The Purpose ●Strengthen our local arts and youth programs that make Miami Beach unique. ●Reallocate funding away from non-resident cultural presenters that visit only occasionally. ●Address critical clean water and stormwater infrastructure needs in tourist areas. Background: Cultural Arts Funding ●The City allocates 10% of the 1% Resort Tax “Quality of Life” fund to arts and culture. ●FY 2025/2026 total Cultural Arts Council funding: $1,040,424 ●Currently split as: ○42.67% ($443,955)→ Miami Beach Cultural Anchors ○57.33% ($596,469)→ Organizations based outside Miami Beach (“Cultural Presenters”) Miami Beach Cultural Anchors Cultural “Presenters” (43 in Total) The Issue ●Cultural Presenter grantees must hold only two events per year in Miami Beach. ●Many are not based in our city, yet collectively receive over half a million dollars in grants. ●Meanwhile, Miami Beach faces over $1 billion in unfunded capital improvement needs —clean water, stormwater, and flood resilience. Fiscal Reality ●The City must prioritize public safety and infrastructure over subsidies to out-of-city organizations. ●Investing in stormwater and clean water systems protects residents, businesses, and tourism. ●Every dollar reallocated strengthens long-term sustainability and resilience. The Proposal Reallocation Plan (effective FY 2027): 1.Fully fund all Miami Beach–based Cultural Anchors. 2.Fully fund youth-focused cultural presenters. 3.Reallocate the remainder of “Cultural Presenter” funds to: a.Capital projects improving stormwater infrastructure in tourist areas. b.Priority zones: those most affected by King Tides and major rain events. Who Remains Funded ●Organizations with a primary youth focus to remain eligible: ○Greater Miami Youth Symphony ○Miami Children’s Chorus ○Young Musicians Unite ○National Foundation for the Advancement in the Arts (YoungArts) These total $59,971, which would be fully covered under the proposal. Funding Breakdown Why This Matters ●Keeps our arts and culture local. ●Supports youth programs and resident-based organizations. ●Strengthens tourism resilience by addressing flooding and clean water challenges. ●Reflects responsible, resident-first budgeting —culture and infrastructure, hand in hand.
