PSNQLC meeting, the Committee moved the
item to the full City Commission with a favorable recommendation for the Parks and
Recreation Department to host monthly community activations for residents on West Lot
number four (4) between 82nd -83`d streets as outlined in the Committee Memorandum
attached to the City Commission Memorandum accompanying this Resolution as Exhibit B;
and
WHEREAS, these monthly activations can prominently feature a food truck
concession sale, alongside other elements such as music, large format games, the
Imagination Playground, snow cones, popcorn and cotton candy; and
WHEREAS, the Department will also explore partnerships with the City's Police
Department, Police Athletic League, and Fire Department to have thematic elements to the
activations such as "Police Day" or "Fire Department Day"; and
WHEREAS, the Parks and Recreation Department estimates that the monthly
activations will cost approximately $2,200 per month / $26,400 annually; and
WHEREAS, these funds should be considered during the FY 26 budget process.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the Public Safety and Neighborhood
Quality Of Life Committee at its May 14, 2025 meeting to direct the Administration to host
monthly community activations for residents on West Lot Number Four (4) between 82nd —
83rd Streets.

RECOMMENDATION
The Administration recommends that while the City Commission evaluates hosting monthly
community activations for residents on the West Lots, it also carefully considers several critical
factors that will significantly impact the General Fund budget, beginning in FY 2026:
1. The City's increasing unfunded capital improvement program.
2. Long-term General Fund financial projections indicating a potential shortfall in upcoming fiscal
years.
3. The passage of Amendment 5 in November 2024, which increases the homestead exemption
and further constrains the growth of taxable property values.
These considerations are essential to ensure that decisions regarding hosting monthly community
activations for residents on the West Lots align with the City's broader long-term financial stability
and strategic priorities. If the Commission recommends funding to host monthly community
activations for residents on the West Lot for $26,400 ($2,200 an activation per month), the
Administration recommends it be considered as part of the FY 2026 budget process.
BACKGROUND/HISTORY
During the March 19, 2025 City Commission meeting, at the request of Commissioner Alex
Fernandez, an item to consider holding monthly community activations for residents on West Lot
number four (4) between 82nd — 83rd Streets, was referred to the Public Safety & Neighborhood
Quality of Life Committee. (Exhibit A)
On February 23, 2025, the City held a successful North Beach Community Picnic on the West
Lots featuring hot dogs, bounce houses, face painting, and other family-friendly activities to
engage residents in a discussion about the future of the site. Given the positive community
response, regular resident events could provide an opportunity to continue activating the space
while fostering community engagement.
During the May 14, 2025 PSNQLC meeting, the Committee moved the item to the full City
Commission with a favorable recommendation for the Parks and Recreation Department to host
monthly community activations for residents on West Lot number four (4) between 82nd -83rd
streets as outlined in the memo. (Exhibit B)

ANALYSIS
The Parks and Recreation Department recommends that these monthly activations include
elements such as music, large format games, the Imagination Playground, snow cones, popcorn,

partnerships with the City's Police Department, Police Athletic League, and Fire Department to

RECOMMENDATION
Please place on the March 19, 2025 agenda a referral to the Public Safety and Neighborhood
Quality of Life Committee to discuss holding monthly community activations for residents on West
Lot number four (4) between 82"d— 83rd streets.
The West Lots consist of eight City-owned development parcels fronting Collins Avenue between
79th Street and 87T" Street, currently serving as the location for three parking lots, Ocean Rescue
services, and a new skate park. Until the City determines the best long-term activation plan for
the West Lots for public and/or recreational use, I would like the Committee to consider the
possibility of hosting monthly community activations for residents at this location, such as picnics,
food trucks, or other activities.
On February 23, 2025, the City held a successful North Beach Community Picnic on the West
Lots featuring hot dogs, bounce houses, face painting, and other family-friendly activities to
engage residents in a discussion about the future of the site. Given the positive community
response, regular resident events could provide an opportunity to continue activating the space
while fostering community engagement.
I request that the Administration be prepared to discuss the feasibility, logistics, and potential
programming for these events, including partnerships, and any budgetary considerations.

ANALYSIS
As outlined in the Commissioner's referral memo, until the City determines the best long-term
future use for the West Lots, exploring monthly community activations for residents can provide
a positive community impact.
As witnessed at the North Beach Community Picnic that was held on February 23, 2025, many
residents came out to the West Lot between 82nd — 83rd Streets to enjoy a morning of family
friendly activations which included music, face painting, bounce houses for the children, and
more.
The success of this event warrants exploring whether more of these types of family-friendly

activations should continue to be implemented in the North Beach area.
The Parks and Recreation Department recommends that these monthly activations include
elements such as music, large format games, the Imagination Playground, snow cones, popcorn,
cotton candy, and a food truck for concession sales.
Other Considerations:
Partnerships with the City's Police Department, Police Athletic League, and Fire Department can
also be explored to potentially have thematic elements to the activations such as "Police Day" or
"Fire Department Day".
FISCAL IMPACT STATEMENT
The Parks and Recreation Department will assess the budgetary impact according to the
guidance provided by the Committee. The Department would also like to request an increase of
S26,400 to be considered during the FY 26 budget to host monthly community activations for
residents on the West Lot between 82nd—83rd Streets.
